論高校負面清單管理的依據(jù)來源與政策演進

【摘要】:高校負面清單管理模式是伴隨著負面清單在中國的探索實踐后提出的全新理念和管理方式,是教育行政管理模式的一次有益探索和重大轉(zhuǎn)變。高校負面清單管理以權(quán)力清單、程序清單、責任清單為其實施的構(gòu)成要件;以《高等教育法》、中國特色的現(xiàn)代大學制度建設和大學章程建設為其重要的依據(jù)來源。上海自貿(mào)區(qū)的實踐為負面清單管理模式提供了直接的經(jīng)驗借鑒,政府權(quán)力清單的頒布實施為其提供了制度保障,高等教育行政審批制度改革不斷深化,為現(xiàn)階段負面清單的推進營造了良好的政策環(huán)境。當前,我國高教領域?qū)嵤┴撁媲鍐喂芾淼幕緱l件已經(jīng)具備,在法治中國、法治政府的宏觀背景下,應順勢而為,全力推進,為現(xiàn)階段現(xiàn)代大學制度建設、實現(xiàn)教育治理能力和治理體系現(xiàn)代化提供強大的推動力。
[Abstract]:The management mode of negative list in colleges and universities is a new idea and management mode put forward with the exploration practice of negative list in China. It is a beneficial exploration and a major change of educational administration management mode. In the management of negative list of colleges and universities, the power list, procedure list and responsibility list are the components of its implementation, and its important basis source is the higher Education Law, the construction of modern university system with Chinese characteristics and the construction of university articles of association. The practice of Shanghai Free Trade Zone provides direct experience for the negative list management model, the promulgation and implementation of the government power list provides the system guarantee, and the reform of higher education administrative examination and approval system deepens continuously. For the promotion of the current negative list to create a good policy environment. At present, the basic conditions for the implementation of negative list management in the field of higher education in our country have already been met. Under the macro background of ruling by law China and the government ruled by law, we should follow the trend and make every effort to promote the construction of the modern university system at this stage. To achieve educational governance and governance system modernization to provide a strong driving force.
