【摘要】：“邁向頂尖大學(xué)計劃”是臺灣地區(qū)為建設(shè)世界一流大學(xué)而進行的努力嘗試。該計劃于2006年正式實施，主要包括兩個階段，2006年至2010年的第一階段和2011年至2015年的第二階段。此計劃以通過對大學(xué)的資助，引進競爭機制來提高大學(xué)的國際競爭力。在促進臺灣地區(qū)高等教育發(fā)展的過程中，“邁向頂尖大學(xué)計劃”發(fā)揮了重要的積極作用。臺灣地區(qū)受資助的高校在實行計劃5年后，在辦學(xué)條件、科研能力、國際合作與交流等方面都有所提高，有力地推進了高等教育全面健康和諧的發(fā)展。 本論文主體內(nèi)容共為四部分：第一，，從域外影響、島內(nèi)狀況等分析了臺灣地區(qū)“邁向頂尖大學(xué)計劃”的出臺背景。第二，介紹了“邁向頂尖大學(xué)計劃”的目標(biāo)以及為達到目標(biāo)所要實行改革的主要內(nèi)容。第三，闡述了臺灣地區(qū)“邁向頂尖大學(xué)計劃”的實施情況，包括申請資格、申請程序、審議標(biāo)準(zhǔn)、程序及問題等方面。第四，總結(jié)了臺灣地區(qū)“邁向頂尖大學(xué)計劃”實施的成效及啟示。臺灣和大陸兩個地區(qū)有著同根生的歷史與文化傳承，所以關(guān)于臺灣高等教育的研究對大陸高校建設(shè)世界一流大學(xué)有借鑒和指導(dǎo)意義。
[Abstract]:The Project to the Top University is an attempt to build a world-class university in Taiwan. The plan, which was formally implemented in 2006, consists of two phases, the first from 2006 to 2010 and the second from 2011 to 2015. The program aims to increase the international competitiveness of universities through the introduction of competition mechanisms through university funding. In the process of promoting the development of higher education in Taiwan, the Project towards Top Universities plays an important and positive role. After five years of implementation of the plan, the funded universities in Taiwan have improved their running conditions, scientific research capabilities, international cooperation and exchanges, and have vigorously promoted the overall, healthy and harmonious development of higher education. The main contents of this thesis are as follows: first, the background of Taiwan's "toward top universities" is analyzed from the perspective of the extraterritorial influence and the situation in Taiwan. Secondly, the paper introduces the goal of "toward the top university" and the main contents of the reform in order to achieve the goal. Thirdly, the implementation of the "towards the top universities" in Taiwan is described, including eligibility, application procedures, vetting criteria, procedures and issues. Fourth, summarized the Taiwan area "toward the top university plan" the achievement and the enlightenment. Taiwan and mainland China have the same roots of history and cultural heritage, so the research on Taiwan higher education has reference and guidance significance to the construction of the world first-class universities in mainland China.
