【摘要】：已有的改革實(shí)踐表明,全面停征農(nóng)業(yè)稅后,稅費(fèi)改革減輕農(nóng)民負(fù)擔(dān)的直接目標(biāo)基本實(shí)現(xiàn),取得的成效十分顯著,這也標(biāo)志著我國(guó)農(nóng)村發(fā)展已正式進(jìn)入后農(nóng)業(yè)稅時(shí)期。但是,由于稅費(fèi)改革所涉及的利益關(guān)系十分復(fù)雜,許多應(yīng)有的配套措施尚未完全到位,不可避免地還存在一些需要引起高度重視的問題,比如當(dāng)前農(nóng)村義務(wù)教育的困境,并采取相應(yīng)的對(duì)策措施有效加以解決。本文通過深入調(diào)查四川省邛崍市的農(nóng)村義務(wù)教育情況,分析和梳理了稅費(fèi)改革后農(nóng)村義務(wù)教育的困境,并提出相關(guān)政策建議。
[Abstract]:The existing reform practice shows that the direct goal of tax and fee reform to lighten the burden of farmers is basically realized after the total suspension of agricultural tax, and the results obtained are very remarkable. This also marks that the rural development of our country has formally entered the post-agricultural tax period. However, because the interest relationship involved in the tax and fee reform is very complex, many necessary supporting measures have not been fully put in place. Inevitably, there are still some problems that need to be highly valued, such as the plight of compulsory education in rural areas. And take corresponding countermeasure measure to solve effectively. By investigating the situation of rural compulsory education in Qionglai City of Sichuan Province, this paper analyzes and combs the predicament of rural compulsory education after the tax and fee reform, and puts forward some relevant policy suggestions.
