【摘要】：高等教育與人口的關(guān)系是高等教育基本規(guī)律的一種體現(xiàn)，人口是教育的對象，人口的變動不僅會對高等教育的規(guī)模和發(fā)展速度產(chǎn)生影響，還會影響著高等教育的布局，而高等教育的發(fā)展會通過改變受教育者的生育觀念間接影響人口的數(shù)量，也會促進(jìn)地區(qū)間人口的遷移變動，因此，高等教育發(fā)展和人口變動是相互影響的。 近幾年，山東省高等教育發(fā)展實現(xiàn)了歷史性的飛躍，山東省作為我國的人口大省，人口的變動作用于整個高等教育的發(fā)展。在高等教育規(guī)模和人口同時變動時，兩者在結(jié)構(gòu)和變動趨勢上勢必會相互影響，這些影響都應(yīng)納入高等教育政策制定的考慮范圍。本文以高等教育基本規(guī)律中高等教育與人口的關(guān)系為理論基礎(chǔ)進(jìn)行兩者的協(xié)調(diào)性研究，，首先對高等教育發(fā)展和人口變動的關(guān)聯(lián)性進(jìn)行分析，證明兩者之間的緊密聯(lián)系，然后引入山東省區(qū)域，對山東省人口變動狀況和高等教育發(fā)展概況進(jìn)行闡述，在此基礎(chǔ)上利用相關(guān)分析和回歸分析等方法研究兩者的協(xié)調(diào)性。數(shù)據(jù)表明山東不僅是人口大省，同時也是高等教育大省，山東省的高校在校生數(shù)和總?cè)丝诙嘉挥谖覈傲校虼�，我們�?yīng)該根據(jù)山東省高等教育和人口的現(xiàn)實情況，因地制宜的提出發(fā)展對策。要樹立正確的高等教育發(fā)展理念來指導(dǎo)整體布局，把高等教育發(fā)展放在山東省經(jīng)濟社會發(fā)展規(guī)劃中的重要位置；注重山東省高等學(xué)校的建設(shè)，使高校的規(guī)劃與經(jīng)濟社會發(fā)展方向相一致；強化內(nèi)涵發(fā)展，由規(guī)模擴張轉(zhuǎn)向質(zhì)量提高，建立完善高等教育質(zhì)量的監(jiān)控評價機制；注重高等教育辦學(xué)形式和培訓(xùn)形式的多元化，使得更多的人獲得受教育的機會；建立多渠道融資新機制，堅持國家財政性教育經(jīng)費投入為主，多渠道投入經(jīng)費為輔的投資結(jié)構(gòu)；加強校長和教師隊伍建設(shè)，為高等教育教學(xué)質(zhì)量提供保障，促進(jìn)山東省高等教育和人口變動協(xié)調(diào)發(fā)展。
[Abstract]:The relationship between higher education and population is a kind of embodiment of the basic law of higher education. Population is the object of education. The change of population will not only affect the scale and development speed of higher education, but also affect the layout of higher education. The development of higher education can indirectly affect the number of population and promote the migration of population among regions by changing the concept of fertility of the educated. Therefore, the development of higher education and the change of population affect each other. In recent years, the development of higher education in Shandong Province has achieved a historic leap. As a large population province in our country, the change of population plays an important role in the development of the whole higher education. When the scale and population of higher education change at the same time, the structure and the trend of change will inevitably affect each other, which should be taken into consideration in the policy making of higher education. Based on the theoretical basis of the relationship between higher education and population in the basic law of higher education, this paper studies the relationship between the development of higher education and population change, and proves the close relationship between them. Then the paper introduces Shandong Province region to expound the situation of population change and the development of higher education in Shandong Province. On the basis of this, the author studies the coordination of the two by using the methods of correlation analysis and regression analysis. The data show that Shandong is not only a large province with a large population, but also a large province of higher education. The number of college students and the total population in Shandong Province are among the top in our country. Therefore, we should take into account the reality of higher education and population in Shandong Province. Put forward the development countermeasure according to the local conditions. It is necessary to establish a correct concept of higher education development to guide the overall layout, to put the development of higher education in an important position in the economic and social development plan of Shandong Province, and to pay attention to the construction of higher education institutions in Shandong Province. To make the planning of colleges and universities consistent with the direction of economic and social development, to strengthen the connotation development, to change from scale expansion to quality improvement, to establish and perfect the monitoring and evaluation mechanism of higher education quality, to pay attention to the diversification of higher education running forms and training forms, To enable more people to gain access to education; to establish a new mechanism for financing through multiple channels; to adhere to the investment structure of national financial education funds, which is mainly invested in education; and to strengthen the building of headmasters and teachers. To guarantee the teaching quality of higher education and promote the harmonious development of higher education and population change in Shandong Province.
