基于學(xué)習(xí)型組織的高校協(xié)同化科研管理結(jié)構(gòu)設(shè)置研究

【摘要】：在全球化和國(guó)家創(chuàng)新體系建設(shè)的大背景下，在科學(xué)技術(shù)的大規(guī)模合作研究日益廣泛的今天，面對(duì)國(guó)家轉(zhuǎn)變發(fā)展模式實(shí)現(xiàn)科學(xué)發(fā)展的目標(biāo)并肩負(fù)著建設(shè)世界一流大學(xué)的重任，高校要在建設(shè)科技強(qiáng)國(guó)的進(jìn)程中發(fā)揮支撐作用，不僅要有強(qiáng)大的科研實(shí)力，更要有科學(xué)的科研管理組織結(jié)構(gòu)和卓越的科研管理人才隊(duì)伍。 本文從分析我國(guó)高�？蒲泄芾淼默F(xiàn)狀出發(fā)，對(duì)比國(guó)外高�？蒲泄芾淼某晒�(jīng)驗(yàn)，分析研究我國(guó)高�？蒲泄芾淼倪\(yùn)行機(jī)制和內(nèi)在規(guī)律，結(jié)合國(guó)家中長(zhǎng)期科學(xué)技術(shù)發(fā)展規(guī)劃和高�？蒲邪l(fā)展戰(zhàn)略方針，探討高校特別是研究型大學(xué)的科研管理改革的方向和途徑，尋求有效的科研管理組織結(jié)構(gòu)設(shè)置和科研管理隊(duì)伍建設(shè)方法。通過(guò)研究，指出了高�？蒲泄芾斫M織結(jié)構(gòu)和組織隊(duì)伍的變革建設(shè)途徑，以及藉此實(shí)現(xiàn)高�？蒲泄芾砟芰μ嵘拇胧�。 論文首先應(yīng)用當(dāng)前管理科學(xué)的新理論和方法進(jìn)行課題的理論研究，并基于理論研究的結(jié)果，給出了具體的科研管理組織的結(jié)構(gòu)模式和管理隊(duì)伍的組織形式及其設(shè)置和建設(shè)措施，繼而運(yùn)用研究結(jié)果和研究得出的實(shí)施方法進(jìn)行了具體的科研管理實(shí)例分析。理論研究中，將組織結(jié)構(gòu)及其環(huán)境應(yīng)變理論應(yīng)用于研究高�？蒲泄芾淼慕M織結(jié)構(gòu)設(shè)置，研究提出適合當(dāng)前發(fā)展需求的校、院（系）協(xié)同化科研管理組織結(jié)構(gòu)，為校、院（系）兩級(jí)管理部門(mén)實(shí)現(xiàn)扁平化分工協(xié)同管理提供了理論依據(jù)和實(shí)施方案；將學(xué)習(xí)型組織理論及其互動(dòng)學(xué)習(xí)模型應(yīng)用于研究高校科研管理的管理隊(duì)伍建設(shè)，研究提出基于系統(tǒng)思考的團(tuán)隊(duì)學(xué)習(xí)型科研管理隊(duì)伍模式，為建設(shè)具有開(kāi)拓創(chuàng)新精神并且能夠動(dòng)態(tài)自我組織再造和持續(xù)綜合能力提升的科研管理團(tuán)隊(duì)、實(shí)現(xiàn)高�？蒲泄芾黻�(duì)伍的專(zhuān)業(yè)化提供了理論依據(jù)和操作方法。同時(shí)本文還對(duì)高校協(xié)同化科研管理結(jié)構(gòu)設(shè)置和學(xué)習(xí)型管理隊(duì)伍建設(shè)的前提條件和保障因素進(jìn)行了分析。作為研究的理論結(jié)果和方法的應(yīng)用檢驗(yàn)，論文以科研大項(xiàng)目管理和科研團(tuán)隊(duì)建設(shè)這兩項(xiàng)高�？蒲泄芾碇兄匾珔s困難的工作為對(duì)象，結(jié)合作者先后在不同高校的校、院兩級(jí)科研管理部門(mén)工作的經(jīng)驗(yàn)和思考，進(jìn)行了實(shí)例應(yīng)用分析。 論文的研究結(jié)果對(duì)改革高校尤其是研究型大學(xué)科研管理組織結(jié)構(gòu)、探索新的有效管理方法、建設(shè)具有創(chuàng)新精神的科研管理隊(duì)伍、提升科研管理水平，，從而促進(jìn)高�？蒲袆�(chuàng)新和服務(wù)社會(huì)的能力等具有重要的理論參考和實(shí)際應(yīng)用意義。
[Abstract]:Under the background of globalization and the construction of national innovation system, the large-scale cooperative research of science and technology is becoming more and more extensive today, in the face of the transformation of the national development model to achieve the goal of scientific development and shoulder the responsibility of building a world-class university. Colleges and universities should play a supporting role in the process of building a powerful country of science and technology, not only have strong scientific research strength, but also have scientific research management organization structure and excellent scientific research management personnel team. Based on the analysis of the present situation of scientific research management in colleges and universities in China, this paper compares the successful experiences of foreign universities and colleges, and analyzes and studies the operating mechanism and internal laws of scientific research management in colleges and universities in China. Combined with the national long-term scientific and technological development plan and the strategic policy of scientific research development in colleges and universities, this paper probes into the direction and ways of scientific research management reform in colleges and universities, especially in research universities. To seek effective scientific research management organization structure and scientific research management team construction method. Through the research, this paper points out the ways to reform and construct the organizational structure and the organizational team of scientific research management in colleges and universities, and the measures to improve the scientific research management ability of colleges and universities. Firstly, the thesis uses the new theory and method of management science to carry on the theoretical research, and based on the results of the theoretical research, gives the structure mode of the scientific research management organization, the organization form of the management team, and the setting and construction measures. Then, the research results and the implementation methods are used to analyze the specific examples of scientific research management. In the theoretical research, the organization structure and its environment strain theory are applied to study the organizational structure of scientific research management in colleges and universities. The realization of flat division of labor and collaborative management in the two levels of the college (department) provides the theoretical basis and implementation scheme, and applies the learning organization theory and its interactive learning model to the management team construction of scientific research management in colleges and universities. The research puts forward the team learning management team model based on systematic thinking, which can build a scientific research management team with pioneering and innovative spirit, dynamic self-organization and continuous comprehensive ability enhancement. The specialization of scientific research management team in colleges and universities provides theoretical basis and operation method. At the same time, this paper also analyzes the premise and guarantee factors of the establishment of cooperative scientific research management structure and the construction of learning management team in colleges and universities. As the application test of the theoretical results and methods of the research, the thesis takes the two important but difficult work in the scientific research management of universities and colleges as the objects, combining with the author's work in different colleges and universities. The experience and thinking of the scientific research management department at the two levels of the institute are analyzed. The research results of this paper are helpful to reform the organizational structure of scientific research management in universities, especially in research universities, to explore new effective management methods, to build innovative scientific research management teams, and to improve the level of scientific research management. Therefore, it has important theoretical reference and practical application significance to promote the innovation of scientific research and the ability of serving the society in colleges and universities.
