【摘要】：經(jīng)濟(jì)貧困大學(xué)生資助工作是中國高等教育整體工作的重要組成部分,是一項(xiàng)長期而系統(tǒng)的工程,它承載著育人、促進(jìn)教育公平的重大責(zé)任。黨的十八大也對其作出了重要指示：要努力辦好人民滿意的教育,堅(jiān)持教育優(yōu)先發(fā)展,促進(jìn)教育公平,合理配置教育資源,提高經(jīng)濟(jì)貧困大學(xué)生的資助水平。然而,伴隨中國社會主義市場經(jīng)濟(jì)體制的不斷推進(jìn)、完善、發(fā)展,高等教育在教育成本不斷加大的同時(shí),也在不斷認(rèn)真地思考著改革的內(nèi)容和方式,期中,如何有效分擔(dān)高額的教育成本,逐步降低、緩解、解決高校中越來越多的經(jīng)濟(jì)貧困大學(xué)生問題,成為高等教育改革的一項(xiàng)重點(diǎn)工作,也成為全社會廣泛關(guān)注的熱點(diǎn)問題。因此,結(jié)合中國的國情,對經(jīng)濟(jì)貧困大學(xué)生資助體系的過去、現(xiàn)在、未來,進(jìn)行認(rèn)真的回顧、總結(jié)、分析、優(yōu)化、升華,探索具有中國特色的經(jīng)濟(jì)貧困大學(xué)生資助體系,是有效解決中國現(xiàn)有資助體系面臨困境、促進(jìn)教育公平、推動教育改革、提升教育內(nèi)涵、維護(hù)社會穩(wěn)定的最有效途徑,具有重要的現(xiàn)實(shí)意義。 本文以高等教育公平、高等教育成本分擔(dān)、高等教育投資的回報(bào)率、需要層次以及以人文本等理論為依據(jù)和基礎(chǔ),運(yùn)用文獻(xiàn)研究法、經(jīng)驗(yàn)總結(jié)法、比較研究法、實(shí)證研究法等方法,結(jié)合中國經(jīng)濟(jì)貧困大學(xué)生資助工作的實(shí)踐經(jīng)驗(yàn)和國內(nèi)外大學(xué)生資助體系的比較研究結(jié)果,對中國經(jīng)濟(jì)貧困大學(xué)生資助體系歷史演變、特點(diǎn)、現(xiàn)狀、存在問題和不足進(jìn)行了梳理和總結(jié),并以黑龍江科技大學(xué)的經(jīng)濟(jì)貧困大學(xué)生資助工作為國內(nèi)高校實(shí)證,將其所取得的成績進(jìn)行了深入的案例分析,系統(tǒng)而深刻地對現(xiàn)行資助體系優(yōu)化的必要性進(jìn)行了全面的闡述,提出了較為成熟的經(jīng)濟(jì)貧困大學(xué)生資助體系的優(yōu)化對策與建議。
[Abstract]:As an important part of the overall work of higher education in China, the work of subsidizing students with economic poverty is a long-term and systematic project, which bears the great responsibility of educating people and promoting education equity. The 18th National Congress of the Communist Party of China (CPC) has also given important instructions to it: it is necessary to make great efforts to run a satisfactory education for the people, persist in giving priority to the development of education, promote education fairness, rationally allocate educational resources, and raise the level of financial assistance for underprivileged college students. However, with the continuous promotion, perfection and development of China's socialist market economy system, higher education is constantly increasing its educational costs and is also seriously thinking about the contents and methods of reform. How to effectively share the high education cost, gradually reduce, alleviate, solve more and more economic poor college students in colleges and universities, become a key work of higher education reform, but also become a hot issue that the whole society pays close attention to. Therefore, in the light of China's national conditions, the past, present and future of the financial aid system for economically poor college students are carefully reviewed, summarized, analyzed, optimized, sublimated, and the financial aid system for economically poor college students with Chinese characteristics is explored. It is the most effective way to solve the dilemma of China's current financial aid system, to promote educational fairness, to promote educational reform, to promote educational connotation, and to maintain social stability. It has important practical significance. Based on the theories of higher education fairness, higher education cost sharing, higher education investment return, need level and human text, this paper applies literature research method, experience summary method, comparative research method, etc. The empirical research method and other methods, combined with the practical experience of the financial aid for underprivileged college students in China and the comparative research results of the domestic and foreign university student financial aid system, are the historical evolution, characteristics and present situation of the financial aid system for the economically poor college students in China. The existing problems and shortcomings are summarized, and the financial aid work of the economically poor college students in Heilongjiang University of Science and Technology is taken as an example of the domestic universities, and its achievements are analyzed by a case study. This paper systematically and profoundly expounds the necessity of the optimization of the current financial aid system, and puts forward the countermeasures and suggestions for the optimization of the more mature financial aid system for the underprivileged college students.
