【摘要】:我國高等農(nóng)業(yè)院校經(jīng)過國家多年的投資和建設(shè),其科教力量雄厚、基礎(chǔ)設(shè)施完善,參與農(nóng)科教結(jié)合具有得天獨(dú)厚的優(yōu)勢。農(nóng)科教結(jié)合作為科教興農(nóng)戰(zhàn)略的具體實(shí)踐形式,其實(shí)質(zhì)是使農(nóng)村農(nóng)業(yè)社會經(jīng)濟(jì)的發(fā)展轉(zhuǎn)移到依靠科學(xué)技術(shù)的進(jìn)步和提高廣大勞動者的素質(zhì)上。高等農(nóng)業(yè)院校作為農(nóng)科教結(jié)合的主體,更應(yīng)勇?lián)鷼v史重任,找準(zhǔn)自己的定位,貫徹實(shí)施科教興國、科教興農(nóng)戰(zhàn)略,培養(yǎng)更多高素質(zhì)的人才,積極推動農(nóng)業(yè)科技創(chuàng)新,促進(jìn)科研成果轉(zhuǎn)化,促進(jìn)農(nóng)村經(jīng)濟(jì)社會的發(fā)展。參與農(nóng)科教結(jié)合是高等農(nóng)業(yè)院校的歷史使命,也是其謀求自身發(fā)展的需要。自20世紀(jì)80年代以來,眾多高等農(nóng)業(yè)院校利用自身優(yōu)勢在參與農(nóng)科教結(jié)合工作中作了很多探索與實(shí)踐,取得了一些成效。但是,高等農(nóng)業(yè)院校服務(wù)農(nóng)村及農(nóng)業(yè)經(jīng)濟(jì)的能力還相當(dāng)薄弱,存在著不少問題與實(shí)際困難。高等農(nóng)業(yè)院校如何發(fā)揮自身優(yōu)勢,構(gòu)建參與農(nóng)科教結(jié)合的有效運(yùn)行機(jī)制,主動擴(kuò)大、提升為農(nóng)業(yè)經(jīng)濟(jì)社會服務(wù)的能力是一項(xiàng)亟待研究和解決的重大課題。 本文主要有四個部分,第一部分探討高等農(nóng)業(yè)院校在農(nóng)科教結(jié)合中的功能與定位;第二部分對高等農(nóng)業(yè)院校參與農(nóng)科教結(jié)合的現(xiàn)狀進(jìn)行闡述分析,歸納總結(jié)高等農(nóng)業(yè)院校參與農(nóng)科教結(jié)合的五種主要模式,并運(yùn)用SWOT分析方法對高等農(nóng)業(yè)院校參與農(nóng)科教結(jié)合的現(xiàn)狀進(jìn)行剖析;第三部分結(jié)合案例分析,歸納西北農(nóng)林科技大學(xué)參與農(nóng)科教結(jié)合的經(jīng)驗(yàn)與啟示總結(jié),為研究高等農(nóng)業(yè)院校參與農(nóng)科教結(jié)合的運(yùn)行機(jī)制提供借鑒;最后一部分是高等農(nóng)業(yè)院校參與農(nóng)科教結(jié)合的運(yùn)行機(jī)制研究,在前面三部分的研究基礎(chǔ)上,提出通過完善政府統(tǒng)籌機(jī)制、建立參與農(nóng)科教結(jié)合的導(dǎo)向機(jī)制、優(yōu)化農(nóng)業(yè)人才培養(yǎng)機(jī)制、健全農(nóng)業(yè)科研創(chuàng)新機(jī)制、構(gòu)建農(nóng)業(yè)科技推廣服務(wù)機(jī)制和建立參與農(nóng)科教結(jié)合的激勵機(jī)制來促進(jìn)高等農(nóng)業(yè)院校服務(wù)農(nóng)科教結(jié)合取得實(shí)效,促進(jìn)農(nóng)業(yè)的發(fā)展和“三農(nóng)”問題的解決。
[Abstract]:After many years of investment and construction, agricultural colleges and universities of our country have strong scientific and educational force and perfect infrastructure. Participation in the combination of agricultural science and education has unique advantages. Agricultural science and education integration as a specific practice of the strategy of science and education to flourish agriculture. Its essence is to transfer the development of rural agricultural society and economy to rely on the progress of science and technology and to improve the quality of the broad masses of workers. As the main body of agricultural science and education, agricultural colleges and universities should shoulder the important historical responsibility. Find their own position, implement the strategy of revitalizing the country through science and education, cultivate more high-quality personnel, actively promote innovation in agricultural science and technology, and promote the transformation of scientific research achievements. To promote the development of rural economy and society and participate in the combination of agricultural science and education is the historical mission of agricultural colleges and universities, but also the need for their own development. Since 1980s. Many agricultural colleges and universities have made a lot of exploration and practice in participating in the combination of agricultural science and education with their own advantages. However, the ability of higher agricultural colleges to serve rural areas and agricultural economy is still quite weak. There are many problems and practical difficulties. Agricultural colleges and universities how to give play to their own advantages, to build an effective operational mechanism to participate in the combination of agricultural science and education, and expand actively. Improving the ability to serve agricultural economy and society is an important subject to be studied and solved. There are four parts in this paper. The first part discusses the function and orientation of agricultural colleges and universities in the combination of agricultural science and education; The second part of the agricultural colleges to participate in agricultural science and education combination of the current situation of analysis, summed up the agricultural colleges and universities involved in agricultural science and education in the combination of five main models. SWOT analysis method is used to analyze the current situation of agricultural colleges and universities participating in the combination of agricultural science and education. The third part, combined with case analysis, summarizes the experience and enlightenment of Northwest Agricultural and Forestry Science and Technology University participating in the combination of agricultural science and education, and provides a reference for the study of the operational mechanism of agricultural colleges and universities participating in the combination of agricultural science and education. The last part is the research on the operational mechanism of agricultural colleges and universities participating in the combination of agricultural science and education. On the basis of the research in the first three parts, it is proposed to establish a guiding mechanism to participate in the combination of agricultural science and education through the improvement of the overall mechanism of the government. We should optimize the training mechanism of agricultural talents, perfect the mechanism of agricultural scientific research innovation, construct the service mechanism of agricultural science and technology extension and establish the incentive mechanism to participate in the combination of agricultural science, technology and education in order to promote the combination of agricultural science and education in agricultural colleges and universities to achieve practical results. To promote the development of agriculture and the solution of the "three rural" problems.
