【摘要】：農(nóng)村稅費改革后,農(nóng)村義務(wù)教育存在總量投入不足、教育負債嚴重、農(nóng)村義務(wù)教育發(fā)展不平衡等問題。面對這些問題,如何建立和完善農(nóng)村教育投入保障機制,切實保障農(nóng)村義務(wù)教育健康發(fā)展?本文提出應(yīng)從加大財政投入、發(fā)展農(nóng)村民辦基礎(chǔ)教育、建立確保農(nóng)村義務(wù)教育投入增長的機制和創(chuàng)新教育經(jīng)費管理方式著手,健全農(nóng)村義務(wù)教育投入保障機制的主張。
[Abstract]:After the reform of taxes and fees in rural areas, there are some problems in rural compulsory education, such as insufficient total investment, serious educational liabilities and unbalanced development of rural compulsory education. In the face of these problems, how to establish and improve the rural education investment security mechanism to ensure the healthy development of rural compulsory education? This paper puts forward the idea that we should increase financial investment, develop rural private basic education, establish a mechanism to ensure the increase of rural compulsory education investment and innovate the management mode of education funds, and perfect the guarantee mechanism of rural compulsory education investment.
