越南東方民辦大學(xué)師資管理研究

【摘要】:1989年,越南共產(chǎn)黨與越南政府出臺(tái)了關(guān)于推動(dòng)社會(huì)化教育的民辦高等院校系統(tǒng)有關(guān)政策。1994年7月,越南東方民辦大學(xué)經(jīng)過教育培訓(xùn)部審核,正式成立了。事實(shí)證明,此項(xiàng)政策是越南政府的關(guān)于推進(jìn)高等教育的一個(gè)正確選擇,符合越南本國(guó)的實(shí)際教育狀況。之后,民辦大學(xué)教育日益發(fā)展為一個(gè)在國(guó)民教育系統(tǒng)中占有了一定的地位的教育。目前,越南民辦大學(xué)系統(tǒng)的教學(xué)管理工作依照國(guó)立大學(xué)的教學(xué)管理模式進(jìn)行辦學(xué)。但民辦大學(xué)與國(guó)立大學(xué)相比,兩者不相同的地方,主要表現(xiàn)在民辦大學(xué)的教師隊(duì)伍的管理培養(yǎng)方面。研究發(fā)現(xiàn):東方民辦大學(xué)教師隊(duì)伍的數(shù)量有所增加,質(zhì)量有所提升,不過教師數(shù)量依然不足,教師隊(duì)伍也不平衡,教師水平與能力尚未達(dá)到學(xué)校教育革新事業(yè)中所定下的標(biāo)準(zhǔn)。 學(xué)校對(duì)教師隊(duì)伍采取一些相應(yīng)的管理措施,諸如:教師聘用制包括教師工作分工、安排、任用,監(jiān)督、評(píng)價(jià)、培訓(xùn)等項(xiàng)目,并建立了良好的政策實(shí)施環(huán)境。學(xué)校對(duì)上述教師管理辦法經(jīng)過實(shí)踐總結(jié)了以往管理經(jīng)驗(yàn),但該校管理工作在實(shí)施過程中的效果并不是很好。 教師管理辦法需要克服諸多困難,而造成這種困難的原因又是多方面的,但主要源于教師主觀性因素。 經(jīng)過對(duì)東方民辦大學(xué)現(xiàn)有教師隊(duì)伍管理工作的現(xiàn)狀調(diào)查,結(jié)合對(duì)比國(guó)外管理研究,本文針對(duì)該校實(shí)際情況提出了對(duì)教師隊(duì)伍的5個(gè)管理途徑:教師機(jī)構(gòu)建設(shè)(教師數(shù)量、質(zhì)量管理等)、教師聘用與使用管理、教師教育、教師培訓(xùn)管理、制度建設(shè)及完善。除了以上五點(diǎn)管理辦法外,筆者分別對(duì)越南政府、越南教育培訓(xùn)部、東方民辦大學(xué)提出了民辦大學(xué)師資管理工作的政策性建議。本文從東方民辦大學(xué)現(xiàn)狀出發(fā),結(jié)合校外教育政策環(huán)境的影響,使上述建議針對(duì)該校的發(fā)展具有較大的可行性。
[Abstract]:In 1989, the Communist Party of Vietnam and the Vietnamese government issued some policies concerning the system of private institutions of higher learning to promote socialized education. In July 1994, Vietnamese Oriental Private Universities were formally established after examination and approval by the Ministry of Education and training. Facts have proved that this policy is a correct choice for the Vietnamese government to promote higher education and is in line with the actual education situation in Vietnam. After that, private university education has developed into an education that occupies a certain position in the national education system. At present, the teaching management of the private universities in Vietnam is based on the teaching management mode of the national universities. However, the differences between private universities and national universities are mainly reflected in the management and training of teachers in private universities. The study found that the number and quality of teachers in private universities in the East have increased, but the number of teachers is still insufficient and the number of teachers is not balanced. The level and ability of teachers have not reached the standards set in the reform of school education. The school has taken some corresponding management measures on the teaching team, such as: teacher employment system includes division of work, arrangement, appointment, supervision, evaluation, etc. Training and other projects, and the establishment of a good policy implementation environment. The school has summed up the past management experience through the practice of the above management methods, but the effect of the school management work in the implementation process is not very good. The teacher management method needs to overcome a lot of difficulties. The reasons for this difficulty are various, but mainly due to the subjective factors of teachers. Through the investigation of the current situation of the management of teachers in the private universities of the East, and in combination with the comparative study on foreign management, According to the actual situation of the school, this paper puts forward five ways to manage the teaching staff: the construction of teachers' institutions (number of teachers, quality management, etc.), the management of teachers' employment and use, the education of teachers, the management of teacher training, the construction and perfection of the system. In addition to the above five management measures, the author puts forward some policy suggestions to the Vietnamese government, the Vietnamese Ministry of Education and training, and the Oriental Private University on the management of teachers in private universities. Based on the present situation of the oriental private universities and the influence of the policy environment of the out-of-school education, this paper makes the above suggestions more feasible for the development of the university.
