【摘要】：績(jī)效問責(zé)是教育現(xiàn)代化中科學(xué)決策的重要基礎(chǔ),對(duì)可觀測(cè)可量化的學(xué)生學(xué)業(yè)質(zhì)量評(píng)價(jià)則是教育績(jī)效問責(zé)的核心內(nèi)容。學(xué)業(yè)質(zhì)量評(píng)價(jià)的主要工具是考試。在傳統(tǒng)教育觀念下,考試的主要功能是選拔和分流,當(dāng)其用于績(jī)效問責(zé)時(shí),由于技術(shù)和觀念的多重缺陷,容易造成考試結(jié)果的誤用和濫用。在借鑒當(dāng)前國(guó)際最有影響的教育評(píng)價(jià)項(xiàng)目經(jīng)驗(yàn)基礎(chǔ)上,我國(guó)可采用現(xiàn)代教育測(cè)量理論,對(duì)傳統(tǒng)教育考試加以技術(shù)改造,使得高利害考試成為績(jī)效問責(zé)體系的有機(jī)組成部分。
[Abstract]:Performance accountability is an important basis for scientific decision-making in educational modernization, and the evaluation of observable and quantifiable students' academic quality is the core content of educational performance accountability. The main tool for evaluation of academic quality is the examination. Under the traditional educational concept, the main function of the examination is to select and distribute. When it is used in the performance accountability, it is easy to misuse and abuse the test result because of the multiple defects of the technology and the idea. Based on the experience of the most influential educational evaluation project in the world at present, the modern educational measurement theory can be adopted in our country to transform the traditional education examination, so that the high-interest examination becomes an organic part of the performance accountability system.
