【摘要】：實(shí)驗(yàn)室不但是學(xué)習(xí)資源的重要場(chǎng)所,對(duì)培養(yǎng)學(xué)生實(shí)踐能力和創(chuàng)新精神,實(shí)施素質(zhì)教育發(fā)揮重要作用,而且是進(jìn)行科研、教學(xué)的主戰(zhàn)場(chǎng),是技術(shù)創(chuàng)新和知識(shí)創(chuàng)新重要基地。隨著我國(guó)的現(xiàn)代化建設(shè)得到快速發(fā)展,高等學(xué)校的教育規(guī)模持續(xù)擴(kuò)大,高校實(shí)驗(yàn)室儀器設(shè)備數(shù)量不斷增加,加上教學(xué)理念的創(chuàng)新、教學(xué)手段提升、開放程度加大,傳統(tǒng)的實(shí)驗(yàn)室管理方法已經(jīng)不能適應(yīng)時(shí)代的需要,探索和引進(jìn)一種全新的實(shí)驗(yàn)室管理方法就成為一項(xiàng)迫切需要研究并加以解決、付諸實(shí)踐的課題。本文通過(guò)介紹國(guó)內(nèi)外高校實(shí)驗(yàn)室建設(shè)與管理的運(yùn)行模式,分析了國(guó)內(nèi)高校實(shí)驗(yàn)室管理存在的主要問(wèn)題,對(duì)國(guó)內(nèi)高校實(shí)驗(yàn)室實(shí)施目標(biāo)管理的必要性和可行性進(jìn)行分析并得出結(jié)論。在上述研究的基礎(chǔ)上,本文借鑒并利用目標(biāo)管理的理念與方法,針對(duì)高校實(shí)驗(yàn)室管理的具體實(shí)踐和管理特征,提出并建立高校實(shí)驗(yàn)室管理實(shí)施目標(biāo)管理的框架模型,它的運(yùn)作流程包括以下四個(gè)步驟：實(shí)驗(yàn)室目標(biāo)體系的建立、實(shí)驗(yàn)室目標(biāo)的實(shí)施、實(shí)驗(yàn)室目標(biāo)的考核以及信息反饋。本文重點(diǎn)介紹了在實(shí)驗(yàn)室目標(biāo)的實(shí)施階段如何推行目標(biāo)承包責(zé)任制,詳細(xì)闡述了在實(shí)驗(yàn)室目標(biāo)的考核階段,如何構(gòu)建實(shí)驗(yàn)室績(jī)效評(píng)價(jià)體系,分別運(yùn)用滿分制和綜合系數(shù)法對(duì)實(shí)驗(yàn)室績(jī)效評(píng)價(jià)的方法進(jìn)行了說(shuō)明,最后提出了實(shí)施高校實(shí)驗(yàn)室目標(biāo)管理的有效方法。本論文通過(guò)目標(biāo)管理在高校實(shí)驗(yàn)室管理的對(duì)策研究,探討目標(biāo)管理在高校實(shí)驗(yàn)室應(yīng)用的普遍性,但是管理本身是復(fù)雜的,針對(duì)不同類別、不同性質(zhì)的高校實(shí)驗(yàn)室,構(gòu)建的實(shí)驗(yàn)室目標(biāo)管理體系應(yīng)該符合自己實(shí)驗(yàn)室的特點(diǎn)。
[Abstract]:Laboratory is not only an important place for learning resources, but also plays an important role in cultivating students' practical ability and spirit of innovation and carrying out quality-oriented education. It is also the main battlefield for scientific research and teaching, and an important base for technological innovation and knowledge innovation. With the rapid development of China's modernization drive, the scale of education in colleges and universities continues to expand, the number of laboratory instruments and equipment in colleges and universities continues to increase, coupled with the innovation of teaching ideas, the promotion of teaching means, and the increase in the degree of openness. The traditional laboratory management method can no longer meet the needs of the times. To explore and introduce a brand-new laboratory management method has become an urgent subject which needs to be studied and solved and put into practice. This paper introduces the running mode of laboratory construction and management in colleges and universities at home and abroad, analyzes the main problems existing in laboratory management in colleges and universities in China, analyzes the necessity and feasibility of implementing objective management in colleges and universities in China, and draws a conclusion. On the basis of the above-mentioned research, this paper uses the concept and method of objective management for reference, and puts forward and establishes a framework model for the implementation of objective management of university laboratory management, aiming at the concrete practice and management characteristics of university laboratory management. Its operation process includes the following four steps: the establishment of the laboratory objective system, the implementation of the laboratory objectives, the assessment of the laboratory objectives and the feedback of information. This paper mainly introduces how to carry out the target contract responsibility system in the implementation stage of the laboratory objectives, and expounds in detail how to construct the laboratory performance evaluation system in the examination stage of the laboratory objectives. The methods of laboratory performance evaluation are explained by using the method of full score system and comprehensive coefficient method respectively. Finally, the effective methods of implementing the objective management of laboratory in colleges and universities are put forward. This paper discusses the universality of objective management in university laboratory management through the countermeasure research of objective management in university laboratory management, but the management itself is complex, aiming at different types and different nature of university laboratory, The objective management system of laboratory should accord with the characteristics of own laboratory.
