美國大學(xué)產(chǎn)學(xué)合作運(yùn)行機(jī)制研究

【摘要】:隨著經(jīng)濟(jì)發(fā)展,高校的產(chǎn)學(xué)合作成為快速培養(yǎng)能夠適應(yīng)社會(huì)發(fā)展的人才的途徑之一。美國作為現(xiàn)今發(fā)達(dá)的國家之一,其大學(xué)產(chǎn)學(xué)合作歷史悠久。美國大學(xué)的產(chǎn)學(xué)合作為其大學(xué)和經(jīng)濟(jì)的發(fā)展做出了重大貢獻(xiàn)。本文對(duì)美國大學(xué)產(chǎn)學(xué)合作運(yùn)行機(jī)制發(fā)展歷程進(jìn)行介紹,闡述產(chǎn)學(xué)合作運(yùn)行機(jī)制的三個(gè)要素(政府、大學(xué)、企業(yè))之間的利益關(guān)系,并分析產(chǎn)學(xué)合作運(yùn)行機(jī)制三要素之間的互動(dòng)關(guān)系。鑒于美國產(chǎn)學(xué)合作的成功,對(duì)我國政府、企業(yè)和大學(xué)之間的合作互動(dòng)及各方應(yīng)如何做有著重要的現(xiàn)實(shí)意義。 本文以美國大學(xué)產(chǎn)學(xué)合作運(yùn)行機(jī)制的三個(gè)要素(政府、企業(yè)和大學(xué))為研究對(duì)象,本文會(huì)對(duì)產(chǎn)學(xué)合作中大學(xué)、企業(yè)和政府這三個(gè)主體相關(guān)行為的細(xì)節(jié)進(jìn)行介紹,以產(chǎn)學(xué)合作運(yùn)行機(jī)制三個(gè)主體(Who)——三者利益關(guān)系(Why)——三者如何做(How)為主線來論述美國大學(xué)產(chǎn)學(xué)合作的運(yùn)行及三者間的互動(dòng)。本文主要采取文獻(xiàn)研究法和比較研究法,圍繞美國大學(xué)產(chǎn)學(xué)合作發(fā)展歷程、產(chǎn)學(xué)合作三要素及其利益關(guān)系、產(chǎn)學(xué)合作外部保障之政府、產(chǎn)學(xué)合作外部保障之企業(yè)、產(chǎn)學(xué)合作主體——學(xué)校以及產(chǎn)學(xué)合作的實(shí)際成效進(jìn)行介紹和分析,主要研究內(nèi)容有以下幾個(gè)方面: 第一章主要對(duì)美國大學(xué)產(chǎn)學(xué)合作發(fā)展歷程進(jìn)行介紹。這里把美國大學(xué)產(chǎn)學(xué)合作發(fā)展歷程分為六個(gè)階段,其中每個(gè)階段產(chǎn)學(xué)合作都有各自的特點(diǎn):第一階段,,美國高校向多樣化發(fā)展,逐漸形成地方分權(quán)的管理體制,對(duì)產(chǎn)學(xué)合作有著重大影響。第二階段,政府與大學(xué)初步形成委任——代理式契約關(guān)系。第三階段,科研活動(dòng)規(guī)模小,經(jīng)費(fèi)多由慈善機(jī)構(gòu)和社會(huì)的捐助,側(cè)重應(yīng)用研究和產(chǎn)品開發(fā)。第四階段,高等教育與國家安全建立聯(lián)系,開創(chuàng)大學(xué)與聯(lián)邦政府簽訂科研合同的新型關(guān)系,合作研究領(lǐng)域開始擴(kuò)大。第五階段,研究型大學(xué)快速發(fā)展,國家與企業(yè)側(cè)重與研究型大學(xué)進(jìn)行合作。第六階段,產(chǎn)學(xué)合作的投入側(cè)重經(jīng)濟(jì)和生活品質(zhì)有關(guān)的領(lǐng)域。經(jīng)過介紹,我們會(huì)對(duì)美國大學(xué)產(chǎn)學(xué)合作有個(gè)整體了解。 第二章對(duì)美國大學(xué)產(chǎn)學(xué)合作三要素及其利益關(guān)系進(jìn)行介紹。首先對(duì)產(chǎn)學(xué)合作運(yùn)行機(jī)制三要素進(jìn)行界定,然后分別對(duì)政府、企業(yè)和大學(xué)這三個(gè)要素為何實(shí)行產(chǎn)學(xué)合作以及實(shí)行產(chǎn)學(xué)合作對(duì)各自有何利益關(guān)系進(jìn)行分析。這樣我們對(duì)美國大學(xué)產(chǎn)學(xué)合作的主體(Who)和利益關(guān)系(Why)有了了解。下面三章就著重對(duì)產(chǎn)學(xué)合作的三個(gè)要素——政府、企業(yè)和大學(xué),分別對(duì)其怎么實(shí)行產(chǎn)學(xué)合作(How)詳細(xì)介紹。 第三章對(duì)美國大學(xué)產(chǎn)學(xué)合作外部保障之政府怎樣保障產(chǎn)學(xué)合作進(jìn)行介紹。主要從兩方面介紹,一是政府從立法方面對(duì)產(chǎn)學(xué)合作提供法律支持,二是對(duì)大學(xué)提供資金,從而間接對(duì)產(chǎn)學(xué)合作提供了資金保障。政府通過一系列的措施推進(jìn)了大學(xué)與企業(yè)的產(chǎn)學(xué)合作的進(jìn)程。 第四章對(duì)美國大學(xué)產(chǎn)學(xué)合作運(yùn)行外部保障之企業(yè)進(jìn)行介紹。本章主要從三方面進(jìn)行介紹,首先是對(duì)企業(yè)設(shè)立的相關(guān)部門推進(jìn)產(chǎn)學(xué)合作進(jìn)行介紹——提供了人員支持,然后對(duì)企業(yè)為產(chǎn)學(xué)合作提供基金進(jìn)行介紹——提供了資金支持,最后企業(yè)在產(chǎn)學(xué)合作中為學(xué)生提供了實(shí)踐場所并對(duì)教學(xué)內(nèi)容有所影響進(jìn)行介紹——為學(xué)校提供合作動(dòng)力。 第五章對(duì)美國大學(xué)產(chǎn)學(xué)合作運(yùn)行主體——大學(xué)在產(chǎn)學(xué)合作中如何做進(jìn)行介紹。主要從三方面進(jìn)行介紹:首先是設(shè)立專門的組織結(jié)構(gòu)——為產(chǎn)學(xué)合作提供相關(guān)服務(wù),其次為了更好地產(chǎn)學(xué)合作學(xué)校在培養(yǎng)人才方面一些舉措——為產(chǎn)學(xué)合作提供所需人才,最后對(duì)學(xué)校在產(chǎn)學(xué)合作中的科學(xué)研究進(jìn)行介紹——為產(chǎn)學(xué)合作提供技術(shù)支持。 第六章對(duì)美國大學(xué)產(chǎn)學(xué)合作的實(shí)際效果進(jìn)行介紹,本章從三方面——政府、企業(yè)和大學(xué),分別介紹產(chǎn)學(xué)合作的實(shí)際效果。
[Abstract]:With the development of economy, the scientific and technological cooperation of colleges and universities has become one of the ways to cultivate the talents that can adapt to the development of the society. As one of the most developed countries, the United States has a long history of scientific and technological cooperation. The scientific and technological cooperation of American universities has made a significant contribution to the development of its university and economy. This paper introduces the development of the operational mechanism of the cooperative mechanism of the American university, and expounds the relationship between the three elements (government, university and enterprise) of the operational mechanism of the production and learning, and analyzes the interaction between the three elements of the operational mechanism of the cooperative operation. In view of the success of American production cooperation, it is of great practical significance to the cooperation between the government, the enterprise and the university and how the parties should do so.
