【摘要】:我國(guó)城鄉(xiāng)義務(wù)教育非均衡化發(fā)展問題近年來一直是教育學(xué)界的研究熱點(diǎn)。財(cái)力作為支持義務(wù)教育發(fā)展的關(guān)鍵因素,是破解城鄉(xiāng)義務(wù)教育發(fā)展失衡問題的主要突破口。本研究從我國(guó)城鄉(xiāng)義務(wù)教育經(jīng)費(fèi)投入不公平的實(shí)際問題出發(fā),以公共經(jīng)濟(jì)學(xué)、教育財(cái)政學(xué)為理論基礎(chǔ),揭示城鄉(xiāng)一體化背景下義務(wù)教育均衡發(fā)展的內(nèi)涵,建立義務(wù)教育財(cái)政體制的分析框架。在此基礎(chǔ)上,從實(shí)證角度觀察我國(guó)近年來義務(wù)教育財(cái)政撥款對(duì)推進(jìn)我國(guó)城鄉(xiāng)義務(wù)教育均衡化發(fā)展的貢獻(xiàn)程度,分析城鄉(xiāng)義務(wù)教育資源分配的影響因素,甄別現(xiàn)行義務(wù)教育管理體制和財(cái)政撥款制度的弊端,就克服弊端提出相應(yīng)建議。在內(nèi)容上,論文首先提出問題,明確研究主題,對(duì)研究中所涉及的基本概念與理論基礎(chǔ)進(jìn)行綜述。繼而以義務(wù)教育法的頒布作為分界線,對(duì)義務(wù)教育法頒布前的基礎(chǔ)教育財(cái)政以及之后的義務(wù)教育財(cái)政的歷史演進(jìn)作了闡述和分析。探析了財(cái)政在義務(wù)教育城鄉(xiāng)一體化中的具體作用,結(jié)合城鄉(xiāng)一體化發(fā)展的歷史背景,分析并總結(jié)了義務(wù)教育城鄉(xiāng)一體化發(fā)展所提出的財(cái)政目標(biāo)。針對(duì)近年來我國(guó)城鄉(xiāng)義務(wù)教育經(jīng)費(fèi)投入情況進(jìn)行實(shí)證分析,從財(cái)政的充足性、公平性、效率性和自由性方面對(duì)現(xiàn)行義務(wù)教育財(cái)政體制進(jìn)行檢驗(yàn)并尋找其中存在的問題,對(duì)城鄉(xiāng)投入差距和隨遷子女義務(wù)教育問題的制度障礙及政策因素進(jìn)行剖析。在借鑒美國(guó)和日本通過財(cái)政政策促進(jìn)城鄉(xiāng)義務(wù)教育均衡以及處理流動(dòng)兒童教育經(jīng)費(fèi)問題經(jīng)驗(yàn)的基礎(chǔ)上,提出實(shí)現(xiàn)我國(guó)城鄉(xiāng)義務(wù)教育一體化的財(cái)政體制改革思路。鑒于我國(guó)城鄉(xiāng)間經(jīng)濟(jì)發(fā)展水平參差不齊是城鄉(xiāng)義務(wù)教育發(fā)展失衡的根本原因,應(yīng)將推動(dòng)義務(wù)教育財(cái)政體制從縣市級(jí)政府主要負(fù)責(zé)的高度分散型向中央和省級(jí)政府主要負(fù)責(zé)的適度集中型的轉(zhuǎn)變,作為解決我國(guó)城鄉(xiāng)義務(wù)教育發(fā)展失衡問題的主要途徑,進(jìn)一步明確各級(jí)政府財(cái)政責(zé)任,合理配置其事權(quán)與財(cái)力,加大中央和省級(jí)財(cái)政對(duì)義務(wù)教育經(jīng)費(fèi)投入比重,調(diào)整規(guī)范促進(jìn)城鄉(xiāng)義務(wù)教育均衡發(fā)展的轉(zhuǎn)移支付體系。深化城鄉(xiāng)義務(wù)教育財(cái)政投入體制改革,堅(jiān)持經(jīng)費(fèi)籌資渠道的多元化,建立三級(jí)政府統(tǒng)籌的義務(wù)教育撥款制度,義務(wù)教育經(jīng)費(fèi)投入由中央政府負(fù)責(zé)一級(jí)統(tǒng)籌,省級(jí)政府負(fù)責(zé)二級(jí)統(tǒng)籌,縣級(jí)政府負(fù)責(zé)保底。建立進(jìn)城務(wù)工人員隨遷子女義務(wù)教育財(cái)政預(yù)算制度、經(jīng)費(fèi)分擔(dān)制度和民辦中小學(xué)財(cái)政補(bǔ)助制度,滿足隨遷子女義務(wù)教育經(jīng)費(fèi)需求。深化城鄉(xiāng)義務(wù)教育財(cái)政分配體制改革,推進(jìn)義務(wù)教育階段學(xué)校辦學(xué)條件標(biāo)準(zhǔn)化、師資配備標(biāo)準(zhǔn)化、生均經(jīng)費(fèi)投入標(biāo)準(zhǔn)化。深化城鄉(xiāng)義務(wù)教育財(cái)政監(jiān)督體制改革,還要進(jìn)一步建立相關(guān)法律法規(guī)和評(píng)估監(jiān)督制度,從制度建設(shè)層面為政策執(zhí)行提供保障。
[Abstract]:In recent years, the problem of non-balanced development of compulsory education in urban and rural areas has been a hot research topic in the field of education. As a key factor to support the development of compulsory education, financial resources are the main breakthrough to solve the imbalance of the development of urban and rural compulsory education. Based on the theory of public economics and education finance, this study reveals the connotation of the balanced development of compulsory education under the background of urban-rural integration. To establish an analytical framework for the financial system of compulsory education. On this basis, from the perspective of empirical observation of the financial allocation of compulsory education in recent years in China to promote the balanced development of urban and rural compulsory education contribution, analysis of urban and rural compulsory education resources allocation factors, To identify the malpractice of the current compulsory education management system and financial allotment system, and put forward some suggestions to overcome them. In terms of content, the paper first puts forward questions, clarifies the research topic, and summarizes the basic concepts and theoretical basis involved in the research. Then, taking the promulgation of compulsory education law as the dividing line, this paper expounds and analyzes the financial history of basic education before and after the promulgation of compulsory education law. This paper probes into the concrete function of finance in the integration of urban and rural areas of compulsory education, and combines the historical background of the development of urban-rural integration, analyzes and summarizes the financial objectives put forward by the development of urban-rural integration of compulsory education. In view of the situation of urban and rural compulsory education funds input in recent years, this paper analyzes the financial adequacy, fairness, efficiency and freedom of the current compulsory education financial system and finds out the existing problems. This paper analyzes the gap between urban and rural investment and the institutional obstacles and policy factors of compulsory education for children. Based on the experience of the United States and Japan in promoting the balance of urban and rural compulsory education through fiscal policies and dealing with the problems of educational funds for floating children, the paper puts forward the ideas of financial system reform to realize the integration of urban and rural compulsory education in China. In view of the uneven level of economic development between urban and rural areas is the fundamental reason for the imbalance in the development of urban and rural compulsory education. We should change the financial system of compulsory education from the highly decentralized type that the county and municipal governments are mainly responsible for to the moderate concentration that the central and provincial governments are mainly responsible for, as the main way to solve the imbalance in the development of urban and rural compulsory education in China. We should further clarify the fiscal responsibility of governments at all levels, rationally allocate their powers and financial resources, increase the proportion of the central and provincial governments' investment in compulsory education, and adjust and standardize the transfer payment system that promotes the balanced development of compulsory education in urban and rural areas. To deepen the reform of the financial investment system for compulsory education in urban and rural areas, to persist in the diversification of funding channels, and to establish a system of allocation for compulsory education by three levels of government, with the central government responsible for coordinating compulsory education funds at the first level. Provincial governments are responsible for second-level planning, and county governments are responsible for keeping the bottom. In order to meet the needs of compulsory education of migrant children, the financial budget system, the system of sharing funds and the financial subsidy system of private primary and secondary schools should be established to meet the needs of compulsory education for migrant workers. We will deepen the reform of the financial distribution system for compulsory education in urban and rural areas, promote the standardization of the conditions for running schools in the compulsory education stage, the standardization of the provision of teachers, and the standardization of the input of To deepen the reform of the financial supervision system of compulsory education in urban and rural areas, it is necessary to further establish the relevant laws and regulations and the evaluation and supervision system so as to provide guarantee for the implementation of the policy from the level of system construction.
