【摘要】：知識(shí)經(jīng)濟(jì)時(shí)代，人才競(jìng)爭(zhēng)激烈，高等教育已表現(xiàn)出國(guó)際化的趨勢(shì)，各國(guó)都著眼于高等教育，以培養(yǎng)優(yōu)秀人才，，并吸引外國(guó)優(yōu)秀人才，以增進(jìn)國(guó)家的競(jìng)爭(zhēng)優(yōu)勢(shì)。兩岸間除了現(xiàn)階段的經(jīng)貿(mào)合作外，也開(kāi)始積極正視高等教育的學(xué)術(shù)交流與合作，祖國(guó)大陸早年前已開(kāi)始招收臺(tái)生，2011年起臺(tái)灣開(kāi)放了陸生赴臺(tái)就讀學(xué)位，并采認(rèn)大陸高校學(xué)歷，以吸引大陸優(yōu)秀人才。在少子女化及老齡化的陰霾下，這項(xiàng)舉措對(duì)緩解臺(tái)灣生源不足，提高高校教育質(zhì)量及國(guó)際競(jìng)爭(zhēng)力有重要作用，同時(shí)也能進(jìn)一步推動(dòng)兩岸教育交流與合作，促進(jìn)兩岸關(guān)系的和平發(fā)展。因此，研究臺(tái)灣招收陸生赴臺(tái)就學(xué)政策具有重要的現(xiàn)實(shí)意義。本文采用了多種分析方法對(duì)陸生赴臺(tái)就學(xué)政策進(jìn)行了全面、系統(tǒng)的研究，以期對(duì)政策作全面深入的了解。 本文首先對(duì)臺(tái)灣高校招收大陸學(xué)生赴臺(tái)就學(xué)政策的內(nèi)容進(jìn)行了分析，梳理了近年來(lái)臺(tái)灣招收陸生赴臺(tái)政策的演變歷程和當(dāng)前政策的主要內(nèi)容。其次，分析了兩年來(lái)臺(tái)灣高校招收陸生赴臺(tái)就學(xué)政策的實(shí)施效果，分析陸生赴臺(tái)政策的實(shí)施現(xiàn)狀和招生效果，以及社會(huì)各界對(duì)陸生赴臺(tái)政策的看法、評(píng)價(jià)等，并對(duì)陸生赴臺(tái)實(shí)施的影響因素進(jìn)行了分析。最后，談陸生赴臺(tái)政策的社會(huì)影響及其完善，分析其對(duì)臺(tái)灣教育、文化、經(jīng)濟(jì)產(chǎn)生的影響，并就兩岸進(jìn)一步加強(qiáng)高等教育交流與合作，提高陸生赴臺(tái)成效，以及完善陸生赴臺(tái)政策，提出了相關(guān)對(duì)策建議如下：第一，夯實(shí)兩岸高等教育交流與合作的基礎(chǔ)；第二，擴(kuò)大兩岸高等教育交流與合作的形式；第三，推動(dòng)臺(tái)招陸生和學(xué)歷互認(rèn)的全面實(shí)現(xiàn)；第四，完善陸生赴臺(tái)相關(guān)配套措施。
[Abstract]:In the era of knowledge economy, the competition for talents is fierce, and higher education has shown an international trend. All countries focus on higher education in order to train outstanding talents and attract foreign talents. In order to enhance the country's competitive advantage, in addition to economic and trade cooperation at this stage, the two sides of the strait have also begun to actively face up to the academic exchanges and cooperation in higher education. The mainland of the motherland began to recruit Taiwan students in the early years, and since 2011, Taiwan has opened the door for Lu students to study in Taiwan for their degrees. In order to attract talented people from the mainland, this measure will play an important role in alleviating the shortage of students in Taiwan, improving the quality of higher education and improving the international competitiveness under the haze of fewer children and an aging population. At the same time, it can also further promote cross-strait educational exchanges and cooperation, and promote the peaceful development of cross-strait relations. It is of great practical significance to study the policy of recruiting Lu students to Taiwan for study in Taiwan. This paper makes a comprehensive and systematic study on the policy of recruiting Lu students to Taiwan by using various analytical methods in order to make a comprehensive and in-depth understanding of the policy. This paper first analyzes the contents of Taiwan's policy of recruiting mainland students to Taiwan, combs the evolution of Taiwan's policy of recruiting mainland students to Taiwan in recent years and the main contents of the current policy. This paper analyzes the implementation effect of the policy of recruiting Lu students to Taiwan for the past two years, analyzes the current situation of the implementation of the policy and the effect of enrollment, as well as the views and evaluation of the policy from all walks of life. Finally, it discusses the social impact and perfection of Lu Sheng's policy to Taiwan, and analyzes its impact on Taiwan's education, culture and economy. On the basis of further strengthening the exchange and cooperation of higher education between the two sides of the Taiwan Strait, improving the effectiveness of the mainland students' visit to Taiwan, and perfecting the policy of the mainland students to visit Taiwan, the paper puts forward the following countermeasures and suggestions: first, to consolidate the foundation of cross-strait higher education exchanges and cooperation; second, Expand the form of cross-strait exchanges and cooperation in higher education; third, promote the full realization of mutual recognition of mainland students and academic qualifications; 4th, improve the relevant measures for Lu students to visit Taiwan.
