高校畢業(yè)生就業(yè)質(zhì)量評價體系研究

【摘要】:就業(yè)是現(xiàn)代社會生活中一個非常重要的問題。就業(yè)是國民經(jīng)濟發(fā)展的基礎(chǔ),是國家穩(wěn)定的基礎(chǔ),也為市場經(jīng)濟條件下的個人提供了生存和發(fā)展的基本條件。高等教育大眾化后期,提升高等教育質(zhì)量是我們現(xiàn)階段高等教育的重點工作。為了全面系統(tǒng)提升我國高等教育的質(zhì)量,《國家中長期教育改革和發(fā)展規(guī)劃綱要(2010-2020)》中提出要對教育質(zhì)量評價和人才評價的制度進行全面的改革。高校畢業(yè)生就業(yè)質(zhì)量越來越被國家、社會及學(xué)校重視與關(guān)心,衡量高校辦學(xué)水平的高低,畢業(yè)生的就業(yè)質(zhì)量已成為一個重要指標(biāo)。所以,提高畢業(yè)生就業(yè)水平、提升就業(yè)質(zhì)量已越來越成為目前高校重點工作。 目前,教育部把“一次性就業(yè)率”作為評價各高等院校畢業(yè)生就業(yè)工作核心指標(biāo)。事實也證明,這一指標(biāo)確實推動了高等學(xué)校大學(xué)生就業(yè)工作的改革與發(fā)展,但是“一次就業(yè)率”只能反映出某一階段就業(yè)人數(shù)數(shù)量的情況,不能對整體就業(yè)的質(zhì)量上作出科學(xué)評價。因此,要認(rèn)真分析影響高校畢業(yè)生就業(yè)質(zhì)量高低的各種因素,設(shè)計出一套切實可行的、涵蓋影響就業(yè)質(zhì)量高低的主要因素的高校畢業(yè)生就業(yè)質(zhì)量評價系,為當(dāng)前教育行政部門提供一套科學(xué)性、準(zhǔn)確性的體系。 由此,筆者首先,通過查閱相關(guān)高校畢業(yè)生就業(yè)質(zhì)量評價體系文獻(xiàn)和研究國內(nèi)外高校畢業(yè)生就業(yè)質(zhì)量評價體系的現(xiàn)狀,結(jié)合現(xiàn)階段高校畢業(yè)生的特點和操作的實際情況,選擇出高校畢業(yè)生就業(yè)質(zhì)量的評價內(nèi)容。其次,用德爾菲法,征求專家的意見,對其中的部分評價內(nèi)容進行修改,最終確定高校畢業(yè)生就業(yè)質(zhì)量評價內(nèi)容。最后,根據(jù)高校畢業(yè)生就業(yè)質(zhì)量評價內(nèi)容設(shè)計評價指標(biāo)標(biāo)準(zhǔn)和量化的計分標(biāo)準(zhǔn)。本論文共分二大部分:第一大部分是導(dǎo)論,分選題緣由與研究意義、國內(nèi)外研究現(xiàn)狀、研究思路與方法、寫作框架與創(chuàng)新點四個方面;第二大部分是論文正文,從高校畢業(yè)生就業(yè)質(zhì)量評價體系概述、我國高校畢業(yè)生就業(yè)質(zhì)量評價體系存在的問題、完善高校畢業(yè)生就業(yè)質(zhì)量評價體系的對策三方面來進行論述。
[Abstract]:Employment is a very important issue in modern social life. Employment is the foundation of the development of national economy, the foundation of national stability, and provides the basic conditions for the survival and development of individuals under the condition of market economy. In the later period of popularization of higher education, improving the quality of higher education is the key work of our higher education at present. In order to improve the quality of higher education in China in an all-round way, in the outline of National medium-and long-term Education Reform and Development Plan (2010 / 2020), it is proposed that the system of evaluation of education quality and evaluation of talents should be reformed in an all-round way. The employment quality of college graduates has been paid more and more attention and concern by the state, society and schools. The employment quality of graduates has become an important index to measure the level of running a school. Therefore, to improve the employment level of graduates, improve the quality of employment has become more and more important work in colleges and universities. At present, the Ministry of Education regards "one-time employment rate" as the core index to evaluate the employment of graduates in colleges and universities. Facts have also proved that this indicator has indeed promoted the reform and development of employment work for college and university students, but the "once employment rate" can only reflect the number of employed persons at a certain stage. The quality of the overall employment cannot be scientifically evaluated. Therefore, it is necessary to seriously analyze the factors that affect the employment quality of college graduates, and design a set of feasible evaluation departments for the employment quality of college graduates, which covers the main factors affecting the employment quality. To provide a scientific and accurate system for the current education administration. Therefore, first of all, by consulting the literature on the evaluation system of employment quality of college graduates and studying the present situation of the evaluation system of employment quality of college graduates at home and abroad, the author combines the characteristics and the actual situation of the operation of college graduates at present stage. Select the evaluation content of employment quality of college graduates. Secondly, Delphi method is used to solicit experts' opinions, and some of the evaluation contents are modified, and finally, the evaluation content of employment quality of college graduates is determined. Finally, the evaluation index standard and quantitative scoring standard are designed according to the content of employment quality evaluation of college graduates. This paper is divided into two parts: the first part is the introduction, divided into the reasons for the topic and the significance of research, domestic and foreign research status, research ideas and methods, writing framework and innovation four aspects; The second part is the text of the paper, from three aspects: the summary of the evaluation system of the employment quality of college graduates, the problems existing in the evaluation system of the employment quality of the college graduates in our country, and the countermeasures to perfect the evaluation system of the employment quality of the college graduates.
