浙江省高等教育公平保障體系的構(gòu)建研究

【摘要】:《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要》(2010-2020年)提出教育公平是社會(huì)公平的重要基礎(chǔ),把促進(jìn)公平作為國(guó)家基本教育政策。公平是公共教育資源配置的基本價(jià)值追求,強(qiáng)調(diào)并逐步實(shí)現(xiàn)教育資源配置的公平化,高等教育公平性問(wèn)題是社會(huì)公平價(jià)值在教育領(lǐng)域的重要體現(xiàn),是教育理論界探討的重要問(wèn)題之一,也是復(fù)雜社會(huì)關(guān)系下不易解決的一個(gè)難題。 自1998年實(shí)施高等教育大眾化發(fā)展以來(lái),我國(guó)高等教育得到了飛速發(fā)展。浙江省高等教育更是取得了跨越式發(fā)展,成為全國(guó)高等教育發(fā)展最快的省區(qū)之一。浙江省高等教育實(shí)現(xiàn)了由精英教育向大眾化教育的歷史性跨越,并且逐步實(shí)現(xiàn)普及化發(fā)展,高等教育毛入學(xué)率達(dá)到45%,比較好地解決了“上大學(xué)難”的問(wèn)題。隨著經(jīng)濟(jì)社會(huì)轉(zhuǎn)型,,產(chǎn)業(yè)升級(jí)、人民生活富裕,人民群眾對(duì)優(yōu)質(zhì)高等教育資源有了更多的新期盼。教育公平問(wèn)題日益突現(xiàn),受到全社會(huì)和教育界的空前關(guān)注。浙江省在教育公平,尤其是教育過(guò)程公平方面仍然存在不少問(wèn)題,這些問(wèn)題影響著社會(huì)教育公平,阻礙浙江省高等教育事業(yè)的健康發(fā)展。 本論文通過(guò)對(duì)浙江省高等教育公平存在的問(wèn)題,從宏觀和微觀兩個(gè)層面對(duì)其產(chǎn)生原因進(jìn)行探討,初步設(shè)計(jì)了浙江省高等教育公平制度的保障機(jī)制,還論述了浙江省高等教育公平保障體系的實(shí)施對(duì)策與建議,提出了浙江省改善高等教育公平的一些可行途徑。
[Abstract]:The outline of the National medium and long term Education Reform and Development Plan (2010-2020) puts forward that the equity of education is the important foundation of social equity, and the promotion of equity is regarded as the basic education policy of the country. Fairness is the basic value pursuit of the allocation of public educational resources, emphasizing and gradually realizing the fairness of the allocation of educational resources. The fairness of higher education is an important embodiment of social fair value in the field of education. It is one of the important problems discussed by educational theorists, and it is also a difficult problem to solve under complicated social relations. Since the popularization of higher education in 1998, higher education in China has been developing rapidly. Higher education in Zhejiang Province has made leaps and bounds and has become one of the fastest growing provinces in China. The higher education of Zhejiang Province has realized the historic leap from elite education to popular education, and gradually realized the popularization development, and the gross enrollment rate of higher education has reached 45%, which has solved the problem of "the difficulty of going to university". With the transformation of economy and society, the upgrading of industry and the prosperity of people's life, the people have more and more new expectations for high quality higher education resources. The problem of educational fairness is emerging day by day, and has been paid more attention to by the whole society and the educational circles. There are still many problems in education fairness, especially in the process of education in Zhejiang province. These problems affect social education equity and hinder the healthy development of Zhejiang higher education. This paper discusses the causes of the fairness of higher education in Zhejiang Province from the macro and micro aspects, and designs the guarantee mechanism of the fair system of higher education in Zhejiang Province. This paper also discusses the implementation countermeasures and suggestions of the equity guarantee system of higher education in Zhejiang Province, and puts forward some feasible ways to improve the fairness of higher education in Zhejiang Province.
