獨立學(xué)院輔導(dǎo)員隊伍專業(yè)化建設(shè)監(jiān)控問題研究

【摘要】:獨立學(xué)院作為我國特有的一種高等教育形式,自1999年開始萌芽,發(fā)展至今已成為我國高等教育的重要組成部分。在迅速發(fā)展的獨立學(xué)院中,存在著不可忽視的問題,如學(xué)院建設(shè)不規(guī)范、輔導(dǎo)員隊伍不穩(wěn)定、輔導(dǎo)員專業(yè)化程度不高等。在這些眾多的問題中,輔導(dǎo)員隊伍專業(yè)化程度不高已成為近幾年學(xué)術(shù)界研究的熱點。輔導(dǎo)員是學(xué)生在大學(xué)校園中接觸最多的教師,對學(xué)生的今后成長具有深遠(yuǎn)的影響。因此,對輔導(dǎo)員隊伍進(jìn)行專業(yè)化建設(shè)不僅是國家教育主管部門的要求,也是獨立學(xué)院為了更好的培育出合格人才的要求,同時也是為了提高輔導(dǎo)員隊伍整體素質(zhì)的要求。 在以往的研究中,更多的學(xué)者是研究如何提高獨立學(xué)院輔導(dǎo)員隊伍的專業(yè)化水平并提出相應(yīng)的措施,然而會出現(xiàn)這些措施在實踐中是否落實到位等問題。本研究采用實地調(diào)研法,通過管理學(xué)中監(jiān)控理論的視閾來探討?yīng)毩W(xué)院輔導(dǎo)員隊伍專業(yè)化建設(shè)監(jiān)控體系的構(gòu)建。這將獨立學(xué)院輔導(dǎo)員隊伍專業(yè)化建設(shè)從理論層面的研究中析解出來,對其存在的問題、解決措施等方面進(jìn)行深入的探討,從而使之構(gòu)建的獨立學(xué)院輔導(dǎo)員隊伍專業(yè)化建設(shè)的監(jiān)控體系在實際運用中發(fā)揮更大的作用。獨立學(xué)院輔導(dǎo)員隊伍專業(yè)化建設(shè)的監(jiān)控問題研究是獨立學(xué)院輔導(dǎo)員隊伍建設(shè)中包含的眾多問題中最具有實踐價值的,它是根據(jù)獨立學(xué)院輔導(dǎo)員隊伍的特點及在專業(yè)化建設(shè)中存在的各種問題進(jìn)行分析,并在具體的實踐中形成的監(jiān)控體系。研究獨立學(xué)院輔導(dǎo)員隊伍專業(yè)化建設(shè)的監(jiān)控問題實現(xiàn)了理論與實踐相統(tǒng)一的基本要求。 根據(jù)構(gòu)建監(jiān)控體系的基本原則,該監(jiān)控體系需要包含獨立學(xué)院輔導(dǎo)員隊伍專業(yè)化建設(shè)中的各個要素;從科學(xué)性的角度出發(fā),立足于獨立學(xué)院并明晰其特點,構(gòu)建的監(jiān)控體系才具有實踐意義。該監(jiān)控體系的構(gòu)成要件主要包括:合法而有為的監(jiān)控主體;可被監(jiān)控的監(jiān)控客體;明確的監(jiān)控目標(biāo);合理的監(jiān)控內(nèi)容;有效的監(jiān)控方法;科學(xué)的評估體系和反饋等。其中,在制定合理的監(jiān)控內(nèi)容時,要充分考慮到獨立學(xué)院輔導(dǎo)員隊伍專業(yè)化建設(shè)的現(xiàn)狀,則監(jiān)控內(nèi)容主要包括:輔導(dǎo)員隊伍的數(shù)量投入要標(biāo)準(zhǔn)、選聘環(huán)節(jié)要嚴(yán)格、工資待遇要公平、績效考核要規(guī)范、培訓(xùn)體系要專業(yè)、職業(yè)發(fā)展要有空間等六個方面。監(jiān)控主體通過一定的監(jiān)控方法針對這些監(jiān)控內(nèi)容對監(jiān)控客體進(jìn)行監(jiān)控,同時需要科學(xué)的評估體系作為監(jiān)控主體對監(jiān)控客體合理投入的參考。科學(xué)的評估體系在制定時要堅持“以人為本”的基本理念,要遵循系統(tǒng)性、科學(xué)性和全面性的原則。科學(xué)的評估體系不僅可以用于監(jiān)控主體對監(jiān)控客體的外部監(jiān)控,同時也可以用于進(jìn)行內(nèi)部監(jiān)控。構(gòu)建獨立學(xué)院輔導(dǎo)員隊伍專業(yè)化建設(shè)的監(jiān)控體系,,是為了提高輔導(dǎo)員隊伍的專業(yè)化建設(shè)的水平、落實各項輔導(dǎo)員隊伍專業(yè)化建設(shè)的措施;通過監(jiān)控主體對獨立學(xué)院輔導(dǎo)員隊伍專業(yè)化建設(shè)的外部監(jiān)控,使得獨立學(xué)院能夠進(jìn)行內(nèi)部監(jiān)控,更加主動地對輔導(dǎo)員隊伍專業(yè)化建設(shè)進(jìn)行合理的投入。
