【摘要】：隨著我國(guó)教育體制改革的不斷深入和高校可支配資源的日益增多，高校在實(shí)現(xiàn)快速發(fā)展的同時(shí)，腐敗行為也愈演愈烈。若任由這種腐敗行為蔓延，必將給社會(huì)造成不可估量的重大損失。因此，，構(gòu)建出符合我國(guó)高校自身特點(diǎn)和規(guī)律的反腐評(píng)價(jià)指標(biāo)和評(píng)價(jià)模型，對(duì)有效打擊高校腐敗行為具有重大的指導(dǎo)意義。 首先，總結(jié)了國(guó)內(nèi)外有關(guān)高校反腐方面的研究成果，對(duì)與本文密切相關(guān)的“經(jīng)濟(jì)人”理論和制度預(yù)防腐敗理論進(jìn)行了深入的分析，為構(gòu)建反映腐敗行為規(guī)律的評(píng)價(jià)指標(biāo)體系奠定了理論基礎(chǔ)。 其次，通過(guò)對(duì)我國(guó)高校腐敗發(fā)展歷程的回顧和當(dāng)前我國(guó)高校腐敗現(xiàn)狀特點(diǎn)的分析，本文對(duì)高校腐敗行為產(chǎn)生的原因進(jìn)行了主觀和客觀兩方面的剖析。這為構(gòu)建出具有實(shí)際現(xiàn)實(shí)意義的高校反腐評(píng)價(jià)體系提供了有力的支撐。 再次，在上述理論分析和實(shí)踐調(diào)查的基礎(chǔ)上，根據(jù)高校反腐建設(shè)的評(píng)價(jià)影響因素設(shè)計(jì)調(diào)查問(wèn)卷并展開(kāi)調(diào)查，通過(guò)對(duì)調(diào)查數(shù)據(jù)的整理分析，建立了高校反腐評(píng)價(jià)指標(biāo)體系，并基于層次分析法和模糊評(píng)價(jià)法構(gòu)建了我國(guó)高校反腐評(píng)價(jià)模型，為使本文的研究更具有現(xiàn)實(shí)意義，本文選取北京某高校作為實(shí)例，對(duì)其進(jìn)行了實(shí)證分析。 最后，針對(duì)實(shí)證分析中反映的我國(guó)高校普遍存在的問(wèn)題，本文通過(guò)圍繞腐敗動(dòng)機(jī)、腐敗機(jī)會(huì)和腐敗控制三個(gè)方面制定了相應(yīng)的解決措施以有效制約高校腐敗行為。
[Abstract]:With the deepening of the educational system reform and the increasing of the resources available to colleges and universities, the corruption in colleges and universities is becoming more and more serious while the rapid development of colleges and universities is realized.If this kind of corruption is allowed to spread, it will cause incalculable loss to the society.Therefore, it is of great significance to construct the evaluation index and evaluation model of anti-corruption in accordance with the characteristics and laws of colleges and universities in China.First of all, it summarizes the research results of anti-corruption in colleges and universities at home and abroad, and makes an in-depth analysis of the theory of "economic man" and the theory of institutional corruption prevention, which are closely related to this article.It lays a theoretical foundation for the evaluation index system which reflects the law of corruption behavior.Secondly, by reviewing the development of corruption in colleges and universities in China and analyzing the characteristics of the current situation of corruption in colleges and universities in China, this paper analyzes the causes of corruption in colleges and universities in both subjective and objective aspects.This provides a strong support for the establishment of a practical anti-corruption evaluation system in colleges and universities.Thirdly, on the basis of the above theoretical analysis and practical investigation, according to the evaluation factors of anti-corruption construction in colleges and universities, the questionnaire is designed and the investigation is carried out. Through the collation and analysis of the survey data, the evaluation index system of anti-corruption in colleges and universities is established.Based on the analytic hierarchy process and fuzzy evaluation method, this paper constructs the anti-corruption evaluation model of colleges and universities in China. In order to make the research of this paper more practical significance, this paper selects a university in Beijing as an example, and makes an empirical analysis of it.Finally, in view of the problems reflected in the empirical analysis, this paper formulates the corresponding measures to effectively restrict the corrupt behavior of colleges and universities by focusing on the motive of corruption, the opportunity of corruption and the control of corruption.
