【摘要】:“三農(nóng)”即農(nóng)業(yè)、農(nóng)村、農(nóng)民的簡稱,“三農(nóng)”問題是當前我國的重要社會問題。開展“三農(nóng)”教育有助于“三農(nóng)”問題的解決和“三農(nóng)”事業(yè)的長遠發(fā)展,遠程教育因其在技術、資源、規(guī)模和成本等方面的優(yōu)勢,成為“三農(nóng)”教育的重要組成部分。 目前,山東省的“三農(nóng)”遠程教育體系主要由山東省農(nóng)業(yè)廣播電視學校體系、山東省農(nóng)村中小學現(xiàn)代遠程教育工程、山東省農(nóng)村黨員干部現(xiàn)代遠程教育工程和山東省“一村一名大學生計劃”工程等構成。在省委省政府高度重視和各有關單位努力之下,以上各遠程教育工程在遠程教育基礎設施建設、遠程教育教學資源建設、師資隊伍建設等諸多方面取得長遠進步,,有利地支撐著我省面向農(nóng)村、農(nóng)民、農(nóng)業(yè)的遠程教育事業(yè)。但各工程各地區(qū)之間也存在遠程教育資源建設的重復交叉現(xiàn)象,造成資源重復建設和資源浪費。因此,研究山東省區(qū)域內(nèi)“三農(nóng)”遠程教育資源共享模式成為我省“三農(nóng)”遠程教育工作的必然需求,并具有重要的理論價值和現(xiàn)實意義。 本論文以山東省社會科學聯(lián)合會科研課題——“山東省‘三農(nóng)’遠程教育資源共享研究”為依托,采用文獻資料法、問卷調(diào)查法、訪談調(diào)查法、實地調(diào)查法和系統(tǒng)分析法等,調(diào)查我省農(nóng)業(yè)廣播電視學校體系、農(nóng)村中小學現(xiàn)代遠程教育工程、農(nóng)村黨員干部現(xiàn)代遠程教育工程和廣播電視大學“一村一名大學生計劃”工程的遠程教育資源建設現(xiàn)狀,分析各工程內(nèi)部的遠程教育資源共享現(xiàn)狀以及各工程之間的跨部門遠程教育資源共享現(xiàn)狀。建設現(xiàn)狀和共享現(xiàn)狀均從硬件資源建設、軟件資源建設、人力資源建設和其他資源建設四個方面進行了詳細論述。同時,研究了遠程教育資源共享的制約因素,包括行政體制、人才質(zhì)量、技術難度、資金問題和資源復雜性等。 在上述研究的基礎上,本論文在理論角度探討了山東省“三農(nóng)”遠程教育資源共享模式,主要包括其現(xiàn)實意義、共享模式建設的宏觀目標、模式建設的具體目標和模式建設的基本原則。在理論探討的基礎上構建了山東省“三農(nóng)”遠程教育資源共享的模式。該模式共分為三個層次:目標層、實施層、保障層。目標層即山東省“三農(nóng)”遠程教育資源共享的整體目標;保障層即該模式的實現(xiàn)條件,為了保障模式的順利運行和效益,保障層意義重大,主要包括四個機制:宏觀調(diào)控機制、微觀運作機制、用戶反饋機制和公眾監(jiān)督機制;實施層即該模式的運行過程,以共享單元為核心的所有遠程教育資源的共享過程。共享單元主要有硬件資源、軟件資源、人力資源和其他資源,其他單元主要包括資金、文化、遠程教育規(guī)范和管理制度。共享的過程分為:遠程教育資源發(fā)布、遠程教育資源公共數(shù)據(jù)庫建設、遠程教育資源二次開發(fā)、反饋信息收集和遠程教育資源交換五個環(huán)節(jié)部分。
[Abstract]:Agriculture, Countryside, Countryside and Peasant is an important social problem in our country.Carrying out the education of agriculture, rural areas and farmers is helpful to solve the problems of agriculture, rural areas and farmers and the long-term development of the cause of agriculture, rural areas and farmers. Distance education, because of its advantages in technology, resources, scale and cost, has become an important part of the education of agriculture, rural areas and farmers.At present, the "three rural" distance education system in Shandong Province is mainly composed of the agricultural broadcasting and television school system in Shandong Province, and the modern distance education project for primary and secondary schools in rural areas in Shandong Province.The project of modern distance education for rural Party members and cadres in Shandong Province and the "one Village one College Student Plan" project in Shandong Province.With the great attention of the provincial party committee and the provincial government and the efforts of all relevant units, the above distance education projects have made long-term progress in many aspects, such as the construction of distance education infrastructure, the construction of distance education teaching resources, the construction of teachers' ranks, and so on.Favorable support for our province for rural, farmers, agricultural distance education cause.However, the overlapping phenomenon of the construction of distance education resources also exists among the different regions of the project, which results in the repeated construction of resources and the waste of resources.Therefore, it is necessary to study the sharing mode of distance education resources of agriculture, rural areas and farmers in Shandong province, which has important theoretical value and practical significance.This thesis is based on the research project of Shandong Social Science Federation-"the study on the Resource sharing of Agriculture, Countryside and Farmers' distance Education in Shandong Province", and adopts the methods of literature, questionnaire, interview, field investigation and system analysis, etc.The present situation of the construction of distance education resources in the agricultural broadcasting and television school system in our province, the modern distance education project in rural primary and secondary schools, the modern distance education project for party members and cadres in rural areas and the "one village one college student plan" project in the radio and television university are investigated.This paper analyzes the status quo of distance education resource sharing in various projects and the inter-departmental distance education resources sharing among different projects.The present situation of construction and sharing are discussed in detail from four aspects: hardware resource construction, software resource construction, human resource construction and other resource construction.At the same time, the paper studies the restriction factors of distance education resource sharing, including administrative system, talent quality, technical difficulty, fund problem and resource complexity, etc.On the basis of the above research, this paper discusses the sharing mode of distance education resources of agriculture, rural areas and farmers in Shandong Province theoretically, including its practical significance and macroscopic goal of the construction of the sharing model.The concrete target of mode construction and the basic principle of mode construction.On the basis of theoretical discussion, this paper constructs the sharing mode of distance education resources of agriculture, rural areas and farmers in Shandong Province.The model is divided into three levels: target layer, implementation layer and support layer.In order to ensure the smooth operation and benefit of the model, the security layer is of great significance, which mainly includes four mechanisms: the macro-control mechanism, the mechanism of macro-control, and the mechanism of macro-control, in order to ensure the smooth operation and benefit of the model, the goal level is the overall goal of the sharing of distance education resources in Shandong Province.The microcosmic operation mechanism, user feedback mechanism and public supervision mechanism; the implementation layer is the operation process of this mode, and the sharing process of all distance education resources with shared unit as the core.The shared unit mainly includes hardware resources, software resources, human resources and other resources. Other units mainly include funds, culture, distance education norms and management system.The process of sharing is divided into five parts: the release of distance education resources, the construction of public database of distance education resources, the secondary development of distance education resources, the collection of feedback information and the exchange of distance education resources.
