三關(guān)四制:南京市規(guī)劃課題質(zhì)量提升的拐點(diǎn)——南京市規(guī)劃課題從量的擴(kuò)張到質(zhì)的提升轉(zhuǎn)折之舉要

【摘要】:走過(guò)"十一五"規(guī)劃課題數(shù)量擴(kuò)張歷程以后,南京市率先提出規(guī)劃課題"落地工程",推動(dòng)規(guī)劃課題從量的擴(kuò)張轉(zhuǎn)變到質(zhì)的提升,切實(shí)提升規(guī)劃課題的質(zhì)量。本文將重點(diǎn)闡述南京市通過(guò)"三關(guān)四制"的創(chuàng)舉引領(lǐng)規(guī)劃課題研究進(jìn)入新境界,做實(shí)規(guī)劃課題"落地工程"。從"十二五"開(kāi)局之年起,南京市的每一項(xiàng)課題都要經(jīng)歷"三關(guān)"的考驗(yàn),都需接受"四制"的制約。
[Abstract]:After going through the course of the number expansion of the 11th Five-Year Plan, Nanjing took the lead in putting forward the planning subject "landing project", which promoted the change from the quantity expansion to the quality improvement, and effectively improved the quality of the planning subject. This article will focus on Nanjing through the "three customs and four systems" to guide the study of planning research into a new realm, the actual planning of the project "landing project." From the beginning of the 12th Five-Year Plan, every subject in Nanjing has to go through the test of "three customs" and be restricted by "four systems".
