【摘要】：國民政府時期,在邊疆危機與民族國家建設(shè)背景下,劉文輝主持的西康政府,秉持"化邊地為腹地"的"新西康"建設(shè)方略,高度重視教育及師范教育對邊民的化導(dǎo)作用,西康教育及師范教育因此得以再興與發(fā)展起來,并以西康建省為界劃分為前后兩個時期。前期表現(xiàn)為由地方自主零星興辦向中央資助地方興辦發(fā)展,后期表現(xiàn)為由中央統(tǒng)管與地方分區(qū)推進向結(jié)構(gòu)調(diào)整和質(zhì)素提高發(fā)展的階段性特點;而且,它的再興和發(fā)展,是在政府的規(guī)劃主導(dǎo)和漢化邊民的指導(dǎo)思想下實現(xiàn)的,并與邊地的國民教育、邊民教育的推進相配合,且以抗戰(zhàn)期間西康建省后的發(fā)展最為迅速,這使其既帶有濃重的官方色彩和計劃性,又難免具有粗放發(fā)展與質(zhì)量低劣的時代局限,使其對西康教育、文化、社會進步乃至邊民的國族國家意識養(yǎng)成的化導(dǎo)與推進作用較為有限。
[Abstract]:During the period of the National Government, under the background of the border crisis and the construction of the nation-state, the Xikang government, presided over by Liu Wenhui, adhered to the "Xinxikang" construction strategy of "turning the border land into the hinterland" and attached great importance to the guiding role of education and normal education to the border people. As a result, Xikang education and normal education were revived and developed, and Xikang Province was divided into two periods. In the early stage, the local independent and sporadic development to the central funded local development, and in the later stage, the development from the central administration and the local zoning to the structural adjustment and quality improvement. Moreover, its rejuvenation and development was realized under the guiding ideology of the government's planning and Sinicization of the border people, and coordinated with the national education in the border areas and the promotion of the border people's education, and the most rapid development after the construction of Xikang Province during the War of Resistance against Japan, which not only made it have a strong official color and planning, but also inevitably had the limitations of extensive development and poor quality, so that it had the limitations of the Xikang education and culture. The function of social progress and even the cultivation of national consciousness of border people is relatively limited.
