現(xiàn)代人力資源理論視野下的高校輔導(dǎo)員隊(duì)伍建設(shè)研究

【摘要】:青年是祖國的未來,更是祖國的希望,高等學(xué)校是一個(gè)聚集祖國優(yōu)秀青年的地方,是我國社會(huì)主義現(xiàn)代化建設(shè)最寶貴、最重要的人才匯集地。對大學(xué)生培養(yǎng)的質(zhì)量能夠直接關(guān)系到我國社會(huì)的發(fā)展與進(jìn)步,關(guān)系到我國是否能夠在國際競爭中立于不敗之地。如今社會(huì)對大學(xué)生的要求不僅僅是能夠充分掌握先進(jìn)的科學(xué)文化知識(shí),更加要具備良好地思想道德素質(zhì)。高校作為培養(yǎng)大學(xué)生思想政治素質(zhì)的主要陣地,建設(shè)一支穩(wěn)定的、優(yōu)秀的輔導(dǎo)員隊(duì)伍是大學(xué)生培養(yǎng)工作的重中之重,我們必須要對青年的直接引導(dǎo)者與教育者隊(duì)伍的建設(shè)進(jìn)行充分重視。從上世紀(jì)50年代開始,我國各個(gè)高校逐漸開始對輔導(dǎo)員隊(duì)伍的建設(shè)采取各種各樣的措施,,并陸續(xù)建立起了輔導(dǎo)員制度。隨著時(shí)代的發(fā)展與進(jìn)步,輔導(dǎo)員的角色定位、職業(yè)特征、工作職能等都發(fā)生了一些變化,過去單一強(qiáng)調(diào)服務(wù)型的政治和教育功能已經(jīng)無法滿足輔導(dǎo)員隊(duì)伍的建設(shè)需求,如今輔導(dǎo)員的服務(wù)、輔導(dǎo)功能逐漸凸現(xiàn)出來。我國2004年中共中央國務(wù)院16號(hào)文件《中共中央國務(wù)院關(guān)于進(jìn)一步加強(qiáng)和改進(jìn)大學(xué)生思想政治教育的意見》和教育部《關(guān)于加強(qiáng)高等學(xué)校輔導(dǎo)員班主任隊(duì)伍建設(shè)的意見》的下達(dá),都充分表示了黨和國家對高校輔導(dǎo)員隊(duì)伍建設(shè)的重視程度。進(jìn)一步加強(qiáng)輔導(dǎo)員、班主任的隊(duì)伍建設(shè),不僅僅是加強(qiáng)和改進(jìn)大學(xué)生思想政治教育和維護(hù)高校穩(wěn)定的重要組織保證和長效機(jī)制,同時(shí)也對于全面貫徹落實(shí)黨的教育方針,把大學(xué)生思想政治教育的各項(xiàng)任務(wù)落到實(shí)處,具有十分重要的意義。在這樣的形勢之下,我國必須要進(jìn)一步研究高校輔導(dǎo)員隊(duì)伍的建設(shè),積極探索輔導(dǎo)員隊(duì)伍的建設(shè)新道路。 本文從現(xiàn)代人力資源管理的角度上,對我國高校輔導(dǎo)員隊(duì)伍的建設(shè)進(jìn)行深入研究。首先對人力資源管理理論的發(fā)展脈絡(luò)及其內(nèi)容進(jìn)行闡述,從人力資源理論產(chǎn)生的源頭開始,梳理其發(fā)展過程,以對人力資源管理理論有一個(gè)全面深入的認(rèn)識(shí);其次在現(xiàn)代人力資源理論視野下,結(jié)合當(dāng)前高校輔導(dǎo)員隊(duì)伍建設(shè)的現(xiàn)狀及已取得的成績,分析高校輔導(dǎo)員隊(duì)伍中存在的問題與不足,如人員流動(dòng)性大,發(fā)展動(dòng)力不足,激勵(lì)機(jī)制不健全等,并將這些問題放在相應(yīng)人力資源管理理論視野下分析;最后在上述分析基礎(chǔ)之上,提出解決輔導(dǎo)員隊(duì)伍建設(shè)中存在問題的建設(shè)性建議和措施。
[Abstract]:Youth is the future of the motherland, but also the hope of the motherland. The most important talent gathering place. The quality of the cultivation of college students can be directly related to the development and progress of our society. It concerns whether our country can be in an invincible position in the international competition. Nowadays, the demand for college students is not only to be able to fully master advanced scientific and cultural knowledge. Colleges and universities as the main position to cultivate the ideological and political quality of college students, building a stable, excellent team of counselors is the most important work of college students' training. We must pay full attention to the construction of youth direct guides and educators. Since -50s, various colleges and universities in our country have gradually begun to take various measures to build the contingent of counselors. With the development and progress of the times, the role of counselors, professional characteristics, work functions have undergone some changes. In the past, the single emphasis on service-oriented political and educational functions has been unable to meet the needs of the construction of counselors, now counselors services. The function of tutoring gradually emerged. Document No. 16 of the State Council of the CPC Central Committee and the State Council of the CPC Central Committee on further strengthening and improving the ideological and political Education of College students in 2004 and the Ministry of Education on the strengthening of ideological and political Education. Opinions on the Construction of Class Teachers in Colleges and Universities. Both fully show the Party and the state attach importance to the construction of college counselors, and further strengthen the team building of counselors and class teachers. Not only to strengthen and improve the ideological and political education of college students and maintain the stability of the important organizational guarantee and long-term mechanism, but also for the implementation of the Party's education policy. It is of great significance to carry out the tasks of ideological and political education of college students. Under such circumstances, our country must further study the construction of college counselors. Actively explore a new way to build a team of counselors. From the perspective of modern human resource management, this paper makes an in-depth study on the construction of college counselors in China. Firstly, the development of human resources management theory and its content are expounded. Starting from the origin of human resources theory, combing its development process, in order to have a comprehensive and in-depth understanding of human resources management theory; Secondly, in the view of modern human resources theory, combined with the current situation and achievements of college counselors' team construction, this paper analyzes the problems and shortcomings of college counselors' team, such as the great mobility of personnel. The development motive force is insufficient, the incentive mechanism is not perfect and so on, and puts these questions under the corresponding human resources management theory visual field to analyze; Finally, on the basis of the above analysis, the constructive suggestions and measures to solve the problems in the construction of counselors are put forward.
