【摘要】:隨著經(jīng)濟和社會的全球化發(fā)展以及知識經(jīng)濟時代的加速到來,曾經(jīng)相對獨立的高等教育體系也越來越多地面臨著新的機遇與挑戰(zhàn)。對一個高校來說,,學校的教師數(shù)量,知識水平和層次結構直接關系到這所大學的發(fā)展?jié)摿Γ乙矔绊懙揭粋€國家的國民素質和國家的科技創(chuàng)新能力。大學作為知識的生產地,傳播地和人才培養(yǎng)場所,一支高水平、高素質的教師團隊是必不可少的。塔里木大學地處新疆南部塔里木河畔,為了滿足新疆塔里木墾區(qū)發(fā)展所需要的各類人才,在原國家副主席王震將軍的倡導和關懷下創(chuàng)建,作為南疆第一學府,在建校以來的五十多年中,為新疆地區(qū)輸送了大量的技術人才,但是由于地理環(huán)境以及管理制度的制約,使得中青年骨干教師和學科帶頭人流失嚴重,教師隊伍的水平不高、結構還不完善。人力資源是一所大學核心競爭力的關鍵因素,有了一流的教育人才,才會有一流的學科,一流的畢業(yè)生,在高等教育發(fā)展新形勢以及南疆地區(qū)經(jīng)濟發(fā)展的要求下,研究塔里木大學教師人力資源的開發(fā)與管理,對于充分利用教師人力資源提高學校整體發(fā)展,創(chuàng)建一流大學具有積極的意義。 本文在研究人力資源開發(fā)與管理的相關概念、理論依據(jù)及國內外研究現(xiàn)狀的基礎上,把塔里木大學教師人力資源開發(fā)與管理現(xiàn)狀相結合進行分析,得出塔里木大學現(xiàn)有教師人力資源配置結構失衡、創(chuàng)新型人才短缺、人才流失嚴重、教師人力資源隱形浪費嚴重等問題。針對這些問題,本文提出了一些改善塔里木大學教師人力資源管理問題的對策和建議:樹立以人為本的柔性管理理念;加快教師聘任制度的改革;改革和健全教師收入分配制度;完善業(yè)績評價體系和考核體系;健全教師激勵機制;構建靈活的人員流動機制;建立教師繼續(xù)教育體系的機制。這對于塔里木大學教師人力資源的優(yōu)化,提高教師人力資源的開發(fā)和管理水平,進一步深化學校內部管理制度具有一定的現(xiàn)實意義。
[Abstract]:With the globalization of economy and society and the acceleration of the era of knowledge economy, the once relatively independent higher education system is facing more and more new opportunities and challenges. For a university, the number of teachers, the level of knowledge and the hierarchical structure are directly related to the development potential of the university, and will also affect the national quality of a country and the scientific and technological innovation ability of the country. University as a place of knowledge production, dissemination and talent training, a high-level, high-quality team of teachers is essential. Tarim University is located on the banks of Tarim River in southern Xinjiang. In order to meet the needs of all kinds of talents for the development of Xinjiang Tarim Reclamation area, Tarim University was founded under the initiative and concern of former Vice President General Wang Zhen, as the first university in southern Xinjiang. In the more than 50 years since the establishment of the school, a large number of technical personnel have been transferred to the Xinjiang region. However, due to the constraints of the geographical environment and the management system, the young and middle-aged backbone teachers and the academic leaders have been losing seriously, and the level of the teaching team is not high. The structure is not perfect yet. Human resources is a key factor in the core competitiveness of a university. Only with first-class educational talents can there be first-class subjects and graduates. Under the new situation of the development of higher education and the requirements of economic development in southern Xinjiang, The research on the development and management of teachers' human resources in Tarim University is of positive significance for making full use of teachers' human resources to improve the overall development of the school and to establish a first-class university. On the basis of studying the related concepts of human resource development and management, the theoretical basis and the current research situation at home and abroad, this paper analyzes the current situation of human resource development and management of teachers in Tarim University. The problems such as imbalance of teacher's human resource allocation structure, shortage of innovative talents, serious brain drain and serious hidden waste of teacher's human resources are obtained in Tarim University. In view of these problems, this paper puts forward some countermeasures and suggestions to improve the human resource management of teachers in Tarim University: setting up the flexible management concept of people-oriented, speeding up the reform of teacher appointment system; Reform and perfect teacher income distribution system; perfect performance evaluation system and appraisal system; perfect teacher incentive mechanism; construct flexible personnel flow mechanism; establish teacher continuing education system mechanism. This is of practical significance to the optimization of teachers' human resources in Tarim University, the development and management of teachers' human resources, and the further deepening of the school's internal management system.
