【摘要】：教授治學是我國高校建設現代大學制度的重要內容和關鍵步驟,教授治學主要是指以教授為代表的學者群體對學術事務的控制、決策和管理,本質是教授所擁有的學術權力在大學組織治理中的實現。以教授為代表的學者群體是大學組織運行的一種關鍵人力資本,教授是其人力資本的天然產權主體,教授治學的權力來源于教授的人力資本產權。隨著我國高等教育管理體制改革的深化和現代大學制度建設的逐步推進,教授所擁有的學術權力在大學組織治理中的回歸和實現顯得越來越迫切。大學具有組織的一般屬性,是一個不同資源要素之間的特殊契約集合,其中物質資本主體和教授之間的契約是大學的一種核心契約。教授長期以來無法在現行的制度框架內完整的實現其學術權力,主要是因為在特定的制度背景下教授在大學組織中的談判能力和地位不高,教授不能公平合理的分享大學的決策控制權權。以教授為代表的學者群體參與大學治理,以優(yōu)化治理結構,提高組織績效,是現代大學組織治理的改革方向。從人力資本產權的視角來研究教授在大學組織中的屬性和地位,深化和拓展教授治學的組織內涵和理論依據,對教授在大學組織中的地位和作用進行的界定,改變傳統(tǒng)物質資本主導大學決策權的壟斷契約模式,建立物質資本主體和教授共同分享大學決策權的大學治理模式,使教授分享大學的決策權特別是主導學術事務的決策控制權,實施教授治學,對于我國高校建設現代大學制度具有重要的理論價值和現實意義。
[Abstract]:Professor scholarship is an important content and key step in the construction of modern university system in colleges and universities in our country. It mainly refers to the control, decision-making and management of academic affairs by a group of scholars represented by professors. The essence is the realization of the academic power of the professor in the university organization governance. The group of scholars represented by professors is a kind of key human capital in the operation of university organization. Professor is the main body of natural property right of human capital, and the power of teaching learning comes from the property right of human capital of professors. With the deepening of the reform of higher education management system and the gradual advancement of the construction of modern university system, it is more and more urgent to return and realize the academic power that professors possess in university organizational governance. The university has the general property of organization, which is a special contract set between different resource elements, in which the contract between the material capital subject and the professor is a kind of core contract of the university. Professors have long been unable to fully realize their academic powers within the framework of the existing system, mainly because of their low negotiating ability and position in university organizations in a given institutional context, Professors cannot fairly and reasonably share the power of control over university decisions. In order to optimize the governance structure and improve the organizational performance, it is the reform direction of the modern university organizational governance that the academic group represented by the professors participate in the university governance. From the perspective of human capital property right, this paper studies the attributes and status of professors in university organizations, deepens and expands the organizational connotation and theoretical basis of professors' scholarship, and defines the position and role of professors in university organizations. Changing the traditional monopoly contract model of the university decision-making power dominated by the material capital and establishing the university governance model in which the material capital subject and the professor share the university decision-making power together. It is of great theoretical value and practical significance for professors to share the decision-making power of universities, especially to control the decisions of leading academic affairs, and to carry out academic research by professors, which is of great theoretical value and practical significance to the construction of modern university system in our country's colleges and universities.
