義務教育助貧政策的問題及對策——基于英縣和隆縣的個案分析

【摘要】:"一費制""兩免一補"和"義務教育全免費"等政策在一定程度上提高了農(nóng)村貧困家庭對義務教育的支付能力。但是,這些政策實施后一些貧困家庭的學生仍然面臨著輟學的危險。之所以如此,是因為這些政策的平均主義傾向使得這些政策不能對農(nóng)村中最為貧困的家庭給予有效幫助。制度創(chuàng)新的方向在于改變這些政策的平均主義傾向,這需要國家對各個地區(qū)的改革嘗試給予鼓勵和支持。
[Abstract]:The policies of "one fee system", "two exemptions and one supplement" and "free compulsory education" to a certain extent have improved the ability of rural poor families to pay for compulsory education. However, some students from poor families are still at risk of dropping out of school. This is because the equalitarianism of these policies makes them ineffective in helping the poorest families in the countryside. The direction of institutional innovation is to change the equalitarianism tendency of these policies, which needs the encouragement and support of the government to try to reform in various regions.
