我國高等教育國際競爭力及其政策績效實(shí)證研究

【摘要】:經(jīng)濟(jì)全球化和國際貿(mào)易自由化迅猛發(fā)展使21世紀(jì)成為國際日益合作與激烈競爭并存的世紀(jì)。國家之間綜合競爭力的較量引起了全世界廣泛的關(guān)注。教育競爭力是國家競爭力的重要組成部分。高等教育作為教育的最高層次,是影響教育國際競爭力發(fā)展的關(guān)鍵因素。 一個(gè)國家國民經(jīng)濟(jì)的發(fā)展、社會(huì)的進(jìn)步、科學(xué)文化水平的提高,在很大程度上都取決于高等教育所培養(yǎng)的人才數(shù)量與質(zhì)量。高等教育所提供的人才資源是一個(gè)國家綜合國力的主要構(gòu)成因素之一。發(fā)展高等教育國際競爭力已經(jīng)成為推動(dòng)國家綜合國際競爭力,實(shí)現(xiàn)可持續(xù)發(fā)展的重要手段。高等教育政策直接影響著高等教育發(fā)展的方向、方法和過程,因此,高等教育政策績效值得深入研究和探討。 本文從基礎(chǔ)概念內(nèi)涵界定入手,運(yùn)用理論研究與實(shí)證研究相結(jié)合,文獻(xiàn)資料法與歷史研究法相結(jié)合,定性研究與定量研究相結(jié)合的研究方法,分析高等教育國際競爭力的影響因素,構(gòu)建評(píng)價(jià)指標(biāo)體系,并在此基礎(chǔ)上開展了一系列的實(shí)證研究。 本文共五章:第1章為緒論部分,論述本研究的背景和意義,系統(tǒng)梳理本研究主題相關(guān)的研究,確定本研究的主題與方法;第2章為相關(guān)理論基礎(chǔ)與研究假設(shè),對(duì)國際競爭力、高等教育國際競爭力、政策績效等基礎(chǔ)概念作出合理界定,并提出若干理論假設(shè)。第3章為高等教育國際競爭力實(shí)證研究部分,筆者參考21所大學(xué)聯(lián)盟與“質(zhì)量與水平”課題的兩種高等教育質(zhì)量評(píng)價(jià)指標(biāo)體系,構(gòu)建新的高等教育國際競爭力評(píng)價(jià)指標(biāo)體系,運(yùn)用SPSS對(duì)40個(gè)國家1999-2008十年的高等教育國際競爭力展開排名,對(duì)我國高等教育國際競爭力的現(xiàn)狀進(jìn)行評(píng)價(jià),并對(duì)現(xiàn)狀原因展開分析。第4章為政策績效實(shí)證研究部分,首先制定高等教育政策量化標(biāo)準(zhǔn),對(duì)1999-2008年十年高等教育政策進(jìn)行量化評(píng)定,在得到高等教育政策績效值的基礎(chǔ)上,共展開了四個(gè)方面的實(shí)證研究:(1)將政策績效值(政策數(shù)量、政策目標(biāo)得分、政策力度得分、政策措施得分)與高等教育國際競爭力展開相關(guān)分析和回歸分析驗(yàn)證了假設(shè)H1;(2)將高等教育政策績效值與部分高等教育指標(biāo)相關(guān)分析,驗(yàn)證了假設(shè)H2;(3)探討了高等教育政策滯后效應(yīng)模型(4)最后進(jìn)行了高等教育國際競爭力影響因素的多元回歸方程探索。第5章為結(jié)束語,系統(tǒng)的梳理本研究的研究成果、結(jié)論、創(chuàng)新點(diǎn)以及不足,并作出展望。
[Abstract]:The rapid development of economic globalization and international trade liberalization makes the 21st century a century in which international cooperation and fierce competition coexist day by day. The contest of comprehensive competitiveness between countries has aroused widespread concern all over the world. Educational competitiveness is an important part of national competitiveness. As the highest level of education, higher education is a key factor affecting the development of international competitiveness of education. The development of a country's national economy, the progress of society and the improvement of the level of science and culture depend to a great extent on the quantity and quality of talents trained in higher education. The talent resource provided by higher education is one of the main components of a country's comprehensive national strength. Developing international competitiveness of higher education has become an important means to promote national comprehensive international competitiveness and realize sustainable development. The policy of higher education directly affects the direction, method and process of the development of higher education. Therefore, the policy performance of higher education is worthy of further study and discussion. This paper starts with the definition of the basic concept, combines the theoretical research with the empirical research, the literature method with the historical research method, the qualitative research with the quantitative research, and the qualitative research with the quantitative research. This paper analyzes the influencing factors of international competitiveness of higher education, constructs an evaluation index system, and carries out a series of empirical studies on this basis. This paper consists of five chapters: the first chapter is the introduction part, which discusses the background and significance of this study, systematically combs the relevant research topics, determines the theme and methods of this study; Chapter 2 is the theoretical basis and research hypothesis, which defines reasonably the basic concepts of international competitiveness, international competitiveness of higher education and policy performance, and puts forward some theoretical assumptions. Chapter 3 is the empirical study of the international competitiveness of higher education. The author constructs a new evaluation index system of international competitiveness of higher education by referring to the two evaluation index systems of higher education quality of 21 universities alliance and the subject of "quality and level". This paper uses SPSS to rank the international competitiveness of higher education in 40 countries in the decade 1999-2008, evaluates the current situation of international competitiveness of higher education in China, and analyzes the reasons for the present situation. Chapter 4 is the empirical study of policy performance. Firstly, the quantitative criteria of higher education policy are established, and the 10-year policy of higher education from 1999 to 2008 is evaluated quantitatively, and the performance of higher education policy is obtained. Four aspects of empirical research were carried out: (1) the policy performance (policy number, policy goal score, policy intensity score), Policy measures score) and higher education international competitiveness analysis and regression analysis to verify the hypothesis H 1; (2) the correlation analysis between the policy performance of higher education and some higher education indicators verifies the hypothesis H _ 2; (3) the model of lag effect of higher education policy is discussed. (4) finally, the multivariate regression equation of the influencing factors of international competitiveness of higher education is explored. Chapter 5 is the concluding remarks, systematically combing the research results, conclusions, innovations and shortcomings, and makes a prospect.
