耶魯大學(xué)治理研究

【摘要】:當(dāng)今世界處于急劇變革的時代,全球高等教育面臨前所未有新挑戰(zhàn)并因自身存在的各種問題而飽受詬病。世界各國都在重新審視自己的高等教育,隨之而展開的教育改革浪潮此起彼伏。20世紀(jì)90年代伊始,西方政治學(xué)、管理學(xué)領(lǐng)域興起一種嶄新的管理理論,即“治理”理論。治理理論強(qiáng)調(diào)將公共事務(wù)的管理權(quán)限和責(zé)任從傳統(tǒng)“政府”壟斷中解放出來,形成多元主體共同治理的局面。治理理論的引入,為當(dāng)前分析高等教育,特別是對高等教育與政府、社會關(guān)系的定位與研究提供了新的分析范式和理論框架。本文基于前人已有研究,對世界著名高等教育學(xué)府耶魯大學(xué)治理問題展開案例研究:第一章緒論介紹了選題緣由,研究的目的和意義,研究設(shè)計(jì)以及對相關(guān)研究問題國內(nèi)外學(xué)者文獻(xiàn)綜述。第二章以歷史為縱坐標(biāo),追溯了耶魯大學(xué)單院董事會制度的確立到多級管理機(jī)構(gòu)的出現(xiàn),從委員會的設(shè)立到教授會治校,回溯了耶魯大學(xué)治理的歷史沿革之路。第三章從內(nèi)部多層級的現(xiàn)代治理結(jié)構(gòu)、外部多維度的治理制衡以及多元主體共同治理三個維度展示出耶魯大學(xué)治理現(xiàn)狀與風(fēng)采。第四章將耶魯大學(xué)治理特色作為橫坐標(biāo),從耶魯大學(xué)治理實(shí)踐中提煉耶魯大學(xué)治理的核心特色,進(jìn)而歸納出耶魯大學(xué)的治理經(jīng)驗(yàn),同時也總結(jié)反思耶魯大學(xué)治理所面臨的困境與挑戰(zhàn)。第五章考察了耶魯大學(xué)治理對我國大學(xué)治理相關(guān)問題的借鑒、價值及啟示。本文縱向從耶魯大學(xué)創(chuàng)立之初的單院制董事會確立開始,一步步逐層深入,考察了耶魯大學(xué)的治理歷史、現(xiàn)狀、特色、經(jīng)驗(yàn)及困境。治理問題是大學(xué)制度建設(shè)的核心,合理有效的治理是大學(xué)成功運(yùn)行的關(guān)鍵。了解國外發(fā)達(dá)高等教育的優(yōu)勢所在,結(jié)合我國的實(shí)情,借鑒合理的制度安排是當(dāng)前我國大學(xué)發(fā)展的必然選擇。本研究認(rèn)為耶魯大學(xué)治理具有典型性,它所代表的組織方向和制度邏輯值得我國大學(xué)借鑒。
[Abstract]:Nowadays, the world is in the era of rapid change, global higher education is facing unprecedented new challenges and has been criticized for its own problems. Countries all over the world are re-examining their own higher education, and the wave of educational reform has been rising one after another. At the beginning of 1990s, a new management theory, "governance", emerged in the field of western political science and management. The theory of governance emphasizes liberating the management authority and responsibility of public affairs from the monopoly of traditional "government" and forms the situation of common governance of multiple subjects. The introduction of governance theory provides a new analytical paradigm and theoretical framework for the current analysis of higher education, especially for the orientation and research of higher education and government and social relations. Based on the previous studies, this paper carries out a case study on the governance of Yale University, a famous institution of higher education in the world. The first chapter introduces the reason, purpose and significance of the research. Research design and literature review of related research issues at home and abroad. The second chapter traces the history of Yale University from the establishment of the board of directors system to the emergence of multi-level management institutions, from the establishment of the committee to the management of the faculty, and the historical evolution of the governance of Yale University. The third chapter shows the present situation and style of Yale University governance from the internal multi-level modern governance structure, the external multi-dimensional governance checks and balances and the multi-subject governance together. The fourth chapter takes the governance characteristics of Yale University as the horizontal coordinate, extracts the core features of Yale University governance from the practice of Yale University governance, and then concludes the Yale University governance experience. At the same time, it also summarizes and reflects on the difficulties and challenges that Yale University faces in its governance. The fifth chapter examines the reference, value and enlightenment of Yale University governance to the related problems of university governance in China. This paper begins with the establishment of single-house board of directors at the beginning of Yale University's founding, and explores the governance history, current situation, characteristics, experience and predicament of Yale University step by step. Governance is the core of university system construction, and reasonable and effective governance is the key to the successful operation of university. It is an inevitable choice for the development of universities in China to understand the advantages of developed higher education in foreign countries, combine with the reality of our country, and draw on reasonable institutional arrangements. This study holds that the governance of Yale University is typical, and the organizational direction and institutional logic represented by Yale University are worth learning from our universities.
