【摘要】：創(chuàng)業(yè)對一國的經(jīng)濟發(fā)展具有重要的作用，在中國改革開放以來的幾十年，涌現(xiàn)出的創(chuàng)業(yè)浪潮影響著中國的經(jīng)濟結構和社會結構。創(chuàng)業(yè)使中小企業(yè)的數(shù)量越來越多，而中小企業(yè)正是經(jīng)濟發(fā)展的中堅力量。大學生是創(chuàng)立中小企業(yè)的重要力量，他們具有較高素質(zhì)和較高知識水平，創(chuàng)業(yè)有利于激發(fā)大學生的創(chuàng)業(yè)意識，從而帶動國家的科技進步和經(jīng)濟增長。另外，，1998年大學擴招，大學畢業(yè)生每年都會增加，大學生就業(yè)壓力也逐年增大，大學生創(chuàng)業(yè)就成為了促進大學生就業(yè)的新的途徑。大學生在創(chuàng)業(yè)過程中，創(chuàng)業(yè)資金問題是創(chuàng)業(yè)過程中遇到的最大的問題，為解決這個問題，山東省政府以及下屬地方政府出臺了大學生貸款優(yōu)惠政策、創(chuàng)業(yè)企業(yè)稅費減免政策和建立大學生創(chuàng)業(yè)基金和創(chuàng)業(yè)園區(qū)等資金支持政策來解決大學生創(chuàng)業(yè)時資金短缺的問題，用來鼓勵山東省大學生創(chuàng)業(yè)。 本文首先運用了文獻研究法對山東省近幾年來出臺的關于大學生創(chuàng)業(yè)問題的文件進行了分析整理，歸納了山東省關于大學生創(chuàng)業(yè)的資金問題出臺的相關優(yōu)惠政策。接著運用比較分析的方法對國外以及國內(nèi)城市上海、武漢和杭州的相關政策進行了比較，并結合山東省的情況進行借鑒。本文主要對山東省內(nèi)4名大學生創(chuàng)業(yè)者進行了訪談，在此基礎上指出了山東省大學生創(chuàng)業(yè)資金支持政策存在的具體的問題，并提出了進一步完善山東省大學生創(chuàng)業(yè)資金支持政策的建議：增強創(chuàng)業(yè)資金政策的宣傳力度；提高創(chuàng)業(yè)資金支持政策的優(yōu)惠力度；充分落實創(chuàng)業(yè)資金支持政策；保證資金支持政策的地區(qū)平衡。
[Abstract]:Entrepreneurship plays an important role in the economic development of a country. In the decades since the reform and opening up in China, a wave of entrepreneurship has emerged which affects the economic structure and social structure of China. Entrepreneurship makes the number of SMEs more and more, and SMEs are the backbone of economic development. College students are the important force in the establishment of small and medium-sized enterprises. They have higher quality and higher level of knowledge. Entrepreneurship is conducive to stimulate the entrepreneurial consciousness of college students, and thus promote the scientific and technological progress and economic growth of the country. In addition, with the expansion of university enrollment in 1998, college graduates will increase every year, and the employment pressure of college students will also increase year by year, so college students' entrepreneurship has become a new way to promote the employment of college students. In the process of university students' starting a business, the problem of venture capital is the biggest problem encountered in the process of starting a business. In order to solve this problem, the Shandong Provincial Government and subordinate local governments have issued preferential policies for college students' loans. In order to solve the problem of shortage of funds when college students start their own businesses, the policies of tax reduction and tax reduction of start-up enterprises and the establishment of college students' venture funds and parks are used to encourage college students to start their own businesses in Shandong Province. In this paper, the author first analyzes and collates the documents on the entrepreneurship of college students in Shandong Province in recent years by using the method of literature research, and sums up the preferential policies on the capital of college students' entrepreneurship in Shandong Province. Then it compares the relevant policies of Shanghai, Wuhan and Hangzhou in foreign and domestic cities by using the method of comparative analysis, and combines the situation of Shandong Province for reference. On the basis of the interviews with four university entrepreneurs in Shandong province, this paper points out the specific problems in the policy of supporting university students' venture capital in Shandong Province. Some suggestions are put forward to further improve the support policy of venture capital for college students in Shandong Province: to strengthen the publicity of venture capital policy, to improve the preferential intensity of venture capital support policy, to fully implement the support policy of venture capital; Ensure regional balance of funding support policies.
