我國(guó)高校行政管理效率評(píng)價(jià)研究

【摘要】:隨著高校辦學(xué)規(guī)模的不斷擴(kuò)大、辦學(xué)層次的不斷提升,辦學(xué)水平的不斷提高以及內(nèi)部管理體制的不斷深化,行政管理的地位和作用更加突出,工作任務(wù)日漸繁重和復(fù)雜。不斷變化的新形勢(shì)對(duì)高校行政管理工作提出了更高要求,其工作效率和工作質(zhì)量直接影響著學(xué)校各項(xiàng)工作的效率和質(zhì)量,更關(guān)系到高校的社會(huì)形象與信譽(yù)。 本文主要采用文獻(xiàn)研究法和實(shí)證分析法,對(duì)我國(guó)高校一般的組織結(jié)構(gòu)、行政管理效率存在的普遍性問(wèn)題、高校管理效率評(píng)價(jià)體系、高校管理效率改進(jìn)措施等方面進(jìn)行了全面的系統(tǒng)的研究,以期為我國(guó)高校行政管理績(jī)效的提升提供有益的建議。 文章共分為四部分內(nèi)容:首先對(duì)我國(guó)高校管理現(xiàn)狀進(jìn)行綜述,簡(jiǎn)述了我國(guó)高校行政管理發(fā)展歷程,結(jié)合文獻(xiàn)研究分析我國(guó)高校行政管理的特點(diǎn)以及我國(guó)高校行政管理存在的問(wèn)題。其次通過(guò)文獻(xiàn)研究找出影響我國(guó)高校行政管理績(jī)效的具體因素,明晰高校的法人屬性,確定高校非營(yíng)利組織性質(zhì),以非營(yíng)利組織的績(jī)效管理理論指導(dǎo)高校行政管理績(jī)效評(píng)價(jià)體系的建立,選取資金管理、目標(biāo)管理、教學(xué)管理、學(xué)生管理、人事管理、公益管理等六個(gè)評(píng)價(jià)指標(biāo),結(jié)合“4E”評(píng)估法建立我國(guó)高校行政管理績(jī)效評(píng)價(jià)模型。最后,以筆者所在院校SY大學(xué)作為實(shí)證研究對(duì)象,應(yīng)用“4E”評(píng)價(jià)體系和方法進(jìn)行實(shí)際考察,對(duì)其行政管理績(jī)效進(jìn)行評(píng)價(jià)并給出提升的對(duì)策。
[Abstract]:With the constant expansion of university education, the educational level of continuous improvement, deepening and improve the level of internal management system, status and function of administrative management is more prominent, the task is arduous and complicated. The changing new situation put forward higher requirements for university administrative work, the work efficiency and work quality directly affects the efficiency and quality of the work of the school, but also related to the social image of University and reputation.
This paper mainly uses the literature research method and Empirical Analysis on the organization structure of China's colleges and universities in general, common problems of administration efficiency, management efficiency evaluation system of colleges and universities, colleges and universities to improve the efficiency of management measures and other aspects of a comprehensive study of the system, provide useful suggestions in order to improve the performance of China's university administration.
This article is divided into four parts: the first review of the management of colleges and universities in China, the development process of China's administrative management of colleges and universities is introduced, combining with literature analysis of the characteristics of administrative management in Colleges and universities and the existing problems of administrative management in Colleges and universities. Secondly, through the literature research to find out the specific factors that affect the performance of China's university administration the legal attribute of clear universities, non-profit organizations to determine the properties of non University, to set up performance management theory in the university administrative performance evaluation system of non profit organization, selection of fund management, target management, teaching management, student management, personnel management, public management and other six evaluation indicators, combined with the "4E" method to establish evaluation university administration performance evaluation in our model. Finally, in the author's College of SY University as the research object, the application of the "4E" evaluation system and method of It evaluates the performance of its administrative management and gives the countermeasures to improve it.
