【摘要】：隨著高等教育大眾化時(shí)代的到來，地方高校承擔(dān)著高等教育發(fā)展越來越重要的責(zé)任。在財(cái)政分權(quán)改革的影響下，高等教育按辦學(xué)體制和隸屬關(guān)系的不同，地方高校的教育經(jīng)費(fèi)主要有當(dāng)?shù)卣峁?cái)政投入是否合理直接影響到高校、學(xué)生、教師等的切身利益。高等教育財(cái)政經(jīng)費(fèi)在全國31個(gè)省、市、自治區(qū)的地方高校呈現(xiàn)出不同程度的短缺現(xiàn)象，影響到地方高校的全面發(fā)展。 本文首先論證地方政府資助地方高校的必要性，強(qiáng)調(diào)地方高校在促進(jìn)地方經(jīng)濟(jì)、社會(huì)發(fā)展以及推進(jìn)高等教育系統(tǒng)完善方面的重要地位，分析了地方政府對(duì)地方高校進(jìn)行財(cái)政投入的能力。其次，本文從數(shù)據(jù)出發(fā)，量化地方政府的財(cái)政投入與地方高校的貢獻(xiàn)，并將其進(jìn)行對(duì)比，直觀展現(xiàn)全國各地區(qū)地方政府對(duì)地方高校財(cái)政投入的差異性。再次，結(jié)合回歸分析和理論梳理，，對(duì)全國各地地方高校財(cái)政投入差異的原因進(jìn)行剖析。并根據(jù)差異原因結(jié)合美國、日本和英國的相關(guān)經(jīng)驗(yàn)對(duì)我國地方政府財(cái)政投入提出合理的改善建議。 通過研究發(fā)現(xiàn)，全國各地區(qū)地方政府對(duì)地方高校的財(cái)政投入不足且存在著差異，并且這種差異與GDP的相關(guān)性并不顯著，而是與地區(qū)財(cái)政投入相關(guān)性較強(qiáng)。各省財(cái)政收入的多少以及政府責(zé)任的缺失是造成這種結(jié)果的主要原因。因此，應(yīng)明確政府對(duì)地方高校的投資責(zé)任，在履行財(cái)政投入責(zé)任時(shí)注意地區(qū)的差異性并采取行之有效的活動(dòng)，發(fā)揮競爭機(jī)制和監(jiān)督機(jī)制的作用，為地方高校創(chuàng)造良性的發(fā)展環(huán)境。
[Abstract]:With the arrival of the era of popularization of higher education, local colleges and universities are shouldering more and more important responsibilities for the development of higher education. Under the influence of fiscal decentralization reform, higher education varies according to the system of running a school and its subordinate relationship. The education funds of local colleges and universities are mainly provided by the local government. Whether the financial investment is reasonable or not directly affects the vital interests of colleges, students, teachers, etc. The financial funds for higher education are in 31 provinces and municipalities of the country. Local colleges and universities in the autonomous region show different degrees of shortage, which affects the overall development of local colleges and universities. This paper first demonstrates the necessity of local government to subsidize local colleges and universities, and emphasizes the important position of local colleges and universities in promoting local economy, social development and the improvement of higher education system. This paper analyzes the ability of local government to make financial investment to local colleges and universities. Secondly, based on the data, this paper quantifies the financial input of local government and the contribution of local colleges and universities, and compares them with each other. Thirdly, combined with regression analysis and theoretical analysis, this paper analyzes the reasons of the differences in the financial investment of local colleges and universities across the country, and combines the reasons of the differences with the United States, according to the reasons of the differences, and shows the differences of the local governments' financial input to the local colleges and universities in the whole country. The relevant experiences of Japan and Britain put forward reasonable suggestions for the improvement of local government financial investment in our country. Through the research, it is found that the financial investment of local governments in various regions of China is insufficient and there are differences, and the correlation between this difference and GDP is not significant. The main reason for this result is the amount of provincial fiscal revenue and the lack of government responsibility. Therefore, the responsibility of the government to invest in local colleges and universities should be clearly defined. In carrying out the responsibility of financial input, we should pay attention to the regional differences and take effective activities, play the role of competition mechanism and supervision mechanism, and create a benign development environment for local colleges and universities.
