【摘要】:教師培訓(xùn)質(zhì)量是衡量一個(gè)地區(qū)教師繼續(xù)教育水平的重要指標(biāo),也是教師培訓(xùn)的核心。隨著教師繼續(xù)教育的發(fā)展和對(duì)教師專(zhuān)業(yè)化發(fā)展的要求,教師培訓(xùn)作為教師繼續(xù)教育的重要方式之一,其培訓(xùn)質(zhì)量成為學(xué)者們關(guān)注的焦點(diǎn)。國(guó)家教育部、財(cái)政部從2010年起組織實(shí)施“中小學(xué)教師國(guó)家級(jí)培訓(xùn)”(簡(jiǎn)稱(chēng)“國(guó)培計(jì)劃”)!皣(guó)培計(jì)劃”背景下湖南省農(nóng)村小學(xué)體育骨干教師置換脫產(chǎn)培訓(xùn)質(zhì)量如何?在“國(guó)培計(jì)劃”實(shí)施過(guò)程中還存在哪些問(wèn)題與不足?應(yīng)從哪些方面保障其培訓(xùn)質(zhì)量?這些都是本研究試圖解決的問(wèn)題。本文運(yùn)用文獻(xiàn)資料、問(wèn)卷調(diào)查、專(zhuān)家訪談、數(shù)理統(tǒng)計(jì)等研究方法,對(duì)“國(guó)培計(jì)劃”背景下湖南省農(nóng)村小學(xué)體育骨干教師置換脫產(chǎn)研修培訓(xùn)質(zhì)量進(jìn)行調(diào)查,分析了湖南省農(nóng)村小學(xué)體育骨干教師置換脫產(chǎn)培訓(xùn)質(zhì)量的現(xiàn)狀、從培訓(xùn)現(xiàn)狀中發(fā)現(xiàn)其存在的主要問(wèn)題,具體表現(xiàn)為:培訓(xùn)目標(biāo)較宏觀,且可操作性不強(qiáng);培訓(xùn)內(nèi)容注重理論知識(shí),忽視實(shí)踐的學(xué)習(xí);培訓(xùn)形式比較傳統(tǒng)且單一;師資隊(duì)伍缺乏多元化;缺乏協(xié)調(diào)管理及相關(guān)的制度保障;考核評(píng)價(jià)形式較為單一,缺乏科學(xué)系統(tǒng)的評(píng)價(jià)體系等問(wèn)題。針對(duì)上述問(wèn)題,提出相應(yīng)的質(zhì)量保障策略:首先,加強(qiáng)內(nèi)部質(zhì)量保障。主要包括:注重對(duì)培訓(xùn)需求的調(diào)研,提高培訓(xùn)的針對(duì)性和實(shí)效性;精心設(shè)置培訓(xùn)課程,創(chuàng)新培訓(xùn)方式;嚴(yán)格遴選培訓(xùn)師資隊(duì)伍,促進(jìn)師資隊(duì)伍的專(zhuān)業(yè)化;其次,完善外部質(zhì)量保障。主要包括:加強(qiáng)對(duì)教師培訓(xùn)的精細(xì)化管理;完善體育教師培訓(xùn)相關(guān)制度保障;保障培訓(xùn)經(jīng)費(fèi)的使用;最后,整合內(nèi)外溝通質(zhì)量保障。就是把內(nèi)部質(zhì)量保障與外部質(zhì)量保障的各主要方面進(jìn)行有效的整合溝通,形成合力,確!皣(guó)培計(jì)劃下”農(nóng)村小學(xué)體育骨干教師培訓(xùn)能扎實(shí)有效順利的開(kāi)展。
[Abstract]:The quality of teacher training is an important indicator to measure the level of teachers' continuing education in a region, and it is also the core of teacher training. With the development of teacher continuing education and the requirement of teachers' professional development. Teacher training is one of the most important ways for teachers' continuing education, and the quality of teacher training has become the focus of scholars' attention. Since 2010, the Ministry of Finance has organized and implemented the "National training for Primary and Secondary School Teachers" (referred to as the "National training Plan"). What is the quality of the replacement training of key physical education teachers in rural primary schools in Hunan Province under the background of "National Education Plan"? What are the problems and deficiencies in the implementation of the "National Education Plan"? What aspects should be taken to guarantee the quality of their training? These are the problems this study is trying to solve. This paper uses literature, questionnaire, expert interviews, mathematical statistics and other research methods. This paper investigates the quality of physical education backbone teachers' replacement training in rural primary schools in Hunan Province under the background of "National training Plan", and analyzes the present situation of the quality of physical education backbone teachers in rural primary schools in Hunan Province. The main problems of training are found in the present situation, which are shown as follows: the training target is macro, and the maneuverability is not strong; The training content pays attention to the theory knowledge, neglects the practice study; The form of training is more traditional and single; Lack of diversity in the teaching staff; Lack of coordinated management and related system protection; Evaluation form is relatively single, lack of scientific and systematic evaluation system and other problems. In view of the above problems, put forward the corresponding quality assurance strategy: first. Strengthen the internal quality assurance. Mainly include: pay attention to the research of the training demand, improve the pertinence and effectiveness of the training; Carefully set up training courses, innovative training methods; Strict selection and training of teachers to promote the professionalization of teachers; Secondly, improve external quality assurance, mainly including: strengthening the fine management of teacher training; Perfecting the system guarantee of physical education teacher training; Guarantee the use of training funds; Finally, the integration of internal and external communication quality assurance. That is, internal quality assurance and external quality assurance of the main aspects of effective integration of communication, to form a resultant force. To ensure that the "national plan" rural primary school physical education backbone teachers training can be carried out effectively and smoothly.
