高校危機(jī)管理中思想政治教育的功能及實(shí)現(xiàn)途徑

【摘要】:自1999年開始,我國各高校擴(kuò)大招生規(guī)模,當(dāng)年招生人數(shù)增加51.32萬人,增長速度達(dá)到史無前例的47.4%,次年增幅為38.16%,到2003年,中國普通高校本?粕谛H藬(shù)已超過1000萬。隨著高校的規(guī)模迅速擴(kuò)大,學(xué)生群體日益呈現(xiàn)多樣化發(fā)展趨勢,高校軟硬件設(shè)施滯后的矛盾日漸突出,對(duì)高校的學(xué)生管理提出了更高的要求。尤其,隨著大學(xué)生群體的多元化、多樣化,有著心理問題和疾病的學(xué)生也日漸增多,各類危機(jī)事件也頻繁發(fā)生,以至嚴(yán)重影響高校的穩(wěn)定和發(fā)展。于是,高校的危機(jī)管理應(yīng)運(yùn)而生。然而,當(dāng)前高校的應(yīng)急管理體制和機(jī)制中,過多地強(qiáng)調(diào)“管”,而忽視“疏”,對(duì)思想政治教育功能和作用的發(fā)揮不夠重視,并沒有將它擺在首要位置。毛澤東同志說過,“思想政治工作是經(jīng)濟(jì)工作和其他一切工作的生命線”①,對(duì)于高校危機(jī)管理而言,它也是一條“生命線”。思想政治工作通過預(yù)測預(yù)警、危機(jī)教育、信息交流、思想溝通、道德感召、組織動(dòng)員、心理疏導(dǎo)、人文關(guān)懷等功能的發(fā)揮,培育人們樹立自尊自信、理性平和、積極向上的社會(huì)心態(tài),在高校應(yīng)急管理中發(fā)揮著獨(dú)特功能和作用,形成一種戰(zhàn)勝危機(jī)的無形力量,是危機(jī)管理的“軟實(shí)力”。思想政治工作是中國共產(chǎn)黨的傳家寶和看家本,任何時(shí)候、任何情況下都要擺在突出位置上,只能加強(qiáng)不能削弱,高校的危機(jī)管理亦然。本文旨在運(yùn)用馬克思主義思想政治教育科學(xué)理論,結(jié)合我國當(dāng)前高校危機(jī)管理的實(shí)際,堅(jiān)持辯證唯物主義和歷史唯物主義立場和觀點(diǎn),運(yùn)用立體化多層次研究方法,分析當(dāng)前我國高等學(xué)校危機(jī)管理中思想政治教育的現(xiàn)狀和存在問題,探究高校危機(jī)管理中思想政治教育的功能和實(shí)現(xiàn)路徑。本文框架和結(jié)構(gòu)主要是:第一部分為導(dǎo)論,主要闡述所研究問題的背景、意義及研究思路和方法,并在此基礎(chǔ)上,梳理相關(guān)研究涉及的一些基本概念和理論。第二部分,主要論述了思想政治教育在高校危機(jī)管理中的地位和功能,在闡明思想政治教育是高校危機(jī)管理“生命線”的同時(shí),分別從高校危機(jī)管理的預(yù)警、處置和善后三個(gè)階段,探討了思想政治教育功能。第三部分,主要分析了當(dāng)前我國高校危機(jī)管理過程中思想政治教育的現(xiàn)狀,指出了其中存在的問題和產(chǎn)生的原因。第四部分,著重探討了思想政治教育在高校危機(jī)管理中實(shí)現(xiàn)的有效路徑。這是本文研究的重點(diǎn)部分。
[Abstract]:Since 1999, the enrollment of colleges and universities in China has been expanded. The number of students has increased by 513200 in that year, the growth rate has reached an unprecedented 47.4%, and the next year the increase is 38.16%. By 2003, the number of college students in general colleges and universities in China has exceeded 10 million. With the rapid expansion of the scale of colleges and universities, the student groups are increasingly showing a diversified development trend, and the contradiction of the lagged hardware and software facilities in colleges and universities is becoming increasingly prominent, which puts forward higher requirements for the management of students in colleges and universities. Especially, with the diversification and diversification of college students, the number of students with psychological problems and diseases is increasing day by day, and various kinds of crisis events occur frequently, which seriously affect the stability and development of colleges and universities. Therefore, the university crisis management arises at the historic moment. However, in the current emergency management system and mechanism of colleges and universities, too much emphasis is placed on "management", while "sparse" is ignored, and the function and function of ideological and political education are not paid enough attention to, and it is not placed in the primary position. Comrade Mao Zedong once said, "ideological and political work is the lifeline of economic work and all other work" 1. For the crisis management in colleges and universities, it is also a "lifeline". Ideological and political work fosters people's self-esteem, self-confidence, rationality and peace through forecasting and warning, crisis education, information exchange, ideological communication, moral inspiration, organizational mobilization, psychological guidance, humanistic care, and so on. The positive social mentality plays a unique function and role in the emergency management of colleges and universities, forms an invisible force to overcome the crisis, and is the "soft power" of the crisis management. Ideological and political work is the heirloom and housekeeping of the Communist Party of China. At any time and under any circumstances, ideological and political work should be placed in a prominent position, which can only be strengthened and not weakened, as is the crisis management in colleges and universities. The purpose of this paper is to apply the scientific theory of Marxist ideological and political education, combining the reality of crisis management in colleges and universities in our country, to adhere to the stand and viewpoint of dialectical materialism and historical materialism, and to apply three-dimensional and multi-level research methods. This paper analyzes the present situation and existing problems of ideological and political education in the crisis management of colleges and universities in our country, and probes into the function and realization path of ideological and political education in the crisis management of colleges and universities. The framework and structure of this paper are as follows: the first part is an introduction, which mainly describes the background, significance, research ideas and methods of the research, and on this basis, sorts out some basic concepts and theories involved in the relevant research. The second part mainly discusses the status and function of the ideological and political education in the crisis management of colleges and universities. At the same time, it clarifies that the ideological and political education is the "lifeline" of the crisis management in colleges and universities, and respectively from the early warning of the crisis management in colleges and universities. This paper discusses the function of ideological and political education in the three stages of disposal and rehabilitation. The third part mainly analyzes the current situation of ideological and political education in the process of crisis management in colleges and universities in China, and points out the existing problems and causes. The fourth part focuses on the effective path of ideological and political education in the crisis management of colleges and universities. This is the key part of this paper.
