文章摘要高等教育對(duì)區(qū)域創(chuàng)新的作用不僅體現(xiàn)在人力資本積累、直接參與研發(fā)等方面,還包括高等教育培養(yǎng)差異化人才,不同人才在各層次的勞動(dòng)力市場(chǎng)分別進(jìn)行創(chuàng)新、創(chuàng)新推廣與創(chuàng)新成果的大批量制造等。高等教育質(zhì)量差異對(duì)創(chuàng)新的作用機(jī)理,一方面體現(xiàn)在人力資本積累和研發(fā)成果轉(zhuǎn)化為生產(chǎn)力對(duì)區(qū)域創(chuàng)新產(chǎn)生正向影響,另一方面體現(xiàn)在競(jìng)爭(zhēng)效應(yīng)和交流效應(yīng)作用下的知識(shí)溢出和創(chuàng)新。教育資源質(zhì)量差異與區(qū)域創(chuàng)新的“倒U”關(guān)系假設(shè)和模型推導(dǎo)證明,只有當(dāng)衡量區(qū)域內(nèi)教育差異的指標(biāo)值達(dá)到某一標(biāo)準(zhǔn)或者落在一個(gè)適當(dāng)?shù)膮^(qū)間,創(chuàng)新才是最有效的,,即在一個(gè)地區(qū)總體教育質(zhì)量水平、經(jīng)濟(jì)發(fā)展水平等其他條件一定的條件下,存在“高等教育的創(chuàng)新合作邊界”或“創(chuàng)新合作區(qū)間”。

AbstrThe function of higher education on regional innovation is not only reflected in the accumulation of human capital and the direct participation in research and development, but also in the cultivation of differentiated talents, as well as the innovation, the popularization of innovation and the mass manufacture of innovative products by different talents in different labor markets, etc. The mechanism of function of the differences of higher education on innovation is reflected in two aspects : on the one hand, it is reflected in the positive influence of productivity on regional innovation of the accumulation of human capitals and the research achievement transtormation; on the other hand, it is reflected in the realization of knowledge spillover and innovation with the effect of competition and communication. It is certified by the relationship of inverted U-shape hypothesis and the deduction of the model that only when the index value of measuring the regional educational differences achieve some certain of standard or fall upon an appropriate section, can the innovation be the most effective, which means that due to some certain condition of the regional overall level of educational quality, the economic development, etc., there exists the "innovation cooperative boundary" or "innovation cooperative section" in higher education
