【摘要】：實(shí)現(xiàn)地方綜合性大學(xué)發(fā)展對(duì)于提高高等教育質(zhì)量、促進(jìn)教育機(jī)會(huì)公平、維護(hù)邊疆地方穩(wěn)定、合理配置教育資源,建設(shè)人力資源和高等教育強(qiáng)國(guó)具有十分重大的戰(zhàn)略意義。地方綜合性大學(xué)實(shí)現(xiàn)發(fā)展,校長(zhǎng)戰(zhàn)略思想是靈魂。校長(zhǎng)是大學(xué)的總規(guī)劃師、總領(lǐng)路人、總協(xié)調(diào)者、總服務(wù)員和總學(xué)術(shù)家。校長(zhǎng)戰(zhàn)略思想是高校領(lǐng)導(dǎo)班子集體對(duì)自身戰(zhàn)略實(shí)踐的理性認(rèn)識(shí)、系統(tǒng)總結(jié)和理論升華,它是一門(mén)科學(xué)。實(shí)現(xiàn)地方綜合性大學(xué)發(fā)展離不開(kāi)校長(zhǎng)戰(zhàn)略思想的科學(xué)謀劃、正確指導(dǎo)和持續(xù)引領(lǐng)。校長(zhǎng)戰(zhàn)略思想通過(guò)文化、制度、規(guī)劃引領(lǐng),在發(fā)展定位、學(xué)科建設(shè)、人才培養(yǎng)、科學(xué)研究、內(nèi)部管理五個(gè)方面影響地方綜合性大學(xué)發(fā)展。地方綜合性大學(xué)校長(zhǎng)戰(zhàn)略思想的核心是對(duì)“建設(shè)一個(gè)什么樣的地方綜合性大學(xué)”和“怎么樣去建設(shè)這樣的地方綜合性大學(xué)”兩個(gè)根本問(wèn)題的回答,通過(guò)圍繞時(shí)代性、地方性、國(guó)際性和規(guī)律性,從生命代謝力、知識(shí)支撐力、國(guó)際吸引力和核心競(jìng)爭(zhēng)力四個(gè)方面形成其戰(zhàn)略思想的核心,并引領(lǐng)地方綜合性大學(xué)發(fā)展。 本研究在梳理國(guó)內(nèi)外有關(guān)資料文獻(xiàn)的基礎(chǔ)上,從國(guó)家、地方和學(xué)校內(nèi)部三個(gè)層面分析地方綜合性大學(xué)校長(zhǎng)戰(zhàn)略思想提出的必要性。概述了戰(zhàn)略思想、大學(xué)校長(zhǎng)的戰(zhàn)略思想等概念的內(nèi)涵及特征,研究了地方綜合性大學(xué)校長(zhǎng)戰(zhàn)略思想的形成。從時(shí)代性、地方性、國(guó)際性和規(guī)律性四個(gè)角度研究分析地方綜合性大學(xué)校長(zhǎng)的戰(zhàn)略思想的核心。通過(guò)發(fā)展定位、學(xué)科建設(shè)、人才培養(yǎng)、科學(xué)研究、內(nèi)部管理五個(gè)方面研究分析校長(zhǎng)戰(zhàn)略思想對(duì)地方綜合性大學(xué)發(fā)展的影響。
[Abstract]:It is of great strategic significance to realize the development of local comprehensive universities for improving the quality of higher education, promoting the equity of educational opportunities, maintaining the stability of frontier areas, rationally allocating educational resources, building human resources and building a powerful country in higher education. In order to realize the development of local comprehensive universities, the president's strategic thought is the soul. The president is the university's chief planner, general guide, chief coordinator, chief waiter, and chief academic. The principal's strategic thought is the rational understanding, systematic summary and theoretical sublimation of the leading group's own strategic practice, and it is a science. The development of local comprehensive universities can not be achieved without the scientific planning of the president's strategic thought and the correct guidance and continuous guidance. The principal's strategic thoughts influence the development of local comprehensive universities in five aspects: culture, system, planning, development orientation, discipline construction, talent training, scientific research and internal management. The core of the strategic thinking of the presidents of local comprehensive universities is the answers to the two fundamental questions, "what kind of local comprehensive universities are to be built" and "how to build such local comprehensive universities," by focusing on the nature of the times and locality. International and regular, from four aspects of life metabolism, knowledge support, international attraction and core competitiveness, form the core of its strategic thinking, and lead the development of local comprehensive universities. On the basis of combing the domestic and foreign literature, this study analyzes the necessity of the strategic thought of the presidents of local comprehensive universities from three aspects: national, local and school. This paper summarizes the connotation and characteristics of the concepts of strategic thought and the strategic thought of university president, and studies the formation of the strategic thought of local comprehensive university president. This paper analyzes the core of the strategic thoughts of the presidents of local comprehensive universities from the aspects of times, locality, internationality and regularity. Through the development orientation, the discipline construction, the talented person training, the scientific research, the internal management five aspects studies and analyzes the principal strategic thought to the local comprehensive university development influence.
