中國四次國家教育規(guī)劃的特點、影響及問題分析

【摘要】:改革開放以來的四次國家教育規(guī)劃是中國進行重大教育決策、部署教育發(fā)展戰(zhàn)略的主要軌跡。梳理分析四次國家教育規(guī)劃,可以發(fā)現(xiàn)它們具有備受黨和政府重視、內(nèi)容全面且重點突出、注重科學性與規(guī)范性等特點。中國國家教育規(guī)劃的影響主要在于:開創(chuàng)了一條有中國特色的教育發(fā)展道路;在教育事業(yè)的各個領域取得了巨大進步;加快了人們的思想解放,促進了教育國際化。在國家教育規(guī)劃過程中,也存在著決策程序不夠科學化、一些改革步伐不夠大、部分改革缺乏保障機制及難以落到實處等不足及問題。
[Abstract]:The four national education plans since the reform and opening up are the main tracks for China to make major educational decisions and plan education development strategies. By analyzing the four national education plans, we can find that they have received great attention from the Party and the government. The influence of China's national education plan mainly lies in: creating a path of educational development with Chinese characteristics, making great progress in various fields of education; This has accelerated the emancipation of people's minds and promoted the internationalization of education. In the process of national education planning, there is also a lack of scientific decision-making procedures, and some reform steps are not big enough. Some of the reforms lack of protection mechanism and difficult to implement such deficiencies and problems.
