廣西特殊教育學(xué)校教師編制探討

廣西有337.5萬(wàn)殘疾人,占廣西總?cè)丝诘?.23%。在廣西殘疾人中,文盲人數(shù)達(dá)到150.23萬(wàn)人,占?xì)埣踩丝倲?shù)的45.36%。未來(lái)十年,是廣西加快“富民強(qiáng)桂”、全面建設(shè)小康社會(huì)的關(guān)鍵時(shí)期,如何以強(qiáng)烈的責(zé)任意識(shí)、憂患意識(shí)和趕超意識(shí),推動(dòng)廣西特殊教育加快發(fā)展,仍然是廣西各級(jí)政府必須理性深思的重要不足之一。《國(guó)家中長(zhǎng)期教育革新和發(fā)展規(guī)劃綱要(2010-2020年)》將“關(guān)心和支持特殊教育”列為專章,放在突出位置,并且作為未來(lái)十年8項(xiàng)重點(diǎn)發(fā)展的任務(wù)之一;《廣西壯族自治區(qū)中長(zhǎng)期教育革新和發(fā)展規(guī)劃綱要(2010-2020年)》堅(jiān)持“教育的公益性和普惠性”,將“推動(dòng)公平”作為推進(jìn)教育革新和發(fā)展的工作方針,在把“關(guān)心和支持特殊教育”列為專章,并提出“完善特殊教育體系”、“健全特殊教育保障機(jī)制”的同時(shí),明確要求“加強(qiáng)特殊教育師資隊(duì)伍建設(shè),確定特殊教育學(xué)校教職工編制標(biāo)準(zhǔn)”。因此,對(duì)廣西特殊教育學(xué)校教師編制進(jìn)行全面、科學(xué)的研究具有十分重要的現(xiàn)實(shí)意 義和緊迫性。廣西特殊教育學(xué)校教師編制研究必須結(jié)合廣西地方經(jīng)濟(jì)社會(huì)發(fā)展實(shí)際,必須保持與國(guó)家特殊教育革新和發(fā)展的總體目標(biāo)相一致;同時(shí),必須借鑒廣西中小學(xué)以及區(qū)外特殊教育學(xué)校教師配置方面的成功經(jīng)驗(yàn);最后,還必須選擇科學(xué)的人力資源預(yù)測(cè)和配置的策略與技術(shù)。據(jù)此,本文重點(diǎn)研究了廣西特殊教育學(xué)校教師編制的構(gòu)建框架,并提出了總量配置、結(jié)構(gòu)配置、比例配置以及差異配置的初步倡議。

【Abstract】 Guangxi has 3.375 million disabled, accounting for 7.23% of Guangxi’s population. There are 1.5 million Illiteracies in Guangxi’s disabled, accounting for 45.36% of Guangxi’s disabled.In the next decade,it is critical period about speeding the development of GuangXi,and comprehensively constructting well-off society. And it’s still one of the issues the GuangXi government need to think rationally ,how to promote the guangxi special education with strong sense of responsibility, sense of anxiety and surpassing consciousness.The issued of National Long-term Education Reform and Development Plan 2010-2020, it will adhere to“the education of public welfare concessions,and it will be work principle concern as the education reform and development push about " promoting fair",and it is chapters about the "special education" . Meanwhile,it puts forward "perfect chapters education system",and "special special education guarantee mechanism".It clearly requires“Strengthen constructing the special education teachers team and confirming special education school faculty abut the establishment standard”.Therefore, it’s very urgency and has important practical significance to conduct a comprehensive, scientific study of the preparation of Guangxi’s special education teachers .The study of the preparation of Guangxi’s special education teachers must related with the situation of the development of Guangxi’s regional economic and social.And this study must consistente with the reform and development of special education. And it is necessary to learn from guangxi middle and primary school education school teacher and special outside the successful experience of allocation; At last, it must choose scientific human resource prediction and configuration of the methods and technology. Accordingly,it focuses on the special education school teachers formation in guangxi,and puts forward some Suggestions about the total amount allocation, the structure proposed configuration, proportion allocation and differences configuration。
