【摘要】：縣域范圍內(nèi)的義務(wù)教育教師流動是縣級政府教育主管部門順應(yīng)國家層面有關(guān)教師流動政策的地方表現(xiàn)，它對促進(jìn)縣域內(nèi)的義務(wù)教育教師自身專業(yè)化發(fā)展和校際間的義務(wù)教育質(zhì)量均衡以及教育公平等都有著重大的意義。 本文是通過對縣域范圍內(nèi)中小學(xué)教師流動中，所存在的單向上位流失嚴(yán)重；流動糾紛頻仍不斷；教師交流制度有待完善和流動政策的監(jiān)督與保障缺位等問題進(jìn)行準(zhǔn)確把握和現(xiàn)實分析，并依據(jù)人才流動的相關(guān)理論，借鑒國內(nèi)外的有益實踐經(jīng)驗，構(gòu)建出符合我國國情的縣域內(nèi)中小學(xué)教師的合理流動機(jī)制。 正文共分為五個部分： 第一部分，緒論或稱導(dǎo)論。主要包括三個部分，分別介紹了有關(guān)教師流動的時代政策背景及其理論實踐意義；本論文的研究思路及采用的主要研究方法；最后，是對本論文中將要提及和使用到的一些基礎(chǔ)概念進(jìn)行界定。 第二部分，介紹了縣域內(nèi)中小學(xué)教師流動的理論依據(jù)，主要有基于人才發(fā)展需要考慮的人才流動的必要理論和基于教育均衡發(fā)展考慮的人才流動的必然理論，前者主要有勒溫的場論、庫克的庫克曲線和卡茲的組織壽命學(xué)說；后者主要有教育公平理論、人力資本理論和耗散結(jié)構(gòu)理論等。 第三部分，，深入研究縣域內(nèi)義務(wù)教育教師流動中所存在的問題，并對中小學(xué)教師不合理流動的原因進(jìn)行深入分析，主要從三個緯度進(jìn)行原因分析，分別是宏觀方面的制度和非制度因素、中觀方面的校際軟硬件因素和微觀方面教師個體的物質(zhì)與精神及其家庭因素，如是追本溯源，找出導(dǎo)致教師不合理流動的真正原因。 第四部分，從機(jī)制構(gòu)建的角度，以縣域內(nèi)中小學(xué)教師流動中出現(xiàn)的主要問題為原型，提出建構(gòu)促進(jìn)縣域義務(wù)教育均衡發(fā)展的中小學(xué)教師合理流動的機(jī)制策略，主要有：發(fā)揮市場化背景下政府主導(dǎo)的調(diào)控手段，以完善和健全中小學(xué)教師的流入流出機(jī)制；遵從社會和諧視角下的自利原則，以建立縣域內(nèi)中小學(xué)教師流動的利益協(xié)調(diào)機(jī)制；堅持以人為本，建立健全縣域內(nèi)中小學(xué)教師的城鄉(xiāng)定期交流機(jī)制；最后，是恩威并重，建立健全縣域內(nèi)中小學(xué)教師流動的保障監(jiān)督機(jī)制。 第五部分，結(jié)語。是對以上所有有關(guān)縣域內(nèi)促進(jìn)義務(wù)教育均衡發(fā)展的教師合理流動機(jī)制的研究內(nèi)容進(jìn)行概要式總結(jié)，并指出研究中因個人視野及思維的原因所造成的可能疏漏，和其他的應(yīng)對路徑與策略等。
[Abstract]:The movement of compulsory education teachers in the county area is the local manifestation of the relevant teacher mobility policy of the county government education department in compliance with the national level. It is of great significance to promote the professional development of compulsory education teachers in county areas, the quality balance of compulsory education between schools and the equity of education. In this paper, through the county scope of primary and secondary school teachers flow, the existence of one-way epistatic loss is serious; Frequent mobile disputes; The system of teacher exchange needs to be perfected and the supervision and guarantee of mobility policy should be improved and the problems should be accurately grasped and analyzed in reality. According to the relevant theories of talent flow, the beneficial practical experience at home and abroad should be used for reference. The reasonable flow mechanism of primary and middle school teachers in the county is constructed according with the situation of our country. The text is divided into five parts: The first part, introduction or introduction, mainly includes three parts, which respectively introduce the background of the era policy and the theoretical and practical significance of teacher mobility. The research ideas and the main research methods adopted in this paper; Finally, it defines some basic concepts that will be mentioned and used in this paper. The second part introduces the theoretical basis of the flow of primary and secondary school teachers in the county, mainly based on the talent development needs to consider the necessary theory of talent flow and on the basis of balanced development of education to consider the inevitable theory of talent flow. The former mainly includes Lewin's field theory, Cook's Cook curve and Kaz's theory of organizational life. The latter includes educational equity theory, human capital theory and dissipative structure theory. In the third part, the author deeply studies the problems existing in the flow of compulsory education teachers in the county, and analyzes the reasons for the unreasonable flow of primary and secondary school teachers, mainly from three dimensions. They are the macroscopic institutional and non-institutional factors, the inter-school hardware and software factors in the meso aspect and the material and spiritual and family factors of the individual teachers in the micro aspect, which are traced back to the source. Find out the real reasons for the unreasonable flow of teachers. Part 4th, from the perspective of mechanism construction, taking the main problems in the flow of primary and secondary school teachers in county as the prototype, puts forward the mechanism strategy to promote the balanced development of compulsory education in county. The main ones are as follows: to improve and improve the inflow and outflow mechanism of primary and secondary school teachers by giving play to the government-led means of regulation under the background of marketization; Comply with the principle of self-interest in the perspective of social harmony, in order to establish the benefit coordination mechanism of the flow of primary and secondary school teachers in the county; Adhere to people-oriented, establish and improve the county primary and secondary school teachers regular communication mechanism between urban and rural areas; Finally, we should pay equal attention to Enwei and establish and perfect the safeguard and supervision mechanism for the flow of primary and secondary school teachers in the county. In the 5th part, the conclusion is a summary of the research content of the reasonable flow mechanism of teachers in all the counties concerned to promote the balanced development of compulsory education. It also points out the possible omissions caused by personal vision and thinking, and other coping paths and strategies.
