【摘要】： 強(qiáng)調(diào)免費(fèi)、平等、全民的公共教育，于19世紀(jì)中期在仍然是英屬北美殖民地的加拿大緩緩揭開序幕。在其國內(nèi)外多種因素和動力的推動下，在向歐美國家學(xué)習(xí)和借鑒先進(jìn)教育理念與實踐的過程中，公共教育在加拿大得到了不斷地推廣和發(fā)展，直至今天。 與歐洲悠久的歷史淵源，強(qiáng)鄰美國的外來滲透與影響，以及國際地位、經(jīng)濟(jì)發(fā)展、地區(qū)主義、雙語多元文化政策等種種變遷，決定了加拿大公共教育發(fā)展歷史的獨特軌跡。與此同時，加拿大公共教育發(fā)展史的典型之處及其研究價值不僅僅止于此，還包括其在發(fā)展進(jìn)程中所經(jīng)歷的成就、挫折、問題、應(yīng)對與變革。毫無疑問，這對當(dāng)代世界各國的公共教育實踐都具有一定的參考價值和借鑒意義。 本論文從歷史的視角切入，借助于歷史文獻(xiàn)法、綜合分析法、比較法和個案研究法等多種方法對加拿大公共教育的發(fā)展歷史進(jìn)行了較為全面而深入的梳理和考察。全文從加拿大教育發(fā)展的歷史背景出發(fā)，力圖客觀完整地再現(xiàn)公共教育在加拿大的肇始與發(fā)展歷程，解析加拿大公共教育興起的根本動因，發(fā)展特色與途徑、影響其發(fā)展的主要因素，以及加拿大公共教育未來十年的發(fā)展趨勢，以此從中尋求有益的啟示。 全文共包括五個部分：第一章“加拿大公共教育的源起”重點闡述法、英殖民統(tǒng)治影響下的加拿大殖民地教育為公共教育在加拿大的創(chuàng)立蘊(yùn)育了先機(jī)。殖民政府逐步介入教育領(lǐng)域——在初等教育事務(wù)中政府承擔(dān)了越來越多的責(zé)任，出臺了一系列的政策法規(guī)，在與教會爭奪教育控制權(quán)的角逐中，政府逐步占據(jù)上風(fēng)。同時，公共學(xué)校應(yīng)運(yùn)而生，成為公共教育在加拿大的早期萌芽之一。人人有權(quán)接受教育的思想逐漸散播開來，，為公共教育在加拿大的牢固確立和迅速發(fā)展創(chuàng)造了必要的先決條件。第二章“加拿大公共教育的成型與發(fā)展”重點介紹了公共教育思想逐步為加拿大人民接受、公共教育制度在加拿大的初步建立，公共教育從混沌之態(tài)到初具規(guī)模再到飛速發(fā)展的曲折歷程。第三章“變革中的當(dāng)代加拿大公共教育”闡釋了新的歷史時期要求加拿大公共教育在傳統(tǒng)與開拓之間做出抉擇。一系列深度變革將加拿大公共教育推向興盛的頂峰，同時也帶了諸多的問題。第四部分為附錄，意在選取約克學(xué)區(qū)作為研究對象以反映安大略省乃至整個加拿大當(dāng)代公共教育的現(xiàn)狀與發(fā)展方向。論文最后部分則就與加拿大公共教育發(fā)展史相關(guān)的若干問題做出總結(jié)與剖析，以此作為整篇論文的結(jié)束語。
[Abstract]:The emphasis on free, equal and universal public education began in the middle of 19th century in Canada, which is still a British North American colony, driven by a variety of factors and dynamics at home and abroad. In the course of learning from European and American countries and learning from advanced educational concepts and practices, public education has been continuously promoted and developed in Canada until today. The long history of Europe, the foreign infiltration and influence of the United States, and the changes of international status, economic development, regionalism, bilingual and multicultural policy. At the same time, the development history of Canadian public education and its research value not only ends here, but also includes its achievements in the process of development. There is no doubt that this is of certain reference value and significance to the public education practice of all countries in the contemporary world. This paper from the perspective of history, with the help of historical literature method, comprehensive analysis. The comparative law and case study method and other methods of Canadian public education development history of a more comprehensive and in-depth comb and inspection. This paper tries to reproduce objectively and completely the beginning and development course of public education in Canada, and analyzes the basic motivation, development characteristics and ways of the rise of public education in Canada, as well as the main factors that affect the development of public education in Canada. And the development trend of Canadian public education in the next ten years, in order to seek beneficial enlightenment from it. The full text includes five parts: the first chapter "the origin of public education in Canada" focuses on the elaboration method. Under the influence of British colonial rule, the Canadian colonial education was the first opportunity for the establishment of public education in Canada. The colonial government gradually intervened in the field of education-the government assumed more and more responsibilities in primary education. Issued a series of policies and regulations, in the struggle with the Church for control of education, the government gradually gained the upper hand. The second chapter, "the shaping and Development of Public Education in Canada", introduces the idea of public education gradually accepted by the Canadian people. The purpose of this paper is to select York school district as the object of study to reflect the current situation and development direction of contemporary public education in Ontario and Canada as a whole.
