【摘要】：就業(yè)是一個全世界共同關(guān)注的話題，是衡量一個政府、一個執(zhí)政黨執(zhí)政水平、治國水平的重要標志。據(jù)人力資源和社會保障部公布的數(shù)據(jù)，2013年將是建國以來高校畢業(yè)生最多的一年，畢業(yè)生規(guī)模將達到699萬，比2012年增加19萬人，就業(yè)形勢很嚴峻，工作任務(wù)十分艱巨繁重。金融危機的陰霾并未散去，世界經(jīng)濟的發(fā)展必然受其影響，中國經(jīng)濟將同樣長期處于回暖期，中國就業(yè)市場也將受期影響。大學生就業(yè)問題不僅僅是關(guān)系學生個人的問題，關(guān)系到千萬個家庭的幸福，關(guān)系到社會的穩(wěn)定，是當前重要的民生問題。解決大學生就業(yè)需要高校、政府、社會機構(gòu)等齊心協(xié)力、共同作為，尤其是政府的責任重大，因為解決好就業(yè)這項民生問題是服務(wù)型政府的題中應有之義，是考察政府公信力的重要指標。 就業(yè)是民生之本，黨的十八大明確指出：“要實現(xiàn)更高質(zhì)量的就業(yè)要貫徹勞動者自主就業(yè)、市場調(diào)節(jié)就業(yè)、政府促進就業(yè)和鼓勵創(chuàng)業(yè)的方針，實施就業(yè)優(yōu)先戰(zhàn)略和更加積極的就業(yè)政策�！备咝．厴I(yè)生是一個很大的就業(yè)團體，解決好高校畢業(yè)生的就業(yè)問題是政府公共服務(wù)一項重要責任。政府在促進高校畢業(yè)生就業(yè)方面，應該加強宏觀調(diào)控，加快結(jié)構(gòu)升級，實現(xiàn)經(jīng)濟快速健康發(fā)展，，為畢業(yè)生提供穩(wěn)定的就業(yè)環(huán)境；建立健全就業(yè)服務(wù)體系，為畢業(yè)生就業(yè)提供便捷的服務(wù)，暢通就業(yè)服務(wù)渠道；完善就業(yè)的法律法規(guī)，規(guī)范就業(yè)市場健康有序發(fā)展，建立社會監(jiān)督體系。 在社會轉(zhuǎn)型的關(guān)鍵時期,各級政府應充分認識到實現(xiàn)畢業(yè)生充分就業(yè)的必要性。2013年6月8日，國務(wù)院總理李克強親自到河北師范大學了解大學生就業(yè)情況，他告訴學生們，“今年的就業(yè)形勢比較嚴峻，就業(yè)有壓力，但就業(yè)的動力大于壓力，學校和國家都會為你們就業(yè)提供支持和幫助�！鄙蟼�世紀九十年代開始，大學生就業(yè)已經(jīng)從在計劃經(jīng)濟時代的政府包分配，向市場經(jīng)濟下的自主擇業(yè)轉(zhuǎn)變，但是大學生就業(yè)是一項牽扯高校、政府、企業(yè)等方方面面的系統(tǒng)工程，必須有一方面能夠整合各方力量，這便需要政府充分發(fā)揮服務(wù)職能，建立起有效的工作機制，妥善處理不發(fā)達的市場經(jīng)濟條件下的大學生擇業(yè)難的問題。 本文針對大學生就業(yè)問題政府既不能“包辦”也不能“放任自流”的情況，建設(shè)服務(wù)型政府，轉(zhuǎn)變政府職能，在強化宏觀調(diào)控、完善保障支持、加強規(guī)劃指導、提供優(yōu)質(zhì)服務(wù)等方面提出應發(fā)揮的作用，促進高校畢業(yè)生的優(yōu)化配置和最大限度實現(xiàn)就業(yè)。主要內(nèi)容分三部分：第一，在建設(shè)服務(wù)型政府的背景下，針對目前大學生就業(yè)中存在的一系列問題，探討了政府促進大學生就業(yè)的必要性。第二，結(jié)合當前大學生就業(yè)現(xiàn)狀，通過對滄州市四所高校的問卷調(diào)查了解高校以及大學生中發(fā)現(xiàn)的大學生就業(yè)過程中政府職能的“缺位”表現(xiàn)，借鑒各省先進經(jīng)驗剖析深層次原因，找到解決途徑。第三，提出了優(yōu)化政府職能的具體建議：政府促進大學生就業(yè)的政策導向功能，實施更加積極的就業(yè)政策，狠抓落實；政府促進大學生就業(yè)的服務(wù)功能，建立就業(yè)服務(wù)體系，提升就業(yè)質(zhì)量；政府促進大學生就業(yè)的保障職能，健全就業(yè)制度，完善社會保險；政府促進大學生就業(yè)的計劃調(diào)節(jié)職能，采取行政手段干預，完善高教發(fā)展；政府促進大學生就業(yè)的崗位拓展職能，加快經(jīng)濟結(jié)構(gòu)調(diào)整，增加就業(yè)崗位。
[Abstract]:According to the data published by the Ministry of human resources and social security, the year 2013 will be the largest year of college graduates since the founding of the people's Republic of China. The scale of the graduates will reach 6 million 990 thousand, 190 thousand more than in 2012, and the employment situation is increased. The work task is very arduous and arduous. The haze of the financial crisis has not been dispersed. The development of the world economy is bound to be affected by it. The Chinese economy will be in the same long period of warming and the employment market in China will be affected. The problem of employment of college students is not only a matter of individual students but also the happiness of tens of millions of families. The stability of the society is an important problem of the people's livelihood. It is important to work together in colleges, governments and social institutions to solve the employment of college students, especially the responsibility of the government, because the problem of solving the livelihood of the people is the meaning of the problem of the service-oriented government and an important indicator of the public credibility of the government.
Employment is the foundation of the people's livelihood. The eighteen Party's main points clearly point out: "to achieve higher quality of employment, to carry out the employment of workers, the market adjustment of employment, the government's policy of promoting employment and encouraging entrepreneurship, the implementation of employment priority strategies and more active employment policies." college graduates are a large employment group to solve colleges and universities. The employment of graduates is an important responsibility of the government's public service. In promoting the employment of college graduates, the government should strengthen macro regulation, accelerate the structure upgrading, realize the rapid and healthy development of the economy, provide a stable employment environment for the graduates, establish a sound employment service system, and provide convenient services for the graduates' employment, smooth and smooth. The channels for employment services should be improved, laws and regulations on employment improved, the healthy and orderly development of the employment market standardized, and a social supervision system established.
In the critical period of social transformation, governments at all levels should fully realize the necessity of full employment for graduates in June 8th. In June 8th, Li Keqiang, premier of the State Council, personally visited the Hebei Normal University to understand the employment situation of college students. He told students that "this year's employment situation is severe, employment is pressure, but the motivation of employment is greater than pressure," Schools and countries will provide support and help for your employment. "Since the 90s of last century, the employment of college students has changed from the government of the planned economy to the independent job selection under the market economy, but the employment of college students is a systematic project involving universities, government, enterprises and other aspects. It can integrate the strength of the parties, which requires the government to give full play to the service function, establish an effective working mechanism, and properly handle the problem of College Students' difficulty in choosing a career under the conditions of the underdeveloped market economy.
This article aims at the situation that the government can neither "manage" nor "let go", to build a service-oriented government, to change government functions, to strengthen macro regulation and control, to improve support support, to strengthen planning guidance and to provide high quality services, and to promote the optimal allocation and maximum limit of college graduates. The main contents are divided into three parts: first, in the context of building a service-oriented government, the necessity of the government to promote the employment of college students is discussed in view of the existing problems in the employment of college students. Second, in combination with the current employment status of college students, through a questionnaire survey of four colleges and universities in Cangzhou, the University and the large number of colleges and universities are understood. Students found in the process of College Students' employment in the process of the "Absence" of government functions, using the advanced experience of various provinces to analyze the deep reasons and find solutions. Third, the specific suggestions are put forward to optimize the government functions: the government to promote the policy oriented function of the employment of college students, to implement a more active employment policy, and to pay attention to the implementation of the government; the government To promote the service function of College Students' employment, to establish employment service system, to improve the quality of employment, to promote the guarantee function of the employment of college students, to improve the employment system, to improve the social insurance, to adjust the functions of the government to promote the employment of college students, to intervene by administrative means, to complete the development of high education, and to promote the employment of college students by the government.
