【摘要】：質(zhì)量問題是教師教育的永恒問題,保證和提高教師教育質(zhì)量是世界各國教師教育改革和發(fā)展的核心內(nèi)容。教師職前教育,作為培養(yǎng)教師的基礎(chǔ),對提高教師整體質(zhì)量,實(shí)現(xiàn)教師專業(yè)化起著關(guān)鍵性的作用。我國教師教育正處于由獨(dú)立定向的師范教育向靈活開放的教師教育體系轉(zhuǎn)型時(shí)期,已積累了許多有益經(jīng)驗(yàn),取得了長足發(fā)展,形成了教師教育多元化的新局面。但是,在其發(fā)展也出現(xiàn)了諸多不容忽視的問題,尤其是教育質(zhì)量問題。澳大利亞在教師教育領(lǐng)域可謂是較為先進(jìn),并于21世紀(jì)初制定了首個(gè)“澳大利亞教師職前教育方案的國家認(rèn)證制”,其中包括專業(yè)權(quán)威的認(rèn)證主體、明確的認(rèn)證標(biāo)準(zhǔn)和科學(xué)合理的認(rèn)證程序。開展對其研究,有助于我們學(xué)習(xí)澳大利亞關(guān)于教師教育的先進(jìn)經(jīng)驗(yàn),且對于正在制定教師教育認(rèn)證制度的我國更是重要。本文共分六部分： 第一部分為導(dǎo)論部分,包括問題的提出、國內(nèi)外關(guān)于澳大利亞教師職前教育的研究情況,說明本文的研究對象是“澳大利亞教師職前教育方案的國家認(rèn)證制”,對“教師職前教育方案”“國家認(rèn)證”等核心概念做了界定。 第二部分深入分析了“澳大利亞教師職前教育方案的國家認(rèn)證制”產(chǎn)生的背景,揭示了國家認(rèn)證制的產(chǎn)生是在教師專業(yè)的趨勢下,澳大利亞聯(lián)邦政府為改善本國教師隊(duì)伍質(zhì)量,實(shí)現(xiàn)國家優(yōu)質(zhì)教育目標(biāo)而采取的重要舉措。 第三部分分析“澳大利亞教師職前教育方案的國家認(rèn)證制”的核心內(nèi)容。本部分主要采用因素分析的方法,從認(rèn)證主體、認(rèn)證標(biāo)準(zhǔn)、認(rèn)證程序三個(gè)方面討論了“澳大利亞教師職前教育方案的國家認(rèn)證制”。 第四部分分析“澳大利亞教師職前教育方案的國家認(rèn)證制”的特點(diǎn),指出該認(rèn)證制具備認(rèn)證主體的專業(yè)性、注重建立合作伙伴關(guān)系、突出教師實(shí)踐能力培養(yǎng)、堅(jiān)持教育的高質(zhì)量目標(biāo)訴求等特點(diǎn)。 第五部分強(qiáng)調(diào)“澳大利亞教師職前教育方案的國家認(rèn)證制”的制定將在保證澳大利亞教師職前教育質(zhì)量,提高教師隊(duì)伍的社會公信力等方面發(fā)揮積極作用,同時(shí),還存在諸多問題有待完善。 第六部分在分析“澳大利亞教師職前教育方案的國家認(rèn)證制”的基礎(chǔ)上,闡述對我國教師教育改革啟示意義,強(qiáng)調(diào)我國應(yīng)借鑒國外經(jīng)驗(yàn),加快制定并實(shí)施切合符合我國國情的教師教育認(rèn)證制。
[Abstract]:The quality problem is the eternal problem of teacher education, and the guarantee and improvement of teacher education quality is the core content of teacher education reform and development all over the world. Teacher education in China is in the transition period from independent and oriented teacher education to flexible and open teacher education system, which has accumulated a lot of useful experience and made great progress. However, in its development, there are many problems that can not be ignored, especially the quality of education. Australia is quite advanced in the field of teacher education. In 21th century, the first "National Certification system for Australian Pre-service teacher Education Program" was established, which includes professional and authoritative certification subjects, clear certification standards and scientific and reasonable certification procedures. It helps us learn from Australia's advanced experience in teacher education, and is even more important for our country, which is developing a certification system for teacher education. This paper is divided into six parts:. The first part is the introduction, including the questions raised, the domestic and foreign research on Australian teachers' pre-service education, The research object of this paper is "National Certification system of Australian Pre-service teacher Education Program", which defines the core concepts of "teacher Pre-service Education Program" and "National Certification". The second part deeply analyzes the background of "the National Certification system of Australian teacher Pre-service Education Program", and reveals that the emergence of National Certification system is under the trend of teacher profession. The Australian Federal Government has taken important measures to improve the quality of its teaching staff and to achieve the national quality education goals. The third part analyzes the core content of "the National Certification system of Australian teacher Pre-service Education Program". This part mainly adopts the method of factor analysis, from the certification subject, the certification standard, The National Certification Scheme for Australian Pre-service teacher Education Program is discussed in three aspects of the certification process. In 4th, the author analyzes the characteristics of "National Certification system of Australian Pre-service teacher Education Program", points out that the certification system has the specialty of certification subject, pays attention to the establishment of cooperative partnership, and emphasizes the cultivation of teachers' practical ability. Adhere to the quality of education goals and other characteristics. The 5th part emphasizes that the development of the National Certification Scheme for the Australian Pre-service teacher Education Program will play an active role in ensuring the quality of pre-service education in Australia and enhancing the social credibility of the teaching staff. At the same time, There are still many problems to be improved. Based on the analysis of "the National Certification system of Australian Pre-service teacher Education Program", the 6th part expounds the enlightenment to the reform of teacher education in China, and emphasizes that our country should draw lessons from foreign experience. Speed up the formulation and implementation of a teacher education certification system in line with China's national conditions.
