【摘要】:近年來,隨著高等學(xué)校辦學(xué)規(guī)模的不斷擴(kuò)大,原來普遍實(shí)行的內(nèi)部管理體制已經(jīng)不能完全適應(yīng)高校發(fā)展的需要。深化內(nèi)部管理體制改革,創(chuàng)建與現(xiàn)代大學(xué)制度相適應(yīng)的高校內(nèi)部管理體制,是我國高校面臨的緊迫任務(wù)。在這種背景下,“教授治學(xué)”的相關(guān)理念和制度受到人們的普遍重視。它不僅順應(yīng)了現(xiàn)代民主化教育管理的潮流,提高學(xué)術(shù)決策的科學(xué)性,而且能有效平衡學(xué)術(shù)權(quán)力與行政權(quán)力,提高我國高校內(nèi)部管理的規(guī)范性和合理性。然而,受法律政策尚不完善、高校權(quán)力失衡以及教授學(xué)術(shù)責(zé)任遞減等因素的影響,我國在推行教授治學(xué)制度上仍存在一定的問題,需要進(jìn)一步的發(fā)展和完善。 本文闡述了教授治學(xué)制度的歷史淵源和發(fā)展歷程,并從教授治學(xué)的組織機(jī)構(gòu)設(shè)置、職能定位、權(quán)力職責(zé)這三方面分析我國高校教授治學(xué)制度的建設(shè)現(xiàn)狀,進(jìn)而探究高校在推行這一制度過程中存在的問題和不足。文章還分析了美、德、日、韓等國家在實(shí)行教授治學(xué)制度上的成功經(jīng)驗(yàn),為我國高校推行該制度提供經(jīng)驗(yàn)借鑒。在這一基礎(chǔ)上,,本文進(jìn)一步探索具體、可行的建議和對策,以期能對我國高校完善和落實(shí)教授治學(xué)制度有所裨益。
[Abstract]:In recent years, with the continuous expansion of the scale of running colleges and universities, the internal management system, which was widely implemented, has not been able to fully meet the needs of the development of colleges and universities.It is an urgent task for colleges and universities in China to deepen the reform of internal management system and to establish an internal management system in accordance with the modern university system.In this context, the related concepts and systems of "Professor of Learning" have received widespread attention.It not only conforms to the trend of modern democratic educational management and improves the scientific nature of academic decision-making, but also effectively balances academic power and administrative power, and improves the standardization and rationality of internal management in colleges and universities in China.However, due to the imperfect legal policy, the imbalance of university power and the decline of academic responsibility of professors, there are still some problems in the implementation of the system of academic research by professors in China, which needs further development and improvement.This paper expounds the historical origin and development course of the academic system of professors, and analyzes the present situation of the construction of the academic system of professors in colleges and universities in China from the following three aspects: the setting up of organizational structure, the orientation of functions, and the power and responsibility of the system.Then it explores the problems and shortcomings existing in the process of carrying out this system in colleges and universities.The article also analyzes the successful experiences of the United States, Germany, Japan, Korea and other countries in the implementation of the system of teaching and scholarship, and provides experience for our colleges and universities to carry out the system.On this basis, this paper further explores concrete and feasible suggestions and countermeasures, in the hope of perfecting and implementing the system of academic research by professors in colleges and universities in China.
