【摘要】：我國(guó)的出國(guó)留學(xué)教育,是伴隨著我國(guó)現(xiàn)代化的進(jìn)程而逐步發(fā)展的。作為保證出國(guó)留學(xué)教育質(zhì)量重要舉措之一的公派出國(guó)留學(xué)政策,對(duì)于規(guī)范我國(guó)出國(guó)留學(xué)教育的發(fā)展起著起到了十分重要的作用。自1996年我國(guó)國(guó)家公派出國(guó)留學(xué)管理辦法全面改革以來(lái),我國(guó)出國(guó)留學(xué)教育無(wú)論是從目的還是內(nèi)容,乃至管理方式等,都同以往有著巨大的不同。因此,審視當(dāng)前我國(guó)公派留學(xué)政策存在的問(wèn)題,并分析其問(wèn)題出現(xiàn)的原因,不僅對(duì)于更好地規(guī)范今后我國(guó)出國(guó)留學(xué)教育,而且對(duì)于今后公派留學(xué)政策的不斷完善,無(wú)疑有著十分重大的意義。運(yùn)用文獻(xiàn)資料法、歷史研究法、比較分析法等教育科學(xué)研究常用的方法,首先對(duì)公派出國(guó)留學(xué)、公派留學(xué)政策等選題基本概念予以界定,闡述了選題的主要理論基礎(chǔ)——委托代理理論以及推拉理論；其次,較為詳細(xì)地梳理了清朝末期、民國(guó)時(shí)期、新中國(guó)成立至改革開放前以及改革開放后至今四個(gè)階段我國(guó)公派留學(xué)政策的歷史演變過(guò)程及其主要特點(diǎn),重點(diǎn)闡釋了當(dāng)前我國(guó)公派留學(xué)政策,并依據(jù)我國(guó)公派留學(xué)的環(huán)節(jié)將其劃分為選派政策、在外管理政策和回國(guó)政策；再次,從選派政策、在外管理政策和回國(guó)政策三方面內(nèi)容,揭示出我國(guó)公派留學(xué)政策存在的主要問(wèn)題,并從國(guó)內(nèi)環(huán)境、制度保障和管理人員三個(gè)層面剖析出問(wèn)題產(chǎn)生的原因；最后,針對(duì)選派政策、在外管理政策和回國(guó)政策存在的主要問(wèn)題,分別提出了不斷完善我國(guó)公派留學(xué)政策的具體對(duì)策建議。
[Abstract]:The education of studying abroad in our country is developing step by step with the process of modernization of our country. As one of the important measures to guarantee the quality of the education of studying abroad, the public policy of studying abroad, It has played a very important role in standardizing the development of the education of studying abroad in our country. Since 1996, the comprehensive reform of the management method of studying abroad by the government of our country, the education of studying abroad in our country has been carried out in terms of both the purpose and the content. Therefore, to examine the problems existing in the current public school study policy and analyze the causes of the problems, not only to better regulate the education of studying abroad in China in the future, but also to analyze the reasons for the problems. Moreover, there is no doubt that it is of great significance for the continuous improvement of the public school study policy in the future. Using the methods of literature, historical research, comparative analysis and other common methods in educational science research, first of all, it is of great significance to study abroad for the public school. The basic concept of public school study abroad policy is defined, and the main theoretical basis of the topic is expounded, which is principal-agent theory and push-pull theory. Secondly, it combs the late Qing Dynasty and the Republic of China in detail. From the founding of New China to the reform and opening up to the outside world and the four stages after the reform and opening up to the present, the historical evolution process and main characteristics of the public school study abroad policy in China are discussed. And according to the links of the public school to study abroad, it is divided into the policy of selection, the policy of external management and the policy of returning to China; thirdly, from the three aspects of the policy of selecting and distributing, the policy of management abroad and the policy of returning to China, This paper reveals the main problems existing in the policy of studying abroad in public schools in China, and analyzes the causes of the problems from the three aspects of domestic environment, system guarantee and management personnel. The main problems existing in the policy of external management and the policy of returning to China are put forward respectively, and the concrete countermeasures and suggestions for perfecting the policy of studying abroad for public schools in China are put forward.
