縣域城鄉(xiāng)義務(wù)教育一體化的政府責(zé)任研究

【摘要】:義務(wù)教育是發(fā)展一國教育的基礎(chǔ),因此義務(wù)教育應(yīng)得到足夠的重視。目前,我國適齡兒童接受義務(wù)教育已不成問題,但城鄉(xiāng)接受同質(zhì)的義務(wù)教育仍存在較大困難,這不僅關(guān)系到教育質(zhì)量提高、教育公平實(shí)現(xiàn)的問題,更關(guān)系到整個(gè)社會(huì)公平的問題。因此各級(jí)政府應(yīng)著手解決義務(wù)教育公平問題,即均衡發(fā)展應(yīng)成為義務(wù)教育中的重中之重。其中城鄉(xiāng)義務(wù)教育一體化是實(shí)現(xiàn)義務(wù)教育均衡發(fā)展的重要手段,對(duì)實(shí)現(xiàn)義務(wù)教育均衡發(fā)展有著重要意義。 義務(wù)教育的純公共產(chǎn)品性質(zhì),決定了由政府來提供該產(chǎn)品,全面推進(jìn)義務(wù)教育均衡發(fā)展成為政府的法定責(zé)任。為了更好的推進(jìn)城鄉(xiāng)義務(wù)教育一體化,早日實(shí)現(xiàn)城鄉(xiāng)義務(wù)教育資源均衡配置,各級(jí)政府應(yīng)采取相應(yīng)措施,更好的履行在城鄉(xiāng)義務(wù)教育一體化進(jìn)程中的職責(zé)。2010年頒布的《國家中長期教育改革和發(fā)展規(guī)劃綱要(2010-2020)》提出建立城鄉(xiāng)一體化的義務(wù)教育體制,并提出在縣域內(nèi)實(shí)現(xiàn)均衡進(jìn)而在全國大范圍推進(jìn)。 本文即探討各級(jí)政府如何在縣域城鄉(xiāng)義務(wù)教育一體化進(jìn)程中履行責(zé)任的。從理論及現(xiàn)實(shí)依據(jù)對(duì)政府承擔(dān)責(zé)任的必要性進(jìn)行分析,找到政府責(zé)任缺失表現(xiàn)及原因,借鑒發(fā)達(dá)國家及各個(gè)地區(qū)的先進(jìn)經(jīng)驗(yàn)和做法,最終給出政府在縣域城鄉(xiāng)義務(wù)教育一體化進(jìn)程中履行責(zé)任的實(shí)施路徑。
[Abstract]:Compulsory education is the foundation of developing a country's education, so compulsory education should be paid enough attention.At present, compulsory education for school-age children in our country is no longer a problem, but there are still some difficulties in accepting compulsory education of the same quality in urban and rural areas. This is not only related to the improvement of the quality of education, but also to the realization of educational equity.More related to the issue of social equity as a whole.Therefore, governments at all levels should start to solve the equity of compulsory education, that is, balanced development should become the most important part of compulsory education.The integration of urban and rural compulsory education is an important means to realize the balanced development of compulsory education, which is of great significance to the balanced development of compulsory education.The nature of the pure public goods of compulsory education determines the government to provide this product and promote the balanced development of compulsory education as the legal responsibility of the government.In order to better promote the integration of urban and rural compulsory education and realize the balanced allocation of urban and rural compulsory education resources at an early date, governments at all levels should take appropriate measures.Better perform their duties in the process of integration of urban and rural compulsory education. The National outline for Medium-and Long-Term Education Reform and Development Plan (2010-2020) promulgated in 2010 proposes to establish a compulsory education system that integrates urban and rural areas.And put forward in the county area to achieve equilibrium and then in the national wide-scale promotion.This paper probes into how governments at all levels fulfill their responsibilities in the process of the integration of urban and rural compulsory education at county level.From the theoretical and practical basis of the analysis of the necessity of government responsibility, to find out the lack of government responsibility performance and reasons, learn from the advanced experiences and practices of developed countries and various regions,Finally, the implementation path for the government to fulfill its responsibility in the process of the integration of urban and rural compulsory education is given.
