【摘要】：在新時(shí)期新形勢(shì)下,地方高校教學(xué)管理存在的諸多問(wèn)題使其已經(jīng)不適應(yīng)時(shí)代進(jìn)步和教育發(fā)展的要求,因此,地方高校教學(xué)管理應(yīng)創(chuàng)新模式,尋求更好的辦法進(jìn)行教學(xué)管理的改革。本文從公共治理的視角著手,結(jié)合筆者實(shí)際工作經(jīng)驗(yàn),對(duì)地方高校教學(xué)管理引入“一站式服務(wù)”模式進(jìn)行了詳細(xì)的分析,旨在給當(dāng)前的地方高校提供一種行之有效的教學(xué)管理模式。本文首先說(shuō)明了選題的緣由及國(guó)內(nèi)外研究現(xiàn)狀,介紹了本文的創(chuàng)新點(diǎn)。其次對(duì)公共治理理論和—站式服務(wù)概念進(jìn)行闡述和分析,闡明高校管理—站式服務(wù)屬于公共治理的范疇,并分析了地方高校教學(xué)管理現(xiàn)狀,對(duì)高校教學(xué)管理的特點(diǎn)進(jìn)行了描述,同時(shí)針對(duì)地方高校教學(xué)管理的特殊性予以說(shuō)明,指出地方高校教學(xué)管理在管理理念、管理制度、管理隊(duì)伍、管理方法和手段等方面存在的問(wèn)題,從而使地方高校教學(xué)管理引入“一站式服務(wù)”更具現(xiàn)實(shí)意義。接著對(duì)地方高校教學(xué)管理一站式模式進(jìn)行探討,通過(guò)借鑒政府和高校管理中一站式服務(wù)的成功應(yīng)用,將“一站式服務(wù)”引入地方高校教學(xué)管理,對(duì)其服務(wù)的構(gòu)成、運(yùn)作形式、運(yùn)行目標(biāo)等進(jìn)行了分析。最后闡明地方高校教學(xué)管理一站式服務(wù)建設(shè)對(duì)策研究,從建設(shè)的關(guān)鍵問(wèn)題入手,結(jié)合實(shí)際工作,從觀念轉(zhuǎn)變、制度保障、組織結(jié)構(gòu)和人員配置幾方面提出了一些具體的措施,并給出了地方高校教學(xué)管理一站式服務(wù)大廳的建設(shè)模型,這些對(duì)于地方高校教學(xué)管理一站式服務(wù)研究具有一定的理論意義和實(shí)際使用價(jià)值。
[Abstract]:Under the new situation and new situation, many problems existing in the teaching management of local colleges and universities make it not adapt to the requirements of the progress of the times and the development of education. Therefore, the teaching management of local colleges and universities should innovate the mode and seek a better way to carry out the reform of the teaching management. The teaching management in Colleges and universities introduces the "one-stop service" model in detail. It aims at providing an effective teaching management mode to the current local universities. This paper first illustrates the reasons for the topic and the status of the research at home and abroad, and introduces the innovation point of this article. Secondly, the concept of public governance and station service is introduced. This paper expounds and analyses the management and station service in the category of public governance, analyzes the present situation of teaching management in local colleges and universities, describes the characteristics of the teaching management in Colleges and universities, and explains the particularity of the teaching management in local colleges and universities, and points out the management concept, management system and management team of the local college teaching management. The problems existing in the management methods and means make it more realistic to introduce the "one-stop service" to the teaching management in local colleges and universities. Then the one-stop mode of teaching management in local colleges and universities is discussed, and the "one-stop service" is introduced to the local colleges and universities by drawing on the application of the one station service in the government and the management of the University. Teaching management, the composition of its service, the form of operation, the operation target and so on. Finally, it clarifies the research on the one-stop service construction of the teaching management in local colleges and universities. Starting with the key problems of the construction, and combining the practical work, some concrete measures are put forward from the concept transformation, the system guarantee, the organization structure and the staffing. The construction model of the one-stop service hall for teaching management in local colleges and universities is given, which have some theoretical significance and practical value for the study of the one-stop service research of local colleges and universities.
