鶴峰縣資教生的發(fā)展和管理研究

【摘要】:自2004年起,湖北省啟動(dòng)“農(nóng)村教師資助行動(dòng)計(jì)劃”。為進(jìn)一步推動(dòng)資助行動(dòng)計(jì)劃的實(shí)施,促進(jìn)農(nóng)村義務(wù)教育教學(xué)質(zhì)量的提高,貫徹十二五規(guī)劃綱要精神,有必要對(duì)湖北省資教生的發(fā)展和管理現(xiàn)狀進(jìn)行階段性調(diào)查和研究。而目前的相關(guān)研究還比較少,筆者試圖對(duì)這一問題進(jìn)行研究,希望能夠完善資教生的發(fā)展和管理,促進(jìn)資教生的教學(xué)水平的提高,促進(jìn)資教生的專業(yè)發(fā)展和農(nóng)村義務(wù)教育均衡發(fā)展。 文章介紹了鶴峰縣資教生的基本情況,運(yùn)用問卷調(diào)查方式了解資教生的來源與資教動(dòng)機(jī)、資教學(xué)校分布與執(zhí)教學(xué)科、教學(xué)技能與資格證書情況、職業(yè)規(guī)劃及專業(yè)培訓(xùn)情況。在分析調(diào)查結(jié)果的基礎(chǔ)上指出了鶴峰縣資教生的發(fā)展和管理中面臨的資教政策不完善、管理缺少周密計(jì)劃、資教生自身表現(xiàn)低于預(yù)期和社會(huì)教育資源不足等四個(gè)方面的挑戰(zhàn)。政策不完善表現(xiàn)在資教政策經(jīng)常變化、財(cái)務(wù)政策不明和再就業(yè)政策導(dǎo)向性不足,管理缺少周密計(jì)劃表現(xiàn)在招聘形式走過場(chǎng)、集中培訓(xùn)不規(guī)范、工作安排隨意性高及上崗培訓(xùn)靈活性太高、評(píng)價(jià)方式簡(jiǎn)單化和中途退出管理不規(guī)范,資教生自身表現(xiàn)低于預(yù)期表現(xiàn)在職業(yè)態(tài)度不穩(wěn)定和教學(xué)效果一般。 文章剖析了鶴峰縣資教生的發(fā)展和管理問題產(chǎn)生的原因,認(rèn)為主要原因在于相關(guān)教育部門人事管理觀念陳舊,政策制定缺少規(guī)劃性,資教生自身素質(zhì)不足。 針對(duì)鶴峰縣資教生發(fā)展和管理中存在的問題,文章提出了政策公開及財(cái)務(wù)公示制、三步走培訓(xùn)、人力資源管理觀、制度化管理、專業(yè)化評(píng)價(jià)、建立資教生協(xié)會(huì)、開展行動(dòng)教育、提高自身思想認(rèn)識(shí)、加強(qiáng)遠(yuǎn)程教育等一系列對(duì)策。
[Abstract]:Since 2004, Hubei Province has launched the Rural teacher Aid Action Plan. In order to further promote the implementation of the action plan of subsidization, improve the teaching quality of compulsory education in rural areas and carry out the spirit of the outline of the 12th Five-Year Plan, it is necessary to investigate and study the present situation of the development and management of the students in Hubei Province. But at present the related research is still relatively few, the author attempts to carry on the research to this question, hopes to be able to consummate the development and the management of the education student, promotes the capital teaching student's teaching level enhancement, To promote the professional development of educational students and balanced development of rural compulsory education. This paper introduces the basic situation of the students in Hefeng County, and uses the questionnaire to find out the source and motivation of the students, the distribution of the schools and the teaching subjects, the teaching skills and the qualification certificate, the professional planning and the professional training. Based on the analysis of the results of the investigation, this paper points out four challenges in the development and management of the students in Hefeng County, such as the imperfection of the education policy, the lack of well-planned management, the underperformance of the students themselves and the shortage of social education resources. The policy imperfections are reflected in the frequent changes in the education policy, the lack of clear financial policy and the insufficient orientation of the re-employment policy, the lack of well-planned management in the form of formality of recruitment, and the non-standard centralized training. The work arrangement is high, the flexibility of induction training is too high, the evaluation way is simple and the management of withdrawal is not standard, the performance of the students themselves is lower than expected because of the unstable professional attitude and the average teaching effect. This paper analyzes the reasons for the development and management problems of the students in Hefeng County, and thinks that the main reasons are the outdated concept of personnel management in the relevant educational departments, the lack of planning in the formulation of policies, and the deficiency of the quality of the students themselves. In view of the problems existing in the development and management of educational students in Hefeng County, the paper puts forward the system of open policy and financial publicity, three-step training, human resource management, institutionalized management, professional evaluation, establishment of educational association and action education. Raise oneself thought understanding, strengthen a series of countermeasure such as distance education.
