基于系統(tǒng)論的高等教育資源系統(tǒng)架構(gòu)研究

【摘要】:世紀(jì)交替之際,我國(guó)高等教育的規(guī)模擴(kuò)張明顯,對(duì)資源的需求十分緊迫。以我國(guó)目前的經(jīng)濟(jì)實(shí)力來(lái)看,暫時(shí)還不能為高等教育的發(fā)展提供數(shù)量充足的高等教育資源。解決高等教育發(fā)展與資源緊缺的“供需矛盾”,除了提供更多的資源之外,還應(yīng)該從結(jié)構(gòu)優(yōu)化的視角來(lái)思考問(wèn)題。 本文采用文獻(xiàn)法、理論分析法和系統(tǒng)分析法等研究方法,重點(diǎn)是系統(tǒng)分析法的運(yùn)用。對(duì)高等教育資源系統(tǒng)進(jìn)行定性分析,闡明高等教育資源系統(tǒng)的五大特征分別是目的性、整體性、層次性、相關(guān)性和開(kāi)放性。將高等教育資源系統(tǒng)分解為四個(gè)要素,探析其品質(zhì)及其結(jié)構(gòu)方面的應(yīng)然與實(shí)然。四個(gè)要素分別是:人力資源要素、物力資源要素、財(cái)力資源要素和文化資源要素。它們分別可界定為:人力資源要素是指在一個(gè)國(guó)家或地區(qū)中,從事高等教育相關(guān)工作的人口之和,一般分布于高等學(xué)校之內(nèi)。物力資源要素是指滿足高等教育良性運(yùn)行所需的土地、建筑物、教學(xué)設(shè)備、教學(xué)儀器、書(shū)籍和資料等物質(zhì)性要素。財(cái)力資源要素是指分配到高等教育事業(yè)中的,可供高等教育事業(yè)支配和動(dòng)員的資金。文化資源要素是指在高等學(xué)校中,與教學(xué)和文化傳承有關(guān)的各類知識(shí)、技能、科研成果和歷史、學(xué)風(fēng)等要素。在此基礎(chǔ)之上,選擇以“目標(biāo)分析——功能分析——結(jié)構(gòu)分析”為邏輯順序?qū)Ω叩冉逃Y源系統(tǒng)進(jìn)行分析。 高等教育資源系統(tǒng)的目標(biāo)包含四個(gè)方面的標(biāo)準(zhǔn)設(shè)定,分別是提升人才培養(yǎng)質(zhì)量、創(chuàng)新科技與文化、保證高等教育更好服務(wù)于社會(huì)發(fā)展以及保證高等教育自身發(fā)展與不斷完善。高等教育資源系統(tǒng)的功能的應(yīng)然是為教學(xué)、科研及社會(huì)發(fā)展服務(wù)。而人力資源的結(jié)構(gòu)不理想,物力資源的保養(yǎng)和維護(hù)未得到有效重視、共享機(jī)制不完善,財(cái)力資源投入總量有限、來(lái)源比例及支出比例并不十分合適,對(duì)傳統(tǒng)文化與外來(lái)文化的繼承與吸收還應(yīng)更注重選擇與把握等,都是我國(guó)高等教育資源系統(tǒng)目前面臨的幾大問(wèn)題。 針對(duì)問(wèn)題,以滿足我國(guó)高等教育的需求為目標(biāo),高等教育資源系統(tǒng)中四個(gè)要素不僅要不斷提高品質(zhì),而且要在最基本的“兩兩”之間構(gòu)成六種良好的關(guān)聯(lián)性。這是架構(gòu)高等教育資源系統(tǒng)內(nèi)在結(jié)構(gòu)應(yīng)該注意的兩個(gè)關(guān)鍵問(wèn)題。
[Abstract]:At the turn of the century, the scale of higher education in China is expanding obviously, and the demand for resources is very urgent. In view of the present economic strength of our country, it is not possible to provide sufficient resources for the development of higher education for the time being. To solve the "contradiction between supply and demand" between the development of higher education and the shortage of resources, we should not only provide more resources, but also think about the problem from the perspective of structural optimization. In this paper, literature method, theoretical analysis method and system analysis method are adopted, with emphasis on the application of system analysis method. Through qualitative analysis of higher education resource system, the paper clarifies that the five characteristics of higher education resource system are purpose, integrity, hierarchy, relativity and openness. The system of higher education resources is divided into four elements, and its quality and structure are analyzed. The four elements are human resources, material resources, financial resources and cultural resources. They can be defined as: human resource elements refer to the sum of the population engaged in higher education related work in a country or region, which is generally distributed in higher education. The material resources element refers to the material elements such as land, buildings, teaching equipment, teaching instruments, books and materials that are needed for the healthy operation of higher education. The element of financial resources refers to the funds allocated to the cause of higher education, which can be controlled and mobilized by the cause of higher education. The elements of cultural resources refer to all kinds of knowledge, skills, scientific research achievements and history, style of study and so on, which are related to teaching and cultural inheritance in colleges and universities. On this basis, the author chooses "goal analysis-function analysis-structure analysis" as the logical order to analyze the higher education resource system. The goal of higher education resource system includes four aspects of standard setting, which are to improve the quality of talent training, to innovate science, technology and culture, to ensure higher education to serve the social development better and to ensure the development and continuous improvement of higher education itself. The function of higher education resource system should be for teaching, scientific research and social development. However, the structure of human resources is not ideal, the maintenance and maintenance of material resources has not been given effective attention, the sharing mechanism is not perfect, the total amount of financial resources is limited, and the proportion of source and expenditure is not very suitable. The inheritance and absorption of traditional culture and foreign culture should pay more attention to selection and grasp, which are the major problems that our country's higher education resource system is facing at present. In order to meet the needs of higher education in China, the four elements in the resource system of higher education should not only improve the quality continuously, but also form six kinds of good relations among the most basic "pairings". These are two key problems that should be paid attention to in the structure of higher education resource system.
