【摘要】：在市場(chǎng)經(jīng)濟(jì)和改革推動(dòng)下,我國(guó)對(duì)高等教育的需求急劇釋放,同時(shí)公立教育資源又嚴(yán)重不足,我國(guó)民辦高等教育應(yīng)運(yùn)而生。對(duì)于推動(dòng)高等教育大眾化、滿足不斷增長(zhǎng)的社會(huì)需求方面,我國(guó)的民辦高等教育功不可沒。但由于受觀念、師資水平和管理體制的制約,我國(guó)民辦高校在發(fā)展過程中面臨著很多問題,特別是政府職能的不到位更是阻礙著民辦高校的發(fā)展。本文主要是從民辦高校的發(fā)展現(xiàn)狀入手,分析了我國(guó)民辦高校對(duì)高等教育體系的貢獻(xiàn),以及民辦高校在發(fā)展中存在的問題,通過分析發(fā)現(xiàn)是由于政府職能的缺失嚴(yán)重阻礙了民辦高校的可持續(xù)發(fā)展,又通過對(duì)發(fā)達(dá)國(guó)家政府職能的發(fā)揮對(duì)民辦高校的促進(jìn)作用,總結(jié)出了完善政府職能促進(jìn)我國(guó)民辦高校可持續(xù)發(fā)展的對(duì)策。從政府管理民辦高等教育的職能而言,政府對(duì)民辦高校的投入問題,實(shí)質(zhì)上就是政府在高等教育大眾化過程中職能的實(shí)現(xiàn)。在高等教育大眾化的進(jìn)程中政府應(yīng)該承擔(dān)其相應(yīng)的責(zé)任,幫助民辦高校提高其生存和發(fā)展的能力,為民辦高校的可持續(xù)發(fā)展提供有力的支持與保障,促進(jìn)民辦高等教育健康發(fā)展。
[Abstract]:In the promotion of market economy and reform, China's demand for higher education and the rapid release at the same time, public education resources are seriously insufficient, China's private higher education came into being. To promote the popularization of higher education, meet the social demand increasing, the private higher education work in China did not. But due to the concept. Restricting the level of teachers and the management system of the private universities in China are confronted with many problems in the process of development, especially the government functions are not in place is hindering the development of private universities. This paper mainly starts from the current situation of the development of private colleges and Universities, analyzed the contribution to China's private universities of higher education system, and the problem of private the problems existed in the development, through the analysis found that due to the lack of government functions has seriously hindered the sustainable development of private universities, and by exerting the functions of the government in developed countries The role of private universities, the Countermeasures of improving government functions and promote the sustainable development of private universities in China are concluded. From the government management of private higher education function, the government investment of private colleges, realize the essence is the government functions in the process of popularization of higher education. In the process of popularization of higher education the government should bear the corresponding responsibility, to help private universities to improve their ability of survival and development, to provide strong support and protection for the sustainable development of private universities, to promote the healthy development of private higher education.
