【摘要】：正《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要》把促進(jìn)公平作為國(guó)家基本教育政策。教育公平的基本要求是保障公民依法享有受教育的權(quán)利。義務(wù)教育是每個(gè)人的基本教育權(quán)利,義務(wù)教育均衡發(fā)展是公民基本教育權(quán)利平等的保障。義務(wù)教育的不均衡主要表現(xiàn)在學(xué)校教育質(zhì)量的差距上,實(shí)現(xiàn)義務(wù)教育均衡重在推進(jìn)質(zhì)量
[Abstract]:"The outline of the national medium and long term education reform and development plan > is to promote equity as the basic national education policy. The basic requirement of educational equity is to ensure that citizens enjoy the right to receive education according to law. Compulsory education is the basic right of everyone, and the balanced development of compulsory education is the guarantee of the equal rights of citizens' basic education rights. Compulsory education The imbalance is mainly manifested in the gap between the quality of school education, and the key to achieving the goal of compulsory education is to promote the quality.
