【摘要】：隨著我國現(xiàn)代遠(yuǎn)程教育事業(yè)的迅速發(fā)展,建立現(xiàn)代遠(yuǎn)程教育質(zhì)量保證體系的需要也日益迫切。因?yàn)?一方面由于現(xiàn)代遠(yuǎn)程教育能夠擴(kuò)大教育規(guī)模并在實(shí)現(xiàn)高等教育大眾化的過程中具有不可替代的優(yōu)勢(shì),國家提倡在高校建立現(xiàn)代遠(yuǎn)程教育學(xué)院;另一方面由于教育國際化的影響,許多海外大學(xué)紛紛在中國設(shè)立虛擬大學(xué),高校遠(yuǎn)程教育學(xué)院同時(shí)面臨來自國內(nèi)外嚴(yán)峻的挑戰(zhàn)。 本論文正是在我國高�，F(xiàn)代遠(yuǎn)程教育學(xué)院快速發(fā)展的情況下選題的。自1999年以來,全國已有68所現(xiàn)代遠(yuǎn)程教育試點(diǎn)院校,招生人數(shù)達(dá)200多萬人。然而在擴(kuò)大入學(xué)規(guī)模、提供更多受教育機(jī)會(huì)的同時(shí),試點(diǎn)院校也在保證現(xiàn)代遠(yuǎn)程教育質(zhì)量的實(shí)際運(yùn)作中出現(xiàn)了不少問題。于是如何保證質(zhì)量的問題被提到議事日程上來。由于沒有成功經(jīng)驗(yàn)和成熟完善的體系可循,因此需要邊實(shí)踐邊研究,在實(shí)踐中探討如何保證高�，F(xiàn)代遠(yuǎn)程教育質(zhì)量。 針對(duì)以上問題,本論文在現(xiàn)代遠(yuǎn)程教育理論和管理學(xué)思想的指導(dǎo)下,本著先從實(shí)踐中發(fā)現(xiàn)主要問題,然后構(gòu)建理論框架的思路,運(yùn)用評(píng)價(jià)理論,采用文獻(xiàn)法、問卷調(diào)查、訪談?wù){(diào)研等方法,對(duì)現(xiàn)代遠(yuǎn)程教育質(zhì)量保證體系進(jìn)行了深入研究。本論文主要從內(nèi)部質(zhì)量保證體系這個(gè)方面來探討如何建立質(zhì)量保證體系的問題,首先闡述選題背景、研究?jī)?nèi)容、研究思路、基本概念和國內(nèi)外現(xiàn)代遠(yuǎn)程教育領(lǐng)域的歷史和發(fā)展現(xiàn)狀;其次分析了影響遠(yuǎn)程教育質(zhì)量的重要因素、質(zhì)量保證過程中存在的問題和對(duì)策、國外遠(yuǎn)程教育質(zhì)量保證的特點(diǎn),以及評(píng)價(jià)體系的建立原則等內(nèi)容;在此分析基礎(chǔ)上,總結(jié)出以學(xué)習(xí)者為中心的現(xiàn)代遠(yuǎn)程教育系統(tǒng)中有四個(gè)影響質(zhì)量的主要因素:教師、課程、學(xué)員和教學(xué)評(píng)價(jià)環(huán)節(jié),這四個(gè)重要的影響因素都與提高當(dāng)前我國遠(yuǎn)程教育質(zhì)量息息相關(guān);最后,初步設(shè)計(jì)了一套基本適合我國現(xiàn)代遠(yuǎn)程教育現(xiàn)狀的質(zhì)量保證體系。這套體系綜合考慮了目前我國現(xiàn)代遠(yuǎn)程教育的特點(diǎn)、座談或訪談得到的專家意見、問卷分析結(jié)果和體系設(shè)計(jì)原則等四個(gè)方面。論文還根據(jù)分析結(jié)果就如何保證和提高我國現(xiàn)代遠(yuǎn)程教育質(zhì)量提出了初步建議。
[Abstract]:With the rapid development of modern distance education in China, it is urgent to establish the quality assurance system of modern distance education. Because, on the one hand, modern distance education can expand the scale of education and have irreplaceable advantages in the process of realizing the popularization of higher education, the state advocates the establishment of modern distance education colleges in colleges and universities; On the other hand, due to the influence of the internationalization of education, many overseas universities have set up virtual universities in China. This thesis is selected under the condition of the rapid development of modern distance education colleges in our country. Since 1999, there have been 68 pilot colleges of modern distance education, with more than 2 million students enrolled. However, while expanding the enrollment scale and providing more educational opportunities, there are many problems in the practical operation of the pilot colleges to ensure the quality of modern distance education. So the question of how to ensure quality is on the agenda. Since there is no successful experience and a mature and perfect system to follow, it is necessary to study while practicing and to explore how to ensure the quality of modern distance education in colleges and universities in practice. In view of the above problems, under the guidance of the modern distance education theory and the management thought, this paper first discovers the main problems from the practice, then constructs the theory frame, applies the evaluation theory, adopts the literature method, questionnaire, and so on. The quality assurance system of modern distance education is deeply studied by interview and investigation. This paper mainly discusses how to establish the quality assurance system from the aspect of internal quality assurance system. Basic concepts and the history and development of modern distance education at home and abroad. Secondly, it analyzes the important factors affecting the quality of distance education, the problems and countermeasures in the process of quality assurance, and the characteristics of quality assurance of distance education abroad. On the basis of this analysis, four main factors influencing the quality of modern distance education system are summarized: teacher, curriculum, student and teaching evaluation. These four important influencing factors are closely related to the improvement of the quality of distance education in our country at present. Finally, a set of quality assurance system which is basically suitable for the present situation of modern distance education in our country is designed preliminarily. This system synthetically considers the characteristics of modern distance education in our country, the expert opinion obtained from the discussion or interview, the result of questionnaire analysis and the design principle of the system. According to the analysis results, the paper puts forward some preliminary suggestions on how to guarantee and improve the quality of modern distance education in China.
