公立高校去行政化的困境與出路

【摘要】:我國高等教育在規(guī)模上已經(jīng)躍居為世界第一,但高等教育質(zhì)量卻較低。導致我國高等教育質(zhì)量低下的原因有多方面,但高校特別是公立高校的行政化是我國整體高等教育質(zhì)量低下的重要原因之一。公立高校去行政化是提升我國高等教育質(zhì)量的重要途徑之一。 我國公立高校行政化的外部表現(xiàn)為:公立高校的設(shè)置及管理嚴格按照行政級別劃分,公立高校領(lǐng)導由各上級主管部門指定,上級主管部門直接干預公立高校的崗位設(shè)置制度。內(nèi)部表現(xiàn)為:一是公立高校行政化色彩濃厚。二是校內(nèi)資源配置行政化。校內(nèi)資源配置完全受制于行政權(quán)力,學校的財力資源首先滿足于擁有行政權(quán)力的學校領(lǐng)導所負責的學科、專業(yè),課題申報,基地申報、職稱評定等毫無疑問地向這些擁有行政權(quán)力的學者傾斜,行政化波及到學生。公立高校行政化的危害主要表現(xiàn)為:導致中央及地方政府和公立高校財力資源的極大浪費,導致教育腐敗。教育質(zhì)量低下。 從教育產(chǎn)權(quán)的角度,導致我國公立高校行政化的原因主要是:公立高校產(chǎn)權(quán)主體單一性,公立高校所有權(quán)安排的不合理。嚴重忽視了人力資本產(chǎn)權(quán)的建立和完善,激勵不足與“內(nèi)部人控制”問題比較嚴重。我國公立高校去行政化的困境主要包括:對于去行政化的必要性和措施認識的觀念困境,缺乏法律法規(guī)保障的制度困境,以及缺乏分類指導的操作困境。 公立高校去行政化的路徑選擇,首先是統(tǒng)一對去行政化的必要性等方面的統(tǒng)一認識,完善以大學自治、教授治學、學術(shù)自由和學生自治為核心內(nèi)容的現(xiàn)代大學制度,以及通過廣泛宣傳、修訂和完善《高等教育法》,制定《公立高校大學章程》,規(guī)范公立高校招生管理制度,將招生管理權(quán)限下放到院系一級,由院系上報招生指標,并負責招生,取消招生辦公室。改革工資制度和資源分配制度,對于高校管理者和教師實行年薪制,中央和地方財政劃撥的教育經(jīng)費到學校后,統(tǒng)一打包到院系,由院系自行決定分配,充分照顧學校所有專業(yè)、學科的均衡發(fā)展,減少資源浪費,提高資源利用效率。
[Abstract]:China's higher education has ranked first in the world in scale, but the quality of higher education is low. There are many reasons leading to the low quality of higher education in our country, but the administration of colleges and universities, especially the public universities, is one of the important reasons for the low quality of higher education in our country as a whole. De-administration of public colleges and universities is one of the important ways to improve the quality of higher education in China. The external manifestations of our country's public universities are as follows: the establishment and management of public universities are strictly divided according to the administrative levels, the leaders of public colleges and universities are appointed by the competent departments at higher levels, and the higher authorities directly interfere in the post setting system of public colleges and universities. The internal performance is: first, the public university administration color is strong. The allocation of school resources is completely restricted by the administrative power. The financial resources of the school are first satisfied with the discipline, specialty, subject declaration, and base application of the school leader who has the administrative power. There is no doubt that the evaluation of professional titles is inclined to these scholars who have administrative power, which affects students. The harm of the administration of public colleges and universities is as follows: leading to the waste of the financial resources of the central and local governments and public universities and leading to the corruption of education. The quality of education is low. From the point of view of educational property rights, the main reasons leading to the administration of public universities in our country are: the singularity of property rights of public colleges and universities, and the unreasonable arrangement of ownership of public colleges and universities. The establishment and perfection of the property right of human capital have been neglected seriously, and the problem of insufficient incentive and the problem of "insider control" is more serious. The predicament of deadministration of public universities in our country mainly includes: the concept dilemma of understanding the necessity and measure of deadministration, the system predicament of lacking the guarantee of laws and regulations, and the operational dilemma of lacking classification guidance. First of all, we should unify the unified understanding of the necessity of deadministration, and perfect the modern university system with the core contents of university autonomy, academic freedom, academic freedom and student autonomy. And through extensive publicity, revision and improvement of the higher Education Law, formulation of the articles of Association of Public Colleges and Universities, standardization of the admission management system of public colleges and universities, devolution of admission management authority to the first level of the colleges and departments, reporting of enrollment targets by the departments and departments, and responsible for recruiting students, Cancel the admissions office. To reform the wage system and the system of resource allocation, to implement an annual salary system for university administrators and teachers, and once the educational funds allocated by the central and local governments have been allocated to schools, they shall be uniformly packaged into faculties and departments, which shall be allocated at their own discretion.
